Job Description: Quantitative Risk Assessment (QRA) Consultant
Job Responsibilities:- The ideal candidate will be responsible for conducting comprehensive QRA studies for various industrial facilities, including chemical plants and refineries. This involves:
- Developing and implementing QRA methodologies in line with local and international standards (e.g., Singapore's Workplace Safety and Health Act and Code of Practice on Safety and Health Management Systems).
- Performing consequence analysis for potential release scenarios (e.g., fires, explosions, toxic gas dispersion) using industry-standard software.
- Evaluating and quantifying the risks to personnel, the public, and assets.
- Preparing detailed reports and presentations of QRA findings, recommendations, and risk mitigation strategies.
- Collaborating with clients, engineers, and regulatory bodies to ensure compliance and effective risk management.
- A bachelor's degree or higher in Chemical Engineering, Safety Engineering, or a related field.
- A minimum of 5 years of experience specifically in conducting QRA studies for the oil & gas and/or chemical industries.
- Proficiency in QRA software such as DNV Phast & Safeti, TNO EFFECTS, or equivalent.
- Strong understanding of process safety principles, hazard identification, and risk analysis techniques.
- Excellent analytical, communication, and report-writing skills.
- Familiarity with Singapore's regulatory landscape for industrial safety is highly desirable.

Responsibilities:
- Ensure Plant Process Safety Updates and Manage Safety Case per Regulations
- Lead Safety Case related items and support major shutdown activities
- Oversee and manage budget and expenditure for ESH
- Approve purchase of consumables and equipment
- Ensure compliance with legal, regulatory, and stakeholder requirements
- Manage legal register and arrange annual environmental/health assessments (stacks, IHM, noise)
- Lead EAI and Risk assessment program for process-related modifications
- Develop, review, and update ESH procedures and SOPs
- Manage communication with internal and external stakeholders on ESH matters
- Handle licensing regime communication with authorities for hazardous substances
- Conduct incident investigations and non-conformance reporting to authorities
- Manage and oversee all ESH training programs (internal and external)
- Responsible for staff development, coaching, and performance monitoring
- Perform any other ad hoc duties as assigned
Requirements:
- Minimum 2 years' experience as ESH Manager in manufacturing industry
- Knowledge of ISO 45000, SS651, ISO 14000 standards
- Level C WSH competency certification, certified WAH Assessor, and BizSafe Level 2 certification
- Experience in vendor management and ISO management systems
- Experience liaising with government authorities
- Intermediate proficiency in MS Office
- Proven leadership skills managing ESH teams and achieving KPIs
- Ability to conduct risk assessments, EAI assessments, and lead accident investigations
- Working knowledge of the ACTA framework
- Passionate about Workplace Safety & Health (WSH) requirements
- Advantage: Certified Confined Space Assessor
