We are expanding our Executive Search Division (Permanent & Staffing Solutions) and are looking for a driven Division Manager (Billing Manager) to lead, build, and grow a high-performing division.

You will be responsible for achieving placement revenue targets, expanding client accounts, and developing a motivated team of specialist healthcare recruiters.

Key Responsibilities

Division Performance & Revenue Growth

  • Develop and implement sales strategies for healthcare permanent, contract, and temporary placements.
  • Achieve division revenue growth targets.
  • Identify and develop new business opportunities with hospitals, ILTC, clinics, and specialist centers.
  • Manage and grow key accounts, ensuring repeat placements and long-term partnerships.

Team Leadership & Performance Management

  • Recruit, coach, train, and upskill recruiters to achieve individual and team KPIs.
  • Conduct weekly 1:1 check-ins and monthly team reviews.
  • Provide guidance on sourcing, candidate management, and client engagement.
  • Manage team workload, pipelines, and ensure accurate candidate databases.
  • Oversee proper screening and compliance with healthcare licensure requirements.

Client & Candidate Relationship Management

  • Lead key client relationships and participate in major tenders, presentations, and negotiations.
  • Resolve escalations related to placements, onboarding, or compliance.
  • Conduct quarterly service-level reviews with clients to identify improvements and growth opportunities

Reporting & Continuous Improvement

  • Prepare monthly reports on revenue, pipeline, and team performance.
  • Analyse trends in supply, placement cycle times, and conversion rates.
  • Implement best practices to shorten time-to-fill and enhance client satisfaction.
  • Report directly to senior management (CEO & General Manager) on division performance.
Qualifications & Skills
  • Bachelor's degree in HR, Business, or related field.
  • 5–8 years in healthcare recruitment with proven team leadership experience.
  • Strong understanding of healthcare manpower licensing and compliance (e.g., SNB, SMC, AHPC).
  • Existing client network in public/private hospitals, ILTC, or specialist clinics .
  • Excellent coaching, negotiation, and relationship management skills.
  • Resilient, adaptable, and results-driven.
  • A hands-on billing manager who leads by example and grows revenue through people.
