Job Description: Quantitative Risk Assessment (QRA) Consultant

• The ideal candidate will be responsible for conducting comprehensive QRA studies for various industrial facilities, including chemical plants and refineries. This involves:
• Developing and implementing QRA methodologies in line with local and international standards (e.g., Singapore's Workplace Safety and Health Act and Code of Practice on Safety and Health Management Systems).
• Performing consequence analysis for potential release scenarios (e.g., fires, explosions, toxic gas dispersion) using industry-standard software.
• Evaluating and quantifying the risks to personnel, the public, and assets.
• Preparing detailed reports and presentations of QRA findings, recommendations, and risk mitigation strategies.
• Collaborating with clients, engineers, and regulatory bodies to ensure compliance and effective risk management.

• A bachelor's degree or higher in Chemical Engineering, Safety Engineering, or a related field.
• A minimum of 5 years of experience specifically in conducting QRA studies for the oil & gas and/or chemical industries.
• Proficiency in QRA software such as DNV Phast & Safeti, TNO EFFECTS, or equivalent.
• Strong understanding of process safety principles, hazard identification, and risk analysis techniques.
• Excellent analytical, communication, and report-writing skills.
• Familiarity with Singapore's regulatory landscape for industrial safety is highly desirable.

Responsibilities:

• Ensure the plant complies with relevant Workplace Safety and Health (WSH) regulations, guidelines, and codes of practice.
• Conduct thorough risk assessments to identify potential hazards on site.
• Maintain all safety records, including inspection logs, safety training records, incident reports, and risk assessments.
• Implement and update the forklift training program and periodical training for forklift drivers.
• Lead the Health, Safety, and Environment (HSE) committee.
• Prepare and submit detailed incident reports to management and relevant authorities in accordance with regulatory requirements.
• Organize and conduct fire emergency response drills twice per year.
• Oversee production facilities maintenance and safety to ensure smooth operations.
• Perform any other ad-hoc duties as assigned.

Requirements:

• Diploma / Degree in Occupational Health and Safety or related field
• 3 years of relevant working experience.
• Registered Workplace Safety & Health Officer.
• Qualified Fire Safety Manager (FSM).
• Occupational First Aid Course (OFA) certification.
• Possess good communication skills.
• Proficiency in computer skills (Microsoft Excel, Word, PowerPoint).
• Good knowledge in ISO OHSAS 45001 and ISO 14001 is an added advantage.

Requirements

Bachelor's degree in Occupational Safety and Health, Engineering (preferably Civil or Environmental), Construction Management, or a related field.

Must be a MOM registered Safety Officer (Registered WSHO Certified), ECO is an additional benefit.

Min 5 years of experience in a safety-related role in the construction industry

Proven track record of managing and improving workplace safety programs.

Experience with site inspections, hazard identification, risk assessments, and accident investigations.

Familiarity with construction-specific safety practices

Job scope

Develop, implement, and review the company’s Safety Management System (SMS) to ensure compliance with local regulations, industry best practices, and organizational needs.

Maintain and ensure the continuous improvement of the SMS, including emergency response procedures, risk assessments, and hazard control measures.

Conduct audits to assess the effectiveness of the SMS and identify areas for improvement.

Ensure that all activities at the workplace comply with the Workplace Safety and Health (WSH) Act and other relevant regulations and standards.

Stay updated with changes in safety legislation and advise senior management on necessary changes to policies or procedures.

Prepare and submit safety reports and documentation required by regulatory authorities such as the Ministry of Manpower (MOM).

Liaise with government agencies and third-party safety auditors during inspections and audits.

Conduct risk assessments to identify potential hazards in the workplace, including those related to machinery, work processes, chemicals, and ergonomics.Develop and implement safety control measures to mitigate identified risks and prevent accidents or injuries.

Oversee the safe use of equipment and machinery by establishing protocols and ensuring maintenance standards are met.

Design and implement safety training programs for employees, contractors, and visitors to ensure they understand workplace hazards and follow safe practices.
