Relevant certifications such as CISSP, CISM or SANS are highly regarded. Candidates must demonstrate strong written and verbal communication skills, sound judgement and decision-making, and the ability to thrive in a dynamic, high-pressure environment.

About the Department & Team:

The Regional CISO sits within the broader Technology Risk Governance and Cybersecurity Team. The team serves as the guardians of Liberty Mutual’s organization and customer data. As a team dedicated to enable the business, this role and the team supports the delivery of digital transformation and resulting capabilities whilst aligning with corporate security policies and standards. The team champions the design and delivery of a modern tech risk and control testing framework that mitigates & monitors potential risks.


Key Responsibilities:
  • By bringing together the security team across the region, develop and execute a set of regional security goals and roadmap that aligns to global policies and standards to effectively secure and enable the regional business to achieve its strategic objectives, build digital trust with our customer, partner and employee and attain competitive advantage.
  • Work with regional Risk and Compliance teams to ensure compliance with regulatory requirements across the region. Identify synergies across the region and the globe as part of the exercise.
  • Work with regional and country leadership teams to prioritize and execute remediation effort based on severity and impact of gaps identified. Establish a security maturity model that is tracked and adaptable to necessary changes.
  • Engage and collaborate with a wide group of stakeholders, including but not limited to Global Risk Solutions (GRS) BISO team, Global Cyber Security (GCS) teams, Liberty International Insurance (LII) teams, LII APAC Regional Tech Leadership including Tech Risk, Country tech Leadership, as well as department/functional leaders, Risks, Compliance, Legal and Privacy teams across the globe.
  • As key conduit for Global-region-country communications, empower country-level security leadership and encourage open communication with the goal of operating as “one team”. Drive learnings and standardization where practical and relevant.
  • Work with Global/regional/country teams to define clear RACI on key security initiatives, processes, risks and controls.
  • Lead or play a key role in major incidents, disaster recovery and business continuity events to minimize business and customer impact. Ensure lessons learnt are always conducted and applied to foster continuous improvement.
  • Drive a strong security culture across the region through different communication channels and on-going training/awareness program with a view to safeguard virtual and physical information assets.
  • Influence internal and external constituents, and relays best practice recommendations based on the evolving threat landscape to protect intellectual property and ensure compliance.
  • Define regional or monitor globally defined key performance indicators (KPIs) and metrics that align with business initiatives and deliver them to non-technical individuals in an effective, understandable manner.
  • Identify and develop business case on opportunities for security technology advancement to establish highly effective solutions designed to prevent and detect advanced threats to the company networks and systems.
  • Report regularly to senior management and/or boards, keeping them abreast of the threat landscape and the tactical controls and strategic plans to achieve success.

Skills and Experience:
  • Bachelor's degree in Computer Science, Information Assurance, MIS or related field, or equivalent. MBA or Master’s degree in Information Assurance / Technology is preferred.
  • Preferably 10-15+ years’ management experience, with 5-8+ years’ technical hands-on security, audit and risk management practitioner experience.
  • At least 5 years’ experience working with business leaders holding fiscal responsibilities.
  • CISSP (highly recommended); CISM (preferred) and/or SANS certification a plus.

**Your role and responsibilities**
· The IBM CISO Security Operational Services team is seeking network engineers that enjoy solving problems and working on cloud-based environments. Qualified candidates will have strong network troubleshooting skills, drive to ensure robust network performance, and support secure communications with a high number of connected customers.
· The role requires excellent collaboration with team members and other IT organizations to successfully support the suite of tools offered by the team.
· Understand requirements and build connectivity following the security architecture.
· Diagnose and troubleshoot network issues.
· Effectively communicate with customers and partners via phone, chat and case tickets regarding technical issues.
· Perform day-to-day operations and management of Firewall, VPN, and Load Balancer devices and supporting infrastructure services (e.g. Linux OS, Active Directory DNS, Cloud Services, add-on network services).
· Suggest and propose architectural changes to improve efficiency.
· Use acquired knowledge to suggest, edit, and write in-depth Knowledge Base articles.
· Network Engineering and Operations skills with experience in leading Network and Security platforms.
· Lead efforts to design and implement core network & security technologies in Cloud Datacenter and VPC environments.
· Subject Matter Expert in designing and implementation of network segmentation in complex environments with multi-tier applications.
· Manage and troubleshoot Network Routing, Switching, Security Firewall, load balancing and Proxy technologies.
**Required technical and professional expertise**
· 2+ years' experience working in the cloud computing industry with focus around networking, firewalls, network automation.
· 2+ years' experience troubleshooting complex issues using problem determination best practices.
· Bachelor's degree in Networking, Computer Science, Information Technology, Electrical/Computer Engineering or a similar field.
· Experience in AWS, IBM Cloud, or other cloud providers.
· Network protocols/technologies: Internet Protocol Security (IPSec VPN), Server Load Balancing, IPv4/6, Border Gateway Protocol (BGP), OpenVPN.
· Cisco, Juniper, Fortigate, or other firewall/router knowledge.
· Citrix ADC, F5 Big-IP, or other Load Balancer knowledge
· Troubleshooting with Wireshark/tcpdump.
· System Administration: Linux, Shell/Python/Perl scripting, Active Directory/LDAP, DNS.
**Preferred technical and professional experience**
* Proven oral and written communications, interpersonal and human relations skills.
* Experience in vRouter/VyOS is plus.
* Understanding of Cloud-based software development and deployment automation using technologies such as Openshift, Kubernetes, Istio, Calico, Terraform, Ansible.

CISO / IT Security Lead

The IT Security Lead will be responsible for leading the development, execution, and management of the enterprise-wide information security strategy, architecture, and program at Insurance Sector. Reporting directly to the CITO, the IT Security lead will work across departments to protect the organization’s information assets, mitigate cyber risks, and ensure alignment between business and security objectives.

This executive role combines strategic planning, policy formulation, risk management, and hands-on oversight of cybersecurity operations and IT infrastructure resilience.

Key Responsibilities:

Strategic Leadership & Governance

• Define and implement the enterprise-wide Information Security Strategy in alignment with business goals and regulatory requirements.

• Serve as the primary advisor to the CITO and executive leadership on all cybersecurity and risk matters.

• Lead the development, approval, implementation, and adherence of information security policies, procedures, and standards.

• Ensure business units understand and adhere to the organization's security objectives and practices.

Risk Management & Compliance

• Lead comprehensive Information Security Risk Assessments across internal and external domains, including third-party/vendor risks.

• Design and oversee a formal Information Security Risk Management Plan, regularly reporting risk metrics and mitigation effectiveness.

• Ensure continuous compliance with relevant regulatory, industry, and internal standards (e.g., MAS TRM Guidelines, ISO 27001).

• Conduct periodic audits and reviews of cybersecurity controls and frameworks.

Operational Excellence & Metrics

• Manage the IT Infrastructure and Information Security Budget efficiently, ensuring Cost Variance (CV) is minimized.

• Establish performance metrics such as:

Cost Efficiency of IT Security investments

System Uptime vs. Downtime (Availability)

Incident Volume, Resolution Time, Aging Reports

Vendor SLA Performance and operational KPIs

• Develop business cases and ROI justifications for information security initiatives and technologies.

Cybersecurity Initiatives & Incident Response

• Oversee the implementation and continuous improvement of Cybersecurity Programs, ensuring proactive threat detection, response, and mitigation.

• Monitor and report on security posture through metrics such as:

Number of breaches avoided

Time to detect and respond to incidents

Compliance level with cybersecurity standards

• Lead security incident response efforts, coordinating cross-functional support and communication.

Technology & Innovation

• Evaluate emerging cybersecurity technologies, practices, and innovations aligned with company’s strategic IT direction.

• Ensure security assurance for all strategic IT initiatives by identifying suitable controls and countermeasures.

• Drive continuous improvement and maximize business value from IT Security investments through innovation and scalability.

Qualifications:

Education & Certification:

• Bachelor’s or Master’s degree in Computer Science, Information Security, Information Technology, or a related field.

• Professional certifications such as CISSP, CISM, CISA, CRISC, CCSP, or equivalent are highly preferred.

Experience:

• Minimum 8-10 years of experience in Information Security leadership, with at least 5 years in a IT Security Management or CISO or equivalent role.

• Proven track record of managing cybersecurity programs, risk frameworks, and compliance in financial services or regulated industries.

Skills & Competencies:

• Strong understanding of regulatory frameworks, enterprise risk management, and cybersecurity standards.

• Executive presence and ability to communicate complex technical issues to non-technical stakeholders.

• Strong leadership, influence, and team-building skills across multidisciplinary teams.

• Demonstrated experience in budget planning, project management, and strategic execution.
