- SUMMARY or MAJOR FUNCTION OF THE JOB
The Strategic Sourcing Manager, an individual contributor, develops/manages the execution of strategic sourcing plans including make vs buy, buy vs buy, or buy to make inputs. This includes Supply Chain network design and the identification, selection and development of suppliers. It also includes the creation, negotiation and management of supplier Contracts/Long Term Agreements (LTA's) for the entire product life cycle for various commodities but not limited to machining, electronics, raw material or COTS item supporting all AG CAG sites.
- PRINCIPAL ACCOUNTABILITIES or KEY RESULTS OF THE JOB:
Collaborates with key stakeholders to develop and execute tactical and long term strategic sourcing plans for multiple parts and a variety of products within an assigned commodity grouping. This includes providing strategic input to the Make vs Buy business planning process, and leading Buy to Buy and Make to Buy supplier transitions. Research and identification of suppliers to achieve an effective Supply Chain network design based on quality, lead time, vendor managed inventory and total landed cost to achieve the required business objectives. Provides proposal support to the Business Sectors for current programs and new business pursuits. Supplier selection after considering inputs and consulting with a cross functional team through a Supplier Selection process. Determines when products should be sourced to a single vendor or multiple vendors to mitigate risk, and provide continuity of supply and long term competitiveness. Development of new supplier capabilities/competencies through strategic supplier partnerships to generate competitive advantage. Establishes and manages the required relationships, investment, training and resource requirements to successfully complete planned supplier development. Collaborates across the global Supply Chain organization and with other function business partners to analyse demand and supply trends, including the evaluation of lead times and total landed cost to identify and drive Supply Chain improvements. Continuously assesses strategic sourcing requirements to define strategic sourcing policies, supplier contractual requirements, business objectives, initatives, and priorities. Collaborates with the Contracts/Legal function to define, flow down and negotiate supplier contractual requirements. Senior escalation point for suppliers that are not performing in accordance with contractual terms and conditions. Assesses and colloborates with other business partners to determine and manage appropriate actions required to address contractual related supplier performance issues. Manages Supplier New Product Introduction (NPI) in collaboration with Sector Program Manager. Relationship management for supplier partners to achieve effective global long term business partnerships. Includes support for the Regional and Site Supply Chain teams with supplier relationships and contract management.
- SPECIAL CIRCUMSTANCES or UNUSUAL CHALLENGES:
This role is critical to the overall operational performance and financial health of the organization due to the scale and impact of the supply chain network design, sourcing decisions, and supplier contractual terms and conditions. Requires a high level of influence for supplier selection and supplier development across multiple functions globally. This includes but is not limited to Sector General Managers, Program Management, Design Engineering, Manufacturing Engineering, Quality Engineering and Operations. The management of a wide variety of global supplier activities requires an extensive scope of knowledge and experience that includes strategic planning, contractual requirements, product design, development, qualification, production operations and aftermarket services. The individual must be able to deal with a varity of tasks at any one time and understand the priorities. Ability to work under pressure to meet deadlines. Knowledge and experience of a variety of mandatory requirements, including REACH, AEO, Technical Assistance Agreements, Manufacturing License Agreements and Import/Export regulation requirements
- QUALIFICATIONS THAT ARE DESIRABLE AT JOB ENTRY or NEEDED FOR BEGINNING EFFECTIVENESS IN THE JOB
Bachelor degree in a relevant subject. A relevant advanced (graduate level) degree and/or Supply Chain Professional Certification is desirable. >5 years relevant global Supply Chain knowledge and leadership experience. Demonstrated knowledge and experience of compiling and negotiating contractual terms and conditions for long term supplier agreements. Proven collaborative leadership capability within a multicultural geographically dispersed environment. Negotiate pricing, contracts, and supplier agreements with key OSAT partners.
Serve as a core member and host of the Global Commodity Management Team.
Monitor supplier performance and drive timely escalation when needed.
Contribute to the corporate Sales & Operations Planning (S&OP) process, including preparation of relevant materials.
Collaborate with the Advanced Sourcing Team (US) to develop and implement sourcing strategies.
Provide supplier loading direction to the Planning team.
Develop and maintain supplier interruption and contingency plans.
Act as the key project manager for Approved Supplier List (ASL) initiatives.
Organize and lead periodic supplier business reviews.
Serve as a subject matter expert in Assembly/Test supply trends, shortages, and cost drivers.
Foster long-term, win-win relationships with strategic suppliers.
Continuously monitor supplier capacity and proactively reserve capacity when necessary.
Track supply availability and identify potential sources of disruption.
Maintain supplier scorecards, technology and quality roadmaps, and risk management plans.
Lead regular business reviews, host technology discussions, and provide program status updates.
Requirements
Bachelor’s Degree in Engineering or related field with at least 5 years of sourcing or procurement experience in OSAT management within a medium/high-volume manufacturing environment, preferably in the semiconductor or electronics industry
Proficient in SAP, Excel, and familiar with AI tools and Python for data analysis and automation
Strong understanding of Wafer Level Packaging (WLP), Assembly/Test processes, and supply chain best practices
Demonstrated strengths in cost analysis, qualitative and quantitative analytics, and strategic supplier management
Proven leadership skills with the ability to work independently and adapt to dynamic environments
Decisive, results-oriented, and capable of managing multiple priorities and shifting goals
Willingness to travel up to 10% as required
Proficient in both English & Chinese to collaborate with OSATs & suppliers who are from Taiwan / China
