What the role is:
As a Media Relations Officer (MRO) in the Public Affairs Department, you are responsible for media and information management for SPF. You will work with a team of MROs to deal with media-related issues, liaise directly with media and act as a Police spokesperson, as required. You will manage a communications policy workstream, e.g. on planning contingency communications, planning the digital media strategy for SPF etc. You will perform shifts alongside other MROs, and will be responsible for running media relations and media monitoring shifts. Your media relations shift duties will include gathering information, following up and drafting replies to media queries and requests for information. Your media monitoring shift duties will include monitoring online coverage of Police-related issues. You will also have the opportunity to be deployed to the ground to coordinate a press conference, publicity of a Police raid or operation, support major security events, for on-site media management of a major incident or crime scene, among other taskings.
What you will be working on:
We are looking for a driven and resilient individual who can work well under pressure and tight timelines to be part of our team. You are required to safeguard the SPF’s reputation and work with mainstream media partners to ensure coverage on SPF is fair, accurate and safeguards the SPF brand. You should have strong interpersonal and networking skills and a keen understanding of the local media landscape to engage well with media stakeholders, and be up-to-date with national and regional affairs to understand the implications and shape the narratives of news events for SPF.

Job Description – IT Security Officer

Service Management
• Monitor and report on the SLA/KPI of the in-scope systems, grouped under the System Family, to the client

• Monitor and update client on operation concern and/or compliance matters and propose resolution.

• Review reports from Operations & Support (O&S) project teams within the System Family .
• Provide support to O&S Project teams during Audit, DR/BCP, Backup & Recovery exercise.
• Propose continuous improvement initiatives with recommendations to strengthen IT governance & compliance, increase efficiency on work quality and processes.
• Prepare Management plan and submit compilation to the Client annually
IT Configuration Management
• Periodically review IT asset inventory (hardware, software, network equipment, network attached equipment and end-points) records maintained and updated by Client appointed Asset Officer.
• Maintain oversight and review the Obsolescence at System Family Level.
• Prepare and submit report to Client
• Lead investigation and resolution of Security incident
• Conduct root cause analysis and recommend improvement solution for recurrent incident to Client.
IT Security Management
• Schedule security scan for identified systems according to policies and verify all vulnerability rectifications are satisfactorily performed.
• Conduct Security Review on System Access and administration patterns weekly, and report unusual or suspicious activities, if any, to client.
• Track, mitigate and deploy patch security vulnerabilities accordingly to the stipulated timeline. Maintain oversight and submit reports on monthly basis.
• Escalate and/or seek Client’s acceptance and approval of assessed risks.
• Manage and administer any security monitoring tools including splunk, arcsight, EDR are addon advantage.
IT Security Compliance & QA Management
• Ensure compliance status of the Systems adheres to applicable standards, polices, directives and guidelines.
• Review weekly/monthly account review based on the requirements.
• Review weekly/monthly log review based on the requirements.
• Declare, review and report compliance status to head office annually.
• During audit exercise, work with stakeholders to provide responses and evidence to auditors or compliance related declarations.
• Provide a Rectification Plan on any gaps found.
• Provide rectification plan for issues arising from audit.
• Seek waiver on compliance whenever it is justifiable.
• Ensure all applicable standards, policies, directives, guidelines, deliverables and quality assurance records are filed and kept up to date for audit and review purposes.
• Work with Client on system enhancement required for policy changes and audit requirements.
The ideal profile should have / be:
• B.E/B.Tech or any qualified Degree in Information Systems, Computer Science or similar relevant field
• Certification in CISSP / CISA / CISM / CRISC / CGEIT for IT Security is a must
• At least 5 years of relevant experience in Cybersecurity / information systems security practice including governance, managing security policies and systems and assessing threats and vulnerabilities with at least 10 years of IT experience
• Well-versed and experienced in relevant IT Infrastructure domains will be an advantage
• Self-motivated, creative with excellent presentation, communication, negotiation and interpersonal skills including strong persuasive techniques

CSIS Global Security and Intelligence Centers (GSIC)
CSIS has three main GSICs located in Tampa, London, and Singapore. All CSIS GSICs are responsible for the execution of four core programs, including:
CCTV/Alarm Monitoring and Response – provide comprehensive physical security monitoring for threats to the firm’s assets, employees, and customers. GSICs monitor the access control system, intrusion detection and panic alarm systems for threats and use the systems and CCTV systems to initiate and coordinate a security response to security and safety incidents or crisis events.
Threat Monitoring – execute disruptive, targeted and executive threat monitoring plans following the CSIS Intelligence Threat Monitoring Procedures. GSICs also engage and leverage the CSIS Strategic Intelligence team to enhance situational awareness of threats to Citi facilities and people, as well as context when dealing with disruptive events or crises.
Workplace Violence Monitoring and Response – GSICs execute the CSIS verbal threats and workplace violence programs and serve as the primary intake utility for reporting of security threats and incidents by Citi employees, contractors and other stakeholders. GSICs record all incidents managed and produce ongoing and final reports on significant incidents.
Traveler Assistance – GSICs execute the CSIS Traveler assistance program. This includes implementing travel risk management procedures to restricted destinations with guidance from the relevant security manager or Security Head of Cluster. This also includes monitoring travel to high-risk destinations and provide support and to account for travelers in the event of a disruptive safety events.
GSICs also provide Incident Response support to security managers and the CSIS Crisis Management Team, as well as disseminating approved mass-call solutions to provide instant notification of threats and response guidance to employees impacted by security and safety events.
The CSIS GSIC Intelligence Intermediate Analyst role is responsible for executing threat intelligence monitoring and response, workplace violence, and traveler assistance program guidelines. As such, this role is required to maintain effective interaction models with all CSIS anchors to ensure timely incident notification and coordination.
This CSIS GSIC Intelligence Intermediate Analyst role will be based in Singapore and report directly to the CSIS GSIC Singapore Manager, as well as coordinate with counterparts in London and Tampa- via a “follow the sun” operating model.
In this role, you’re expected to:
- Execute threat intelligence monitoring and response, workplace violence, and traveler assistance day-to-day operations.
- Maintain effective interaction models with all CSIS anchors to ensure timely incident notification and coordination.
- Collaborate closely with CSIS Strategic Intelligence analysts to align intelligence collection and dissemination efforts.
- Function as a subject matter expert on physical security and broader geopolitical threats and deliver all-source intelligence analytical assessments to inform decision making. This includes proactively assessing threats that create a risk to the company, its employees, shareholders, assets and clients.
- Apply theory and methods to collect, organize, analyze, interpret, and summarize information to provide actionable intelligence and situational awareness to decision makers in line with CSIS Intelligence Governance documents (procedures, guidelines, and playbooks).
- Produce presentations and brief intelligence assessments to senior leadership and stakeholders as needed.
- Identify intelligence gaps and coordinate with relevant teams to effectively address these gaps.
- Maintain key CSIS GSIC performance indicators around productivity and risk management.
- Complete appropriate training in a timely manner and effectively implement knowledge acquired.
- Train and mentor others, including ongoing professional development.

CCTV/Alarm Monitoring and Response – provide comprehensive physical security monitoring for threats to the firm’s assets, employees, and customers. GSICs monitor the access control system, intrusion detection and panic alarm systems for threats and use the systems and CCTV systems to initiate and coordinate a security response to security and safety incidents or crisis events.
Threat Monitoring – execute disruptive, targeted and executive threat monitoring plans following the CSIS Intelligence Threat Monitoring Procedures. GSICs also engage and leverage the CSIS Strategic Intelligence team to enhance situational awareness of threats to Citi facilities and people, as well as context when dealing with disruptive events or crises.
Workplace Violence Monitoring and Response – GSICs execute the CSIS verbal threats and workplace violence programs and serve as the primary intake utility for reporting of security threats and incidents by Citi employees, contractors and other stakeholders. GSICs record all incidents managed and produce ongoing and final reports on significant incidents.
Traveler Assistance – GSICs execute the CSIS Traveler assistance program. This includes implementing travel risk management procedures to restricted destinations with guidance from the relevant security manager or Security Head of Cluster. This also includes monitoring travel to high-risk destinations and provide support and to account for travelers in the event of a disruptive safety events.
GSICs also provide Incident Response support to security managers and the CSIS Crisis Management Team, as well as disseminating approved mass-call solutions to provide instant notification of threats and response guidance to employees impacted by security and safety events.
The CSIS GSIC Intelligence Intermediate Analyst role is responsible for executing threat intelligence monitoring and response, workplace violence, and traveler assistance program guidelines. As such, this role is required to maintain effective interaction models with all CSIS anchors to ensure timely incident notification and coordination.
This CSIS GSIC Intelligence Intermediate Analyst role will be based in Singapore and report directly to the CSIS GSIC Singapore Manager, as well as coordinate with counterparts in London and Tampa- via a “follow the sun” operating model.
In this role, you’re expected to:
- Execute threat intelligence monitoring and response, workplace violence, and traveler assistance day-to-day operations.
- Maintain effective interaction models with all CSIS anchors to ensure timely incident notification and coordination.
- Collaborate closely with CSIS Strategic Intelligence analysts to align intelligence collection and dissemination efforts.
- Function as a subject matter expert on physical security and broader geopolitical threats and deliver all-source intelligence analytical assessments to inform decision making. This includes proactively assessing threats that create a risk to the company, its employees, shareholders, assets and clients.
- Apply theory and methods to collect, organize, analyze, interpret, and summarize information to provide actionable intelligence and situational awareness to decision makers in line with CSIS Intelligence Governance documents (procedures, guidelines, and playbooks).
- Produce presentations and brief intelligence assessments to senior leadership and stakeholders as needed.
- Identify intelligence gaps and coordinate with relevant teams to effectively address these gaps.
- Maintain key CSIS GSIC performance indicators around productivity and risk management.
- Complete appropriate training in a timely manner and effectively implement knowledge acquired.
- Train and mentor others, including ongoing professional development.
- Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
As a successful candidate, you’d ideally have the following skills and exposure:
Required Qualifications:
- At least two to five years, or relevant academic experience.
- Previous experience with private sector organization is preferred, including prior experience working as part of a globally and/or regionally dispersed team.
- Analytic experience related to intelligence analysis (private or government), geopolitical risk, cyber threat intelligence analysis, statistical/data analysis, or relevant experience in large and complex environments.
- Ability to conduct effective and combined qualitative and quantitative intelligence analysis to provide impactful findings and holistic understanding of threat issues.
- Knowledge of threat assessment and risk management strategies and familiarity with protective intelligence
- Ability to participate in high-stakes incident and crisis response efforts.
- Effective communication and coordination skills for cross-functional teams (IT, legal, compliance and risk management).
- Ability to provide professional briefing to executives, stakeholders, peer institutions and government agencies for threat intelligence sharing. military, law enforcement, or intelligence experience can be an asset, especially in protective security or counter-threat operations.
- Expertise in Windows and Microsoft Office products – Word, Excel, Outlook, & PowerPoint – and demonstrated creativity in use of these products to solve analytical problems.
- Excellent communication and presentation skills with the ability to communicate effectively through all levels of the organization.
- Able to work an occasional flexible schedule as intelligence needs or crisis response required.
- This position requires a consistent work schedule during business hours, Monday through Friday, as well as working on rotating weekends with other team members. Flexibility may be required depending on business needs.
Desired Qualifications:
- 24/7 command center experience a plus, such as a Joint Intelligence Operations Center (JOIC), Security & Intelligence Operations Center (SIOC) or related command centers.
- Experience in security operations, technologies and incident response.
- Crisis response experience, coordinating with cross-functional teams and stakeholders to minimize the impact of incidents.
- Executive Protections intelligence support experience
Education:
- Minimum of a Bachelor’s degree preferred, Master’s a plus

Job Scope
