The Singapore Institute of International Affairs (SIIA) is a non-profit and independent organization dedicated to the research, analysis, and discussion of regional and international issues. Role Description
This is a full-time role for a Policy Analyst at the Singapore Institute of International Affairs. Title and remuneration will be commensurate with qualifications and experience. Applicants with a strong background may be considered for the role of Senior Policy Analyst.
Responsibilities
Conduct research to build up in-house knowledge and analysis on key ASEAN countries such as Indonesia, Malaysia, Thailand and Vietnam, with updates to be provided to senior management and SIIA’s membership base. These will also be fed into programme proposals, reports, commentaries and other documents which will provide analyses, evaluations and recommendations—whether to policy makers and experts on public issues, or as private advisory work for corporations.
Support the conceptualisation, planning, and execution of SIIA’s flagship events: the ASEAN and Asia Forum and the Singapore Dialogue on Sustainable World Resources. This includes developing event themes, curating panels, securing speakers, and supporting logistics.
Coordinate across policy research pillars to build synergies within the Institute. E.g. how political and economic issues cross over with digital or sustainability issues.
Support outreach to stakeholders, both local and international, to build strong partnerships and sponsorship engagement for the ASEAN and Sustainability programmes.
Contribute to the planning and execution of other projects and events under the ASEAN and Sustainability programmes, such as roundtables, overseas engagement trips, dialogues.
Support the SIIA in taking on private advisory work for corporations, which will take the form of research, analysis and presentations.
Job Requirements
Bachelor's degree in International Relations, Political Science, or related field preferred;
A strong interest in and understanding of regional (ASEAN), international affairs and sustainability issues;
1–3 years of relevant experience preferred;
Highly organized, with attention to detail and the ability to manage multiple priorities;
Strong analytical and writing skills, with the ability to communicate complex ideas clearly;
Excellent interpersonal and stakeholder engagement skills;
Ability to work both independently and collaboratively in a fast-paced environment;
Ability to speak Bahasa Indonesia is a strong advantage.

What you will be working on

This role is part of a team that oversees policies related to bus, fares and ticketing, inclusive transport and point-to-point transport (P2P), i.e. BFIP. Specifically, this role will primarily focus on developing and implementing policies for Singapore's public bus industry. The role will expose you to a diverse range of topics. The key issues that the public bus sector faces today are on: (i) service provision and financial sustainability, (ii) environmental sustainability and (iii) manpower.
(i) Service provision and financial sustainability
You will work closely with LTA to administer the Bus Contracting Model and ensure the smooth running of public bus services which complement our rail network. This includes the tendering of bus packages and provision of bus-related infrastructure. You will also work with LTA, the central bus planner, in setting the principles for the planning of bus routes to improve connectivity for Singaporeans. This will range from developing strategies to address longer term land use trends, such as serving housing estates that are further away from public transport nodes, to evaluating community requests for bus service amendments to meet immediate needs of residents.
Bus financials are also important given the significant Government subsidies needed to sustain the current bus service standards. There is a need to ensure that the public bus industry moves on a financially sustainable path and this involves difficult trade-offs between optimising resources, while meeting needs on the ground. This would involve continually reviewing our tendering approach and the Bus Contracting Model.
(ii) Environmental sustainability
Beyond growing the public transport mode share, which includes journeys made on public buses, we have also embarked on efforts to progressively convert the entire public bus fleet to cleaner energy models. Together, these efforts will help reduce the carbon footprint of public transport. Public bus electrification is an important aspect to achieve this and we announced plans to ensure 50% of the bus fleet will be electric buses by 2030. We are now building up the infrastructure to support a bus fleet that is primarily electric, and the operational changes needed for bus packages which have a significant number of electric buses.
(iii) Manpower
You will work on strategies to support public bus workers and help the industry navigate through a very tight manpower environment. This includes efforts to improve the attractiveness of jobs in the public bus sector, while ensuring the bus operators have access to foreign manpower to meet bus service needs. You will also work on initiatives to improve working conditions and workers' welfare as well as to adopt assistive technologies, to help improve the working environment for bus captains, which in turn enables them to provide safe and reliable journeys.
You will have a chance to shape decisions that will have a major impact on the provision of our public bus services, both in the immediate and longer term. Work on these issues will give you exposure in areas such as policy and commercial analysis, bus operations, land use, manpower planning and public comms. You will also have the opportunity to work with various Government agencies such as LTA, MOF, MND, URA, MOM and the tripartite partners, i.e. the bus operators and Unions.

Candidates should have:

• Background in related domains such as public policy, Business, Law, Information/Computer Science, Data Analytics/Statistics, Engineering, or any related field

• Relevant experience in one or more of the following:
o Policy and strategy
o Data Governance and policy
o Workforce development
o Capability building
o Regulatory compliance
o Data management
o Data privacy regulations
The ideal candidate possesses the following skills:

• Experience in policy, with a sound grasp of technical concepts to bridge policy and implementation

• Strong systems perspective and able to see the big picture

• Good perspective taking skills, able to analyse issues from different agencies' standpoints

• Strong communication and interpersonal skills that can create a consensus on action from a wide spectrum of external and internal stakeholders

• Work with cross-functional teams, including IT, legal and business stakeholders

• Resourceful and proactive, particularly in proposing alternate solutions to achieve desired outcomes

• Analytical and creative

• Excellent written communication skills

About Ministry of Digital Development and Information

The Ministry of Digital Development and Information (MDDI) drives Singapore's digital development in four key domains — the economy, government, security, and society. MDDI oversees the development of the infocomm technology, cybersecurity, and media sectors; the Government's digitalisation initiatives; and the national library, national archives, and public libraries. The Ministry is also responsible for effective public communications, and the Government's information and public communication policies.
