Working as part of the Public Policy team and under the direction of the Head of Public Policy, this role contributes to the team’s mission by researching domestic and international regulatory frameworks, developing actionable reform proposals, and identifying barriers to implementation. JOB RESPONSIBILITIES:
Conduct Comparative Policy Research & Analysis
Conduct high-quality research comparing Cambodia’s regulatory frameworks—particularly in financial services—to those of regional peers and relevant international models.
Deliverables could include structured benchmarking reports, sector diagnostics, and comparative insight memos.
Draft Recommendations for Policy Reform
Translate research findings into specific, evidence-based reform proposals tailored to Cambodia’s legal, institutional, and market context.
Recommendations should include rationale, regional relevance, and projected impact on investment climate improvement.
Identify Barriers, Bottlenecks and Encumbrances:
Systematically identify the legal, institutional, political, and operational obstacles that may impede the adoption or implementation of proposed reforms.
Deliverables may include risk maps, stakeholder resistance assessments, and internal advisory notes on mitigation strategies
Enable Reform & Build Momentum
Identify quick wins, low-hanging policy improvements, and opportunities for coalition-building to advance reform objectives. This includes mapping allies, sequencing proposals for early success, and creating conditions for broader institutional buy-in.

TNC Asia Pacific is building a pipeline of high-integrity Nature Based Solutions and carbon projects to be supported by a new Singapore-based project development team. We are investing in feasibility assessments and transaction readiness to originate and accelerate high-quality nature-based carbon projects in Asia Pacific and beyond, including a particular focus on Article 6-aligned nature-based projects in countries with Singapore implementation agreements. Where possible, we will develop tools and frameworks to support host countries to scale their use of the Article 6 mechanism.
The Policy & Partnerships Advisor works with an interdisciplinary team to serve as a subject matter expert and advisor on complex and strategic issues. They liaise with TNC's global strategy teams, Country program teams, Science and Field Conservation staff and External Affairs departments, as well as international Governments, NGOs and companies to further conservation goals, policies and strategy.
RESPONSIBILITIES & SCOPE
Applies a diversified knowledge of practices to support Conservancy strategies.
Supports program objectives by working in a complex matrix organization environment and works collaboratively within a cross-functional interdisciplinary team. This role will report directly into the Managing Director, Singapore, and in matrix to the Director of Policy & Public Sector Partnership, Asia Pacific Office.
Develops relationships and works effectively with corporate, government, community, and non-governmental organization partners to advance Article 6 agreements, as well as broader nature-positive policy and regulatory priorities.
Acts independently within broad program and regional goals.
Develops and implements multi-year fundraising strategies and goals.
Participates in negotiates for complex, high profile or sensitive agreements and policy positions.
Supports capacity building for in country teams, host country governments and corporate sector regarding Article 6 implementation tools and frameworks, and other priority areas.
Provide detailed policy inputs into project feasibility assessments and advise on project risks and recommendations.
Ensures local compliance with External Affairs policies and procedures as necessary.
Leads public sector fundraising activities, and supports philanthropic and corporate fundraising activities, for TNC prioritized activities.

Role summary
The
Public Policy (APAC) Senior Manager
will join the GS1 Global Public Policy team and collaborate daily with GS1 offices and colleagues in Asia-Pacific. The position will have accountability for the execution of public policy activities that advance the GS1 Global public policy strategy and GS1 Asia-Pacific regional priorities. Responsibilities include engaging with regulators, intergovernmental organisations, industry associations, and other stakeholders, while also working closely with GS1 offices in approximately 20 markets.
The position requires extensive experience in the regulatory and public policy environment within Asia-Pacific and aims to promote understanding of global standards and regulatory harmonisation among key stakeholders. It offers the opportunity to work with a leading international organisation focused on enhancing safety and efficiency in global commerce by partnering with businesses and governments.
Responsibilities
- Expand regional public policy engagement through strategic engagements with stakeholders
- Regulatory Monitoring – identify and track legislative and regulatory developments at national and regional level in Asia-Pacific that influence the implementation of GS1 global public policy priorities and recommend a course of action
- Monitor and evaluate collaboration and project opportunities with government, intergovernmental organisations and industry groups/trade associations
- Proactively assess draft legislation and provide advice to Global public policy team on further action
- Assist in the coordination of policy positions with GS1 member organisations in Asia-Pacific to execute the Global Public Policy directions

Education/experience
- Bachelor's level degree (required) in relevant field, such as public affairs, political science, international relations or business with more than 6 to 8 years of work experience
- Sector-specific experience in food, retail, e-commerce, supply chain logistics, sustainability or working in government and a thorough understanding of how trade associations and chambers of commerce function.
- Experience from APEC, ASEAN or regional/global intergovernmental organisations or government agencies and functioning in key Asian Pacific markets (e.g., experience from Australia, Japan, India, China, Indonesia) is highly appreciated.
Skills
- Must be fluent in English, oral and written; knowledge of major Asian language is beneficial.
- Excellent written and verbal communication skills – confident presenter and public speaker.
- Proven organisational, analytical, verbal, and written communication skills, capable of managing multiple projects simultaneously.

Key job responsibilities
This role will support advocacy and outreach to policymakers for Project Kuiper, Amazon's initiative to launch a constellation of Low Earth Orbit (LEO) satellites that will provide low-latency, high-speed broadband connectivity to unserved and underserved communities around the world.
The Manager will work closely with cross-functional Kuiper teams including Regulatory, Business, and Legal teams. They will manage senior policymaker engagement to support Kuiper's country entry and business needs across Southeast Asia, including defining strategy, executing advocacy campaigns, and representing the company with policymakers, consultants, and trade associations. The Manager will also be able to immediately and directly enhance Amazon's advocacy on a broad range of telecoms and space-related policy issues.
