We are seeking an experienced Change Manager :

  • Champion change adoption and learning enablement for a large-scale Enterprise Performance Management (EPM) transformation programme
  • Designing and executing change management strategies and training initiatives
  • Ensuring smooth adoption of new EPM processes and technology across our Singapore operations and regional offices.

The successful candidate will work closely with the Supplier's Change and Training Lead to ensure cohesive, well-coordinated change and training activities, aligned with both local business needs and regional programme objectives.

Key Responsibilities:

  • Develop and implement tailored change management plans that address organisational culture and stakeholder needs specific to Singapore and the wider Asia-Pacific region.

Success Metrics

  • Change Adoption Rate: Achieve minimum 85% adoption of new EPM processes and tools within the defined timeline.

  • User Competency: Achieve at least 80% pass rate on post-training assessments.
  • Stakeholder Engagement: Obtain positive feedback with satisfaction scores averaging 4 or higher (out of 5) on change and training programmes.
  • Resistance Management: Reduce reported resistance by 50% within 3 months post go-live.
  • Communication Effectiveness: Deliver communication milestones timely, with minimal escalations.
  • Collaboration: Demonstrate strong coordination with Supplier's Change and Training Lead to avoid overlap and ensure unified messaging.

Qualifications:

Education & Experience:

  • Bachelor's degree in Technology, Business, Organisational Development, Human Resources, or related field; postgraduate qualifications a plus.
  • Minimum 8–12 years' experience in Change Management and/or Learning & Development, ideally with exposure to regional/global transformation programmes.
  • Proven experience in managing change for Enterprise Performance Management or complex finance system implementations.

Technical & Functional Skills:

  • Strong grasp of change management frameworks such as Prosci or ADKAR.
  • Expertise in adult learning principles and instructional design.
  • Familiarity with EPM systems like CCH Tagetik, OneStream, Oracle EPM Cloud or SAP BPC.
  • Familiarity with LMS platforms and eLearning tools.
  • Solid understanding of project and programme management methodologies.

Soft Skills:

  • Work with other departments and stakeholders to facilitate certification programmes including information gathering and directing compliance issues to appropriate existing channels for attention
  • Providing timely and regular reporting of assigned tasks such as monitoring and tracking statuses of various certification progress status to Management
  • Identifying process gaps and propose improvements when necessary.
  • Ensure all procedures and processes are documented, updated and approved as required by the standards.
  • Ensure all abnormalities or non-compliances are followed up with corrective actions and reviews.
  • Manage the Internal Audit to ensure readiness prior to external audits.
  • Provide updates to the Vice President (VP) or his appointed Management Representative (MR) through Management Review Meetings
  • Act as the audit representative on behalf of the VP/MR for all external audits
  • Act as the SPOC for all consultants engaged for the certification program
  • Procurement of consultancy services and certification services according to the Singtel procurement guidelines

Management of Outsource Team

  • Define the Scope of Works to outsource team
  • Manage the outsource team and their deliverables
  • Review outsource team performance based on agreed KPI
  • Review and approve the billing for outsource team

Program / Project Management

  • Plan, manage, track and deliver assigned projects to completion
  • Provide support to other programs or projects as required

Skills for Success:

  • Bachelor’s degree or equivalent in Engineering/Business/IT
  • At least 5 years of experience in IT / Telco environment managing infrastructure / IT governance, certification program, change and risk management.
  • Minimum working experience with ISO27k or ISO22301 or ISO9K and ISO20K as consultant or auditor or lead user.
  • Good to have Certification in risk management such as ISO31000.
  • Good to have professional ISO Certification (e.g. ISO9K or 20K or 22301 or 27K etc)

Organizational context: WB APAC COO is responsible for the oversight of the operational delivery across 9 different ING Legal entities within APAC region, as such the domain leverages on the delivery of shared services via ING Hubs Manila and the operational execution of COO teams across the region as well as COO Centers of expertise located in Singapore.
We are seeking a highly motivated Business Manager with an interest in Wholesale Banking operations that can act in a cross-functional manner and coordinate initiatives within the COO domain, the role has exposure to senior executives across APAC and will suit someone with strong analytical and organizational skills but that wants to experience a broader role to support also operations and projects.
We are seeking a highly motivated individual with an interest in Wholesale Banking and its related products (Financial Markets, Lending, Transaction Services, Trade Finance Commodities) as well as the drive to improvement of operational processes supporting these business lines. The ideal candidate will have a high interest in strategy execution, data driven decision making, project management, operational optimization, efficiency gains and standardization of processes.
About the position: As a WB COO APAC Business Manager, you play a crucial role in supporting management by contributing to the COO strategy development and implementation. You will act as a key liaison between various business units, both on a local and global scale. You will be leading and managing the COO change portfolio and organizational development, and act as a strategic sparring partner to the COO. This role requires a proactive individual who can monitor progress, manage stakeholders, and provide detailed reporting. Additionally, the Business Manager will drive innovation and operational efficiency strategies within the COO. You will report directly to the APAC COO and are a core member of the COO APAC Management Team (MT).
About the department: COO is responsible for our day-to-day operations for Lending, FM, Transaction Services and premises as well as Financial Crime Prevention (FCP), Operational Design, Control & Resilience (ODCR) and Data Management (CDO). Through these departments, COO collaborates closely with various business units to ensure the efficient execution of business and to enhance system technologies, address business controls, and manage data effectively. Additionally, COO leads local Change & Transformation execution and coordination, together with Tech.
Responsibilities
Manage WB COO Projects: Drive and oversee various projects, monitoring progress, addressing challenges, and ensuring timely completion.
Stakeholder Management: Engage and manage stakeholders, fostering strong relationships and ensuring clear communication throughout the project lifecycle.
Operational Management and Efficiency: Develop and execute plans to improve operational performance management and optimize operational workflows and procedures.
Organize and Structure: Coordinate key meetings, quarterly planning, key stakeholder and project presentations.
Communicate and Engage: Lead communication and engagement efforts within and on behalf of COO APAC.
Operational support: Coordination of operational activities and support the delivery of events such as workshops, training sessions etc.
Communication & Coordination: Support internal communications, disseminating information, and managing communications.
Support the financial management and budgeting of the COO APAC organization.
Qualifications
Undergraduate degree in Business Administration, Finance, or a related field.
At least 5 years of relevant work experience.
Strong Financial Management understanding.
Strong organizational skills and attention to detail.
Strong analytical and problem-solving skills.
Proven track record of leading projects in a complex global organization.
Experience in creating presentations and insightful reports (PowerPoints, Excel).

Training:
