The Network Manager leads the Global Enterprise Network function, overseeing strategy, design, operations, and delivery of network infrastructure across on-premises and cloud environments. Overview
  • Strategic Leadership: Directs the vision, architecture, and performance of enterprise network infrastructure (on-premises and cloud), ensuring security, reliability, and compliance.
  • Project & Vendor Management: Oversees infrastructure projects, vendor performance, SLA adherence, and financial planning (Capex/Opex), ensuring alignment with business and audit requirements.
  • Team Development: Recruits, mentors, and manages a diverse technical team, driving innovation and operational excellence in a global, matrixed organization.
Responsibilities:
  • Provide vision and strategic architecture for global network performance, security, redundancy, standardization, and supportability.
  • Design, implement, and support network infrastructure and services.
  • Oversee network operations: LAN/WAN/SD-WAN/Firewall/NAC/SASE, data centers, cloud connectivity, and network security.
  • Oversee regular network and firewall security patching and upgrade
  • Review firewall rules changes and present for CRB approval
  • Manage external vendors for infrastructure services, ensuring SLAs are met.
  • Ensure infrastructure changes and bug fixes are applied by vendors per business requirements and IT policies.
  • Design network blueprints and roadmaps.
  • Monitor network performance and implement best practices.
  • Develop and implement standardized technical infrastructures globally.
  • Deliver project plans, budgets, and resource allocations.
  • Oversee project management to meet time, quality, security, and budget goals.
  • Hire, coach, and mentor a technical team, ensuring alignment and cohesion.

Qualifications:

  • 7+ years of IT Network Infrastructure experience in a global MNC, preferably in semiconductor/electronics.
  • Experience with IT Data Centre and Network Patching room, company acquisitions, SOX auditing, ITIL V3, and IT sourcing.
  • Familiarity with Azure, AWS and OCI cloud architecture.
  • Strong leadership in a matrix environment.
  • Experience in SD-WAN using Versa, Cisco LAN, Wireless and NAC, DMZ network, DNS, Azure/AWS/OCI cloud network design and configuration, Checkpoint Firewall, Palo Alto and Cisco Next Gen Firewall, SASE Prisma, Zscaler and Internet

Requirements

  • 15+ years of IT infrastructure and network experience.
  • Hands-on experience managing network and security equipment.
  • Expertise in network architecture, security frameworks, and enterprise solutions.
  • Relevant certifications (CCNA, CCNP, MCSE, CCSA, CCSE) are a plus.
  • Banking or financial industry experience is preferred.

Infrastructure Network Manager
BCS is NETS’ wholly owned subsidiary, and is an entity within the NETS Group. It manages and operates clearing and payment infrastructure for the Singapore Automated Clearing House, including Fast And Secure Transfers (FAST), Inter-bank GIRO (IBG), Cheque Truncation System (CTS), and provides services for PayNow and SGQR Central Repository.
Position Overview
The incumbent will be expected to provide support to the Head, IT INFSVC to:
Deliver the IT infrastructure services strategies and manage network-related issues, which directly or indirectly impact business performance. This includes the evaluation, conceptualisation, development, implementation, maintenance and support of IT infrastructure systems.
Ensure incidents relating to the Network are responded to within SLA.
Be responsible for the achievement of short-term operational targets of the INFSVC division.
Possess a fair degree of autonomy in determining the work processes in its job area and is required to review the existing work processes in its work area and recommend ways to make small improvements.
Guide the Network Team on the accomplishment of tasks within a defined job area.
Key Responsibilities
Network Administration
Perform, guide and work with the Network Team in a heterogeneous environment (production, DR, test) comprising of network & security equipment (e.g., routers, firewalls, cryptography equipment) and telecommunication links.
Configure firewall rules (where needed).
Perform network upgrade and enhancement on IT infrastructure components.
Implement network and product-specific security hardening & patches.
Monitor obsolescence of IT infrastructure components (network systems).
Monitor expiry and perform renewal of network system passwords and certificates.
Implement a schedule of network backups operations to ensure data recoverability and business continuity.
Develop and implement disaster recovery plans for IT infrastructure (network systems) and conduct regular disaster recovery testing and component switchover exercises to ensure usability of standby and DR equipment.
Incident & Problem Management
Provide 2nd level network support and resolve incidents and problems in accordance with established Service Level Agreement (SLA).
Perform problem diagnosis on incidents and propose & implement measures to prevent recurrence.
Change & Release Management
Work with the team to plan, schedule and release network system changes to the production environment in accordance with the change management process/procedures.
Configuration Management
Develop and maintain a comprehensive operating system hardware and software configuration database/library of all IT infrastructure components used in the production environment.
Capacity & Performance Management
Perform network capacity monitoring and planning for Network devices and Telecommunication links.
Monitor and perform performance tuning to optimize network performance.
Process Management
Devise and implement the underlying processes supporting IT service management, in conformance to corporate security policies and guidelines.
Project Management & Support
Provide infrastructure (network) support to projects in accordance with the project timeline.
Manage infrastructure enhancement/upgrade projects in accordance with established project management guidelines.
Documentation
Develop and maintain technical and process documents to upkeep IT infrastructure.
Requirements
Qualification
Degree in Information Technology and related discipline.
Preferably attained CCNA, CCNP, MCSE, CCSA, CCSE.
Experience and Technical Skills Set
At least 5 years hands-on experience in managing network and security equipment such as Firewalls, Intrusion Detection systems, Routers, Switches, Load Balancer, VPN, DNS with supervisory experience.
Good to have experience/industry certification for firewall and public cloud administration.
Proficiency with MS Word, MS Excel, MS Access, and MS PowerPoint.
Other Criteria
Good written and verbal communication skills.
Good interpersonal skills and able to work independently as well as in a team.
Demonstrate good analytical and problem-solving abilities.
Possess customer-oriented mindset.
Possess a sense of initiative.
Able to multi-task.
Familiar with data center operations.
