Application / Team Overview:

Citibank Commercial Cards offers card-based payment solutions to large corporations and federal and state governments for the procurement of goods and services as well as travel, entertainment, and fleet related expenses. Commercial Cards' strategic objective is to compete and differentiate based on global capability and customized solutions for high value customers.

Role Description:

  • We are seeking for a Senior Application Development Manager for Commercial Card's Enhanced Credit Management System (ECMS). The successful candidate will interact with development, testing, and production support teams, as well as other departments within Citigroup (such as the System Administrators, Database Administrators, Data Centre Operations, and Change Control groups) for Services Commercial Cards Vision Plus platform.
  • He/she requires exceptional communication skills across both technology and the business and will have a high degree of visibility. The candidate will be a rigorous technical lead with a strong understanding of how to build scalable, enterprise level global applications. This candidate would be responsible for the development, and maintenance of Commercial Cards ECMS applications which is a key component of Vision Plus platform.
  • The ideal candidate will be a dependable and resourceful software professional who can comfortably work in a large development team in a globally distributed, dynamic work environment that fosters diversity, teamwork and collaboration. The ability to work in high pressure environment is essential.

Qualifications:

  • B.S. Degree in Computer Science, Computer Engineering or related technical field, or equivalent practical experience.
  • 10+ years of experience working on application development management/technical lead, production support, project management and architecture specifically in Cards domain. Good technical depth of Commercial Cards product and processes.
  • Hands-on experience in Vision Plus development and implementation will be an added advantage.
  • Project management, interpersonal, and communication skills, with high attention to minute details.

Technical / Functional Proficiency:

  • Vision PLUS application support and/or development experience with knowledge of COBOL, CICS and IBM Mainframes platform.
  • Experience in working with Vision PLUS ECMS system is preferred.
  • Strong technical mainframe skills related to COBOL, JCL, CICS, MVS, DB2, z/OS Connect. Hands on experience in handling ECMS changes including planning, code retrofits, unit testing, parallel runs, UAT and production implementation across APAC, EMEA and LATAM countries.
  • Knowledge of at least one or more of Vision PLUS systems like Authorization, Issuing, Settlement, Association Compliance, Embossing and IVR is preferred.
  • Advanced knowledge and experience of Agile Software Delivery Life Cycle.
  • Build and deliver technical development projects along with the team as per release schedule.
  • Provide progress and overall project status, including risk management plans, issue resolution approach, and overall actions and decisions needed by the stakeholders.
  • Manage and monitor the clocking of time by different teams working on the project throughout the life cycle of the project.
  • Review and approve change requests raised in ServiceNow, and ensure necessary due diligence has been performed. This includes ad hoc patches/fixes raised by production support team.
  • Raise technology requests such as functional id access, file transfer via NDM node, key requests, etc. in a timely manner to ensure no delay to project delivery.
  • Understand Citi's processes and raise necessary forms for cross border data clearance, risk acceptance, management of information security issues and corrective action plans, etc.
  • Address queries/requests from regulators, auditors, or any of Citi's internal governance body.

Leadership Skills:

  • A good understanding of the credit card industry and functions of Commercial Cards and different types of credit management and corporate reporting platforms across APAC, EMEA and LATAM.
  • Requires strong Stakeholder Management experience to drive discussions between Business, Solutions, Operations and Application development teams.
  • Ability to build a comprehensive understanding of project stakeholders, subject matter experts, and priorities.
  • Ability to lead a team and to plan and manage development and delivery capacity.
  • Flexible to work across different time zones supporting stakeholders across LATAM, EMEA and ASPAC regions.
  • Strong customer service focus with the ability to communicate with highly technical management teams.
  • Possess excellent verbal and written communication skills, both technical and functional.
  • Demonstrate excellent leadership, interpersonal, and team building skills.
  • Managing time and changing priorities in a dynamic environment.
  • Ability to provide quick turnaround to software issues and management requests.
  • Ability to assimilate key issues and concepts and come up to speed quickly.

Scope of Activities include but not limited to:

  • Conduct thorough analysis of current business operations and the existing system landscape, identifying gaps between the "as-is" and "to-be" of business processes and systems.
  • Design and develop the necessary tools (e.g. Excel, Access, VB.NET and/or other suitable migration tools) to fill identified gaps and support the transition to the future operating system.
  • Develop migration tools to facilitate the smooth transfer of data from legacy systems to new platforms, primarily working with .CSV files, Oracle databases, Access database, and other relevant data formats.
  • Utilize MS Access, Excel, VB.NET, and other tools to create automation for data extraction, transformation, and loading (ETL) processes.
  • Troubleshoot and resolve issues related to data migration, ensuring data integrity and consistency across all migration phases.
  • Review, enhance, and develop new End-User Computing (EUC) and/or RPA tools to streamline business processes, improve operational efficiency, and ensure compatibility with new system functionalities.
  • Work closely with business users, functional teams, and IT departments to define requirements for tool development and ensure tools meet operational needs.
  • Develop and manage reports to track the progress of tool development, migration efforts, and operational improvements.
  • Report issues related to tool performance, development status, and any operational challenges to the relevant stakeholders and teams.
  • Maintain detailed documentation of tool functionalities, migration processes, and any changes to systems or processes.

Experience, Knowledge & Skills Requirements

  • Degree or equivalent in Information Technology, Computer Science, or Business Information Systems.
  • Minimum 5 years of experience in tool development, systems migration, or business process automation in a banking or financial services environment.
  • Proficient in developing and maintaining migration tools using Excel, Access, and VB.NET.
  • Hands-on experience with Oracle databases, Access databases, and working with .CSV files for data extraction, transformation, and loading (ETL).
  • Experience with EUC (End-User Computing), RPA (Robotic Process Automation), and related tools in a banking context is a plus.
  • Strong understanding of banking operations, business processes, and system integration needs.

  • Strong troubleshooting and problem-solving skills, particularly in relation to data migration and system integration.

The Applications Development Group Manager is a senior management level position responsible for accomplishing results through the management of a team or department in an effort to establish and implement new or revised application systems and programs in coordination with the Technology Team. The overall objective of this role is to drive applications systems analysis and programming activities.
**Responsibilities:**
+ Manage multiple teams of professionals to accomplish established goals and conduct personnel duties for team (e.g. performance evaluations, hiring and disciplinary actions)
+ Provide strategic influence and exercise control over resources, budget management and planning while monitoring end results
+ Utilize in-depth knowledge of concepts and procedures within own area and basic knowledge of other areas to resolve issues
+ Ensure essential procedures are followed and contribute to defining standards
+ Integrate in-depth knowledge of applications development with overall technology function to achieve established goals
+ Provide evaluative judgement based on analysis of facts in complicated, unique, and dynamic situations including drawing from internal and external sources
+ Influence and negotiate with senior leaders across functions, as well as communicate with external parties as necessary
+ Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards.
