The Opportunity
Our client is looking to hire for a Deputy Director to join our thier Projects team.
The key role will be to coordinate and drive successful delivery of the Institute’s global portfolio of technical projects, while developing and growing strategic partnerships with government partners and key stakeholders
The right candidate will have notable qualifications and experience in public policy and government administration, consultancy, team leadership, project management and delivery, stakeholder engagement and international partnerships. They will report to our Director (Government Projects).
Key Responsibilities
- Raise the profile of the organization's work with current and potential clients, funders and other key stakeholders and partners (alongside the CEO, Director (Government Projects), and with support from colleagues across the organization.
- Work with the Director (Government Projects) to lead and oversee all aspects of the Project Team’s work, including tracking revenue and costs, and maintaining the highest quality scope, design, leadership and delivery of technical projects, in line with their consulting model.
- Coordinate with the Deputy Dean of the Academy to manage respective team inputs to cross-cutting projects.
- Work with governance and public administration experts in thier Projects Team, Academic Faculty and Expert Network to develop the Consulting Model Products and Services, including the design, validation and implementation of practical tools to improve public sector governance (these tools will be deployed during project work)
- Develop a pipeline of high-quality opportunities for the organization to work with government partners around the world to improve the quality of governance and build stronger nations.
- Develop and expand the organization's Expert network, to bring in top quality experience and expertise to support thier technical projects.
This role reports to the Director (Government Projects).
Skills and Aptitudes
The successful candidate will excel in:
- Planning, anticipating, strategising and initiating, without detailed instructions
- Meeting and delivering presentations to clients, and addressing client requirements
- Designing and scoping projects, timelines and deliverables
- Adapting and innovating under conditions of uncertainty and rapid change
- Understanding government, public policy and public service delivery
- Engagement and management of senior stakeholders (e.g. senior government managers, heads of NGOs and international organisations)
- Oral and written communication in English
Experience and Qualifications
- Graduate and postgraduate qualifications from reputable institutions in areas such as political science, comparative politics, economics and/or law
- At least 6 years’ progressive experience in government and public policy
- At least 6 years’ progressive experience in consulting or advisory work
- Good track record of effective and empathetic team leadership and staff development
- Good track record of successful management of a multi-country portfolio of concurrent projects
- Good track record of project design, management and delivery to a high standard of quality

The Role: the Director of Government Affairs for Southeast Asia will lead our government engagement strategy in the region, with a focus on Article 6 of the Paris Agreement. The role has responsibility to ensure Bridge Carbon is well-positioned with key governments in Southeast Asia, working to secure host country authorizations, access compliance markets, build trust with designated national authorities, and provide strategic guidance on evolving policy frameworks. The Director will oversee government affairs across multiple countries, coordinate the work of in-country consultants, and serve as Bridge Carbon's senior representative with ministries and agencies involved in climate policy and carbon markets.
Key Responsibilities
- Lead Bridge Carbon's government engagement strategy for Southeast Asia, with a primary focus on Singapore, Cambodia, Laos, Thailand, and Vietnam, and additional countries as the carbon market landscape develops.
- Build and maintain trusted relationships with national authorities responsible for Article 6 and the respective government sectors and departments. (e.g., Ministry of Agriculture and Environment).
- Oversee and coordinate the efforts of country-level consultants to ensure consistency, alignment, and progress across markets.
- Lead the securing of host country authorizations and corresponding approvals under Article 6.2 and, where relevant, Article 6.4.
- Lead the securing of access to and supply eligibility under compliance markets in Southeast Asia such as Singapore's International Carbon Credit Framework.
- Provide Bridge Carbon's leadership with timely insights into government expectations, political dynamics, and policy developments affecting Article 6 negotiations and implementation in Southeast Asia.
- Monitor regional and international developments in climate diplomacy, carbon markets, and bilateral Article 6 cooperation agreements.
- Proactively inform the other parts of the Bridge Carbon organisation of regulatory changes that have implications on how they conduct their activities
- Represent Bridge Carbon with professionalism, discretion, and integrity at high-level meetings, conferences, and government forums.
- Act as a bridge between government engagement efforts in Southeast Asia and Bridge Carbon's global strategy, ensuring lessons learned and best practices are shared across markets.
Relevant Skills and Experience
- 10+ years of experience working in government affairs, climate diplomacy, or policy engagement, preferably within Southeast Asia.
- Direct experience engaging with ministries or government agencies responsible for climate policy in Laos, Cambodia, Thailand, Vietnam, Singapore or other ASEAN countries.
- Strong understanding of the UNFCCC Article 6 framework and its implications for host country authorizations, bilateral agreements, and carbon markets.
- Strong understanding of the carbon market ecosystem (e.g., Verra, Gold Standard, ICAO.) particularly as it relates to the integration of carbon markets under the UNFCCC Article 6 framework.
- Established networks and credibility with senior government officials and climate policymakers in the region.
- Proven ability to manage complex government relationships and deliver progress in politically sensitive contexts.
- Excellent communication, negotiation, and relationship-building skills across diverse cultural and political settings.
- Fluent in English; proficiency in a Southeast Asian language is highly desirable as this role is required to work with the local government bodies.
