To oversee and manage the hospital's facilities, equipment and building systems effectively and efficiently, and to ensure a safe and conducive Environment of Care (EOC) for patients, visitors and staff is provided for at all times.
MAJOR DUTIES AND RESPONSIBILITIES
(A) SPECIFIC
- To assist the Director, (HP&I) and FM Manager to provide excellent service standards for Facilities Management and Safety that meet Joint Commission International (JCl), International Organisation for Standardisation (ISO), Ministry of Health (MOH) and all regulatory standards.
- To support the Director, (HP&I) and FM Manager and lead Maintenance Services (MS) and specialist contractors on the day-to-day operations and maintenance works.
- To support the Director, (HP&I) and FM Manager and work together with other FM staff and user departments in meeting their facility upgrading and renovation needs.
- To prepare technical specifications, call and evaluate request for quotation I request for proposal (RFQ/RFP) and completed the works for FM managed Capital and Operating budget related works.
- To train Facilities Management and Facilities Maintenance staff to have better technical skills and communication standards to deliver better service standards.
- To assist the Director, (HP&I) and FM Manager in co-ordinating with other hospital staff in planning and executing projects such as QC and green productivity projects (e.g. Clean and Green week and Earth Day) effectively.
- To guide and counsel junior staff in both FM and Maintenance service partner department to be pro-active, efficient and lean in executing work and carrying out projects, such as supervising contractors correctly.
- To work closely with vendors, contractors and suppliers to deliver better products and quality of finishing in a timely manner.
- To work closely with the Director, (HP&I) and FM Manager to inculcate and foster good working relationships among all staff.
- To adopt best practices from other hospitals such as implementing cost effective, simpler and faster ways of carrying out maintenance work and daily operations.
- To support on the compliance on Medical Devices and Operational Technology (MDOT) Security Policy for FM managed system/equipment.
(B) GENERAL
- To assist the Director, (HP&I) and FM Manager in planning of new infrastructure and technology related works such as real time location service (RTLS), smart wards facilities improvement projects.
- To assist the Director, (HP&I) and FM Manager in green and sustainability and educational projects to reduce utilities consumption and carbon footprint.
- To assist the Director, (HP&I) and FM Manager in continuous improvement (Kaizen) projects and staff technical training and JCl road shows.
- To perform any other duties as assigned by the Director, HP&I and FM Manager.
JOB REQUIREMENTS
(A) EDUCATION, TRAINING AND EXPERIENCE
Engineer
- Degree in Mechanical Engineering with relevant experience in air conditioning, or equivalent; Diploma holders should have at least 5 years
- Able to work on odd hours and on standby for activation back to hospital during emergencies, as and when required.
- Candidate may still be considered on a case-by-case basis if this requirement cannot be met.
(B) PROFESSIONAL LICENCE
- License Electrical Worker and/or Fire Safety Manager Certification is preferred
