What the role is

The incumbent works in a team responsible for the mandatory qualification verification requirement and other compliance checks, including audits, in the Work Pass Division. The key responsibilities include developing and implementing new and/or changes to existing policies and processes for the verification of qualifications submitted for work pass transactions, and developing plans and measures to detect, deter and prevent fraud and circumvention of regulations and controls in the work pass systems.

What you will be working on


• Ensure new and changes to policies on verification of qualifications submitted for work pass transactions are implemented effectively and efficiently. These include:
(i) ensuring operational-technology processes for qualification verification are effective and fit for purpose
(ii) evaluating and making recommendations to the management on cases of exceptions that are outside existing policy parameters
(iii) managing the day-to-day operational processes for qualification verification by outsourced vendor and background screening companies
(iv) proposing and implementing a governance framework for background screening companies to ensure quality of services delivered to employers
(v) responding and resolving complex customer queries escalated from frontline officers

• Plan and implement measures, in partnership with relevant government agencies and stakeholders, to detect, deter and prevent gaming and abuses of work pass controls by companies or workers

• Plan and conduct fraud-related reviews and checks on specific archetypes and work pass transactions

Our Client a mid tier audit firm is seeking a dynamic and detail-oriented Audit Compliance & Technical Manager to join our firm's quality and risk management team. This individual will play a key role in supporting the implementation of the firm's System of Quality Management (SoQM), monitoring compliance with ethical and professional standards, and providing technical guidance to audit teams.

The ideal candidate has experience working in a Big Four or mid-tier audit firm, particularly within compliance, risk, or technical functions. A strong understanding of the Singapore Companies Act and ACRA's Code of Professional Conduct and Ethics is essential.

Key Responsibilities

1. Independence & Compliance Monitoring

  • Conduct ongoing compliance monitoring and testing, including personal independence compliance testing, to assess adherence to ACRA's Code of Ethics and firm policies.
  • Assist in the management of the firm's annual compliance confirmation process and related independence declarations.
  • Monitor and track compliance with relevant regulations, ethical requirements, and firm policies across functions.
  • Identify trends, gaps, and potential compliance risks, and propose corrective or preventive actions.
  • Maintain up-to-date awareness of changes in Singapore's regulatory and ethical framework and support the firm's response to these developments.

2. System of Quality Management (SoQM) Implementation

  • Promote awareness of regulatory, ethical, and professional standards across engagement teams while maintaining independence from audit execution.
  • Provide technical guidance on audit methodology and quality matters, and support professional development initiatives across the firm.
  • Monitor and evaluate key issues arising from internal reviews, independence monitoring, and engagement file inspections, recommending timely and appropriate corrective actions.
  • Contribute to the design and implementation of audit support tools, compliance protocols, and monitoring activities in alignment with professional standards and regulatory expectations.

Qualifications and Skills

  • Diploma or bachelor's degree in accounting, business, corporate governance, or a related field.
  • At least 3–5 years of relevant experience in compliance, quality management, or technical support within a Big Four or mid-tier audit firm.
  • Sound knowledge of the Singapore Companies Act, ACRA regulations, and Code of Professional Conduct and Ethics.

Job Description

Summary

We are looking for an IT Governance & Compliance Officer to support a major government project focused on compliance assurance and audit readiness. You will play a key role in ensuring IT systems successfully onboard to compliance platforms by conducting verifications, preparing documentation, and guiding application teams to meet government security standards.


The role requires close collaboration with engineering and project stakeholders to resolve compliance gaps, streamline processes, and build reporting dashboards (Power BI/Tableau) to track progress and highlight risks.

Ideal candidates bring at least 5 years of experience in IT Governance, Risk & Compliance (GRC) , strong familiarity with government IT security policies , and a solid track record in audit support and compliance verification .

Job Highlights
  • Contract Duration: 24 months
  • Salary: $6,000 – $8,000 per month + AWS + Bonuses (up to 4 months)
  • Qualification: Degree in IT, Computer Engineering, or related discipline
  • Location: Bukit Merah
  • Work Hours: Mon–Fri, Office Hours
  • Only Singaporeans
