Position Responsibilities:

- Responsible for the efficient and reliable operation of the school's technical systems, including ACMV systems, Fire Alarm system, Building Management Systems (BMS), Plumbing and Sanitary systems etc.
- Oversee the daily operations of term contractors in accordance to contract requirements and schedules.
- Create ownership of new technical systems from the facilities team from consultant design all the way to completed projects to optimize both initial capital and maintenance and longer term costs.
- Manage the M+E budget in line with spending forecasts.
- Organise and manage preventive, predictive & reactive maintenance on facilities equipment and troubleshooting of systems in order to restore systems to their operating conditions in the shortest possible time.
- Develop, implement, review and maintain maintenance regime and review Standard Operating Procedures (SOPs) from time to time and ensure the campus and department is in full compliance with the regulatory requirements and safety requirements in these areas of responsibility.
- Handle feedback, complaints, and services requested by internal stakeholders.
- Establish and maintain good rapport and partnership with vendors and contractors inform the management of any irregularities or poor performance of contractors/vendors. Ensure their works comply with relevant legislations and safe work procedures.
- Liaise with consultants and contractors on and maintain and manage all third-party contract services and ensure that the services delivered meet with all internal and industry standards
- Lead the facilities team in the planning and execution of energy and water saving programs including Greenmark.
- Liaise with government authorities and consultants on regulatory requirements.
- Champion all building and environmental sustainability initiatives including formulating and implementing technical policies and innovative solutions to reduce energy and water consumption and carbon footprint and monitor renewables.
- Track and monitor data collection for sustainability reporting internally and externally to ensure quality and integrity of the collected data.
- Propose continuous improvement works on the existing systems to achieve energy and water savings.
- Evaluate and recommend appropriate spares, consumables and other resources necessary to ensure adequate provision is maintained for uninterruptible facility operation
- Be responsible for developing SAS BMS systems together with the BMS manager in order to analyse and share the data with meaningful and practical conclusions
- Analyse the technical data to improve the system efficiency and reduce the operational cost.
Capital Projects:
- As SAS embarks on a major redesign and re-construction of the campus over the next 10 years, the M+E Manager will lead the specification and upgrade of technical system during the design and construction process including:
- Liaise with appointed consultants and contractors on projects planning, execution and handover
- Decision maker in the specification and design of technical systems suggested by the consultant teams.
- Involve in planning and technical coordination of M&E services installation work
- Supervise and liaise closely with consultants, sub-contractors and site operation team to facilitate installation works on site
- Able to schedule, supervise and control sub-contractors to carry out their works accurately and timely in accordance to the contract drawings and specifications
- Review and ensure proper submissions from sub-contractors
- Implementation of Testing and Commissioning plan
- Manage processes for related tenders, and assist with hire of maintenance and design professionals affiliated with the engineering and design of the current and future campus.
- Review specifications for all energy and water using equipment, and create specifications that meet school goals where none exist
Working Conditions:
- Periodic exposure to conditions in mechanical rooms, ceilings, roofs, and underfloor areas.
- Occasional irregular hours.
Requirements & Qualifications:
- Degree in mechanical or electrical engineering, related field or equivalent experience with emphasis on facilities management and technical systems
- At least 5 years of experience in energy management, mechanical systems design, construction, Operation and/or maintenance, or closely related fields.
- Professional designation of Greenmark or Certified Energy Manager preferred.

The engineer will work closely with contractors, vendors, and clients to deliver efficient, safe, and sustainable facilities services. The key responsibilities of this role include:
- Overseeing daily operations and maintenance of M&E systems within the premises.
- Managing alteration and addition works, including feasibility studies, project coordination, contractor supervision, and ensuring that works are completed safely, on time, and within budget.
- Conducting regular inspections, audits, and troubleshooting to ensure systems' reliability and compliance with local codes and regulations.
- Leading and supervising technicians and contractors in preventive/corrective maintenance activities.
- Supporting energy efficiency initiatives and monitoring utility consumption to identify cost-saving opportunities.
- Preparing technical reports, incident investigations, and documentation for compliance and client updates.
- Liaising with authorities, consultants, and vendors for permits, statutory submissions, and inspections.
- Ensuring workplace safety compliance and implementing risk assessments and safety procedures.
- Providing technical advice to clients and management on system upgrades, asset lifecycle, and sustainability improvements.
