About the JobWe are seeking a Mechanical Maintenance Engineer to plan and execute critical static mechanical maintenance activities, including PCRs, PIT/PIMS, catalyst changes, and RIK. This role provides frontline engineering support to ensure safe, reliable, and efficient plant operations, while assisting the Maintenance Team Lead to maximize plant availability and resource utilization.
Key Responsibilities- Plan and deliver assigned maintenance activities in a cost-effective, safe, and efficient manner through contractors.
- Lead contractors in field activities, ensuring compliance with company, industrial, and authority HSSE standards.
- Organize Job Hazard Analysis (JHA) meetings to identify and mitigate risks for assigned activities.
- Collaborate with stakeholders on reviews, schedule optimization, resource leveling, and timely work plan updates.
- Identify opportunities for waste elimination and maintenance optimization; work with stakeholders to close gaps.
- Interface with Pipeline Integrity and other multi-discipline teams for end-to-end maintenance execution.
- Develop rectification solutions to maintain piping integrity and ensure timely execution.
- Manage contractors, monitor productivity, ensure competency, and uphold QA/QC standards.
- Coordinate with vendors, specialist contractors, and third parties as required.
- Prepare weekly work and field progress reports; provide recovery plans where needed.
- Perform standby engineer duties and act as Authorized Applicant/Engineer under PTW requirements.
- Support mechanical completion reviews for handover to Projects.
- Carry out other related duties as assigned.
- Degree or Diploma in Mechanical Engineering (or equivalent).
- Minimum 5 years' relevant experience in mechanical/piping construction within the oil & gas, chemical, or petrochemical industry.
- Knowledge of painting, insulation, scaffolding, and brownfield maintenance/construction.
- Experience in plant turnaround planning, preparation, and execution.
- Skilled in HSSE management, mechanical piping design, and field execution methods.
- Preferred Certifications:
WSQ Supervise Safe Lifting Operations (SSLO) or equivalent lifting supervisor certification
WSQ Perform Work in Confined Space Operation (PWCSO) or WSQ Supervise Work in Confined Space Operation (SWCSO)
- Prior experience as lifting supervisor under regulated operations
- Work location: Jurong Island

Responsible for planning and executing critical static mechanical maintenance activities (PCRs, PIT/PIMS, catalyst changes, RIK). Provides frontline engineering support to ensure safe, reliable, and efficient plant operations, while assisting the Maintenance Team Lead to maximize plant availability and resource utilization.

- Deliver all assigned activities in a cost-effective, safe and efficient manner through contractors.
- Lead contractors in field activities with high safety standards; ensure all field activities comply with authorities, industrial and company HSE standards and requirements.
- Organize and chair JHA meeting to ensure hazard are identified and mitigated for all assigned activities.
- Collaborate with stakeholders, coordinates reviews and schedule optimizations, resource leveling etc. and prompt updates to the work Plan.

- Ensure all site executions are performed in accordance with all maintenance work procedures / OEM manuals / Vopak standards to ensure site quality, asset integrity and operability.
- Report any problems or issues with site facilities.
- Process Permit-to-Work, Job safety Analysis (JSA), Lock-out, Tag-out (LOTO) or execute the Defeat of Safety Critical Equipment (DOSCE) during associate maintenance activities
- Participate and contribute in maintenance documentation review such as Safe Work Procedures (SWP), Job safety Analysis (JSA) and What-If Analysis.
- Maintain work progress status and report to Supervisors on daily or adhoc basis
- Perform Work Executor in the Computerized Maintenance Management System (CMMS) workflow to receive, update and close up assigned Work Orders and checklist.
- Supervise contractors in work order execution.
- Assist Maintenance Engineer with Capex project execution.
- Participate in routine safety drills, work order, troubleshooting and failure analysis.
- Maintain inventory and housekeeping evolve according to business needs, so as to transform into a future-ready organization.
- Experience in mechanical rotating equipment, pumps, valves, mechanical seal, exchangers, boilers, air compressors and piping.
- Familiar with and experience in Maintenance and inspection work
- Familiar with terminal equipment and assets.
- Familiar with terminal fire-fighting and emergency procedures.
- Knowledge of safety, health and environment regulatory and practices
