What the role is:
As an Engineer/Executive Engineer (Mechanical) at Changi Water Reclamation Plant, you'll play a vital role in treating used water to produce high‐quality NEWater and ensure safe discharge to the sea. Working alongside a team of engineers and contractors, you'll implement various maintenance strategies to keep critical water treatment equipment running safely and efficiently. Your responsibilities include developing maintenance plans and budgets, managing spare parts inventory, and overseeing contractor performance to ensure projects are delivered on time and within budget. Beyond routine maintenance, you'll contribute to continuous improvement initiatives focused on safety, efficiency, and equipment reliability. The role involves hands‐on experience with enterprise systems like the Asset Management System (AMS) for procurement, contract management, and asset tracking. As part of the Traineeship initiative, this position offers comprehensive exposure to infrastructure management, from predictive maintenance systems to contract administration. You'll develop technical problem‐solving skills, learn to work with various stakeholders, and contribute to innovative solutions that make Singapore's water systems more effective and sustainable.
What you will be working on:
Work with a team of engineers and contractors to implement predictive, preventive, and corrective maintenance works safely
Assist supervisor to devise maintenance plan and budget, procure essential spares, monitor spares inventory and utilisation of expenditures
Participate in safety/work/energy improvement projects and initiatives including review work process/procedures to improve equipment reliability, performance, and efficiency
Perform procurement, contract management, inventory, and asset management functions with enterprise systems such as the Asset management system (AMS) for maintenance and servicing of equipment
Manage and implement contracts to ensure works performed by contractors are executed according to objectives and within budget
What we are looking for:
Degree in Engineering (Mechanical)
Able to work independently and a good team player
Able to respond to urgent situations outside normal working hours
Comfortable with working in used water environment and physically able to perform site works
Familiarity with predictive maintenance technologies such as vibration monitoring and its basic application for equipment maintenance. Work Location: Changi Water Reclamation Plant

Assist in tender and contract review to arrive at the tender sum, including compilation of subcontractor quotations for management review and approval.
Provide strategic advice to project teams on contractual matters, including the identification, notification, and preparation of variations, extension of time, and loss & expense claims.
Participate in the development and preparation of solicitation documents, contractual correspondence, and other related documentation.
Review all project-related correspondence and propose appropriate strategies and responses, highlighting potential commercial or contractual implications.
Administer contracts throughout the project lifecycle, including preparation and submission of progress claims, variations, and final accounts.
Review and verify subcontractor and supplier claims, prepare payment certificates, and secure necessary approvals.
Liaise with clients, consultants, and subcontractors to resolve contractual and commercial matters.
Ensure signed contracts are properly communicated to and understood by project staff, providing contract interpretation and advice when required.
Maintain proper documentation, records, and control of all contract correspondence in accordance with company procedures.
Assist in ISO audit and implementation, and maintain the quality management system within the Contracts Department.
Keep senior management informed of all contractual and site matters, ensuring timely updates on project and financial status.
Undertake any other duties assigned by the management as deemed necessary.
Requirements:
Diploma or Bachelor's Degree in Quantity Surveying, Civil Engineering, or a related discipline.
Minimum of 5 years of relevant working experience.
Experience in construction, preferably in LTA or PUB projects.
