Job Summary
The Construction Manager is responsible for managing site operations, resource deployment, and overall project execution to meet defined timelines, budgets, and quality standards. This role involves working closely with subcontractors, consultants, and clients to ensure smooth delivery of all construction activities while maintaining compliance with EHS and contractual requirements.
Responsibilities
- Work with the Project Manager to jointly prepare the project start-up and execution plan, including defining key targets for time, cost, quality, resources, EHS, and contractual obligations
- Manage resource allocation and overall site operations throughout all stages of construction works
- Oversee procurement processes, material stock control, and ensure timely delivery of equipment, building components, and related logistics
- Manage subcontractors by monitoring manpower, progress, and scheduling to ensure timely completion of works
- Liaise closely with clients' representatives and consultants on all project-related matters, particularly regarding contracts, construction, and EHS compliance
- Establish and implement effective reporting and control procedures to optimize project operations and delivery
 Promote and implement innovative construction methodologies and DfMA solutions to improve productivity and achieve lean outcomes
Requirements
- Degree in Civil Engineering or related discipline
- Minimum 10 years of experience in project management and/or site management for building projects
- Strong technical understanding of construction methodologies and sequencing; experience with precast and DfMA technologies is preferred
- Ability to work collaboratively with all stakeholders to ensure successful project delivery; committed to meeting milestones and deliverables
- Prior experience in airports, commercial, institutional, or government projects will be an advantage

Responsibilities
- Lead the team ensuring strict compliance with health, safety, environmental and sustainability guidelines. 
- Ensure housekeeping and quality benchmarks are being met in each works area. 
- Lead the onsite team and ensure project completion within the set budget, schedule and conformance with the contract documents. 
- Participate in development of scopes of work for each trade, with the purchasing department. 
- Input into and develop a logistics plan that allows the contractors to complete their work in a coordinated, efficient manner under the project managers directive. 
- Establish regularly scheduled meetings with the trade contractors to review the following: shop drawing preparation / approval, equipment/material lead times and required on-site dates, manpower projections vis-a-vis the project schedule, quality/performance issues on and off site. 
- Identify any factory visits that may be required and schedule accordingly. 
- Conduct regular project/contractor meetings to review project progress and the following issues: Current cost projections/change orders issued to date, anticipated "pending" costs, schedule update, requisition review, highlight near term major activities, changes to the project, any other issues deemed appropriate. 
- Work with trade contractors to carry out benchmarking for discreet activities so as to agree quality benchmarks. 
- Evaluate and assess trade contractor method statements and contract documentation for buildability and provide suitable feedback. 
- Liaise with the employer's safety manager in the development of a site-specific safety plan. 
Skills/Requirement
- Higher National Diploma/Degree in Engineering, BArch degree Architecture / built environment or BSc Construction Management discipline as a minimum. 
- 5+ years previous work experience as a Construction Manager, preferably with 3 years in A & A related field 
- Working knowledge of scope of work covered by contracts. 
- Knowledge of construction, engineering, procurement, industry standards and other project-related activities, their interfaces and interdependencies. 
- Proven ability to manage and lead a team to build collaboration and efficiency.

Key Responsibilities:
Primary offshore client representative, the OCM ensures that all construction activities comply with contractual, technical, and safety requirements, serving as the key liaison between offshore contractors and the onshore team.
Oversees all offshore construction operations, monitoring progress, aligning work with project schedules, reviewing execution plans, and ensuring readiness in terms of resources and permits.

Daily coordination with onshore teams is required to support planning, logistics, and engineering, while also managing communication with vessels and subcontractors to ensure smooth offshore execution.
Though primarily onshore-based, the role involves regular offshore interaction on various vessels (AHT, THSD, & Pipelay vessel) to attend planning meetings, resolve interface issues, and maintain alignment across teams.
Responsible for maintaining accurate records, reporting incidents, and supporting final documentation, including punch list closeout, redlines, and handover materials.
Requirements:
Minimum 10 years of offshore construction experience , including 5+ years in a leadership role.
Proven experience in acting as Client Representative offshore .
Familiarity with offshore construction methods (e.g., Pipeline Installation with S-lay method, Pipeline Deburial using THSD, Mooring system Installation (chain deployment, hook-up at SPM).
Strong knowledge of offshore HSE standards , SIMOPS, and permit-to-work systems.
Excellent interpersonal and communication skills for cross-functional coordination.
Physically fit for frequent visit on-board installation vessel.
Relevant offshore certifications must be valid.
