Roles & Responsibilities

Responsibilities:

  • Responsible for smooth and safe operations of the facility and including the the steam system and auxillaries operations.
  • Responsible for the operating status of plant by observing control system parameters, BMS, distributed control systems of the facility and including the the steam system and auxillaries operations
  • Conduct regular field inspections of plant, stations, or subsystems and equipment to ensure normal and safe operating conditions
  • Supervise and lead the boiler and plant operators to operate treatment processes according to process parameters and emission limits compliance
  • Identify plant optimization points and support the implement of the approved tasks by the site manager.
  • Propose, append, develop and implement Standard Operating Procedures on plant operations and regular maintenance of the plant with the support of operations and maintenance team.
  • Analyse, interpret and report on steam operations data and plant performance on periodic and timely basis;
  • Recover plant process upsets, equipment malfunctions
  • Conducting regualr inspection and testing of equipment to ensure it is safe and operating efficiently.
  • Ensure and followup on the CMMS for logs of maintenance activities and repair procedures to ensure safe operation of equipment
  • Inspecting facilities for hazards such as leaks, corrosion, or exposure to extreme temperatures
  • Monitoring steam pressure and temperature levels to ensure safe operating conditions
  • Consulting with management to provide advice on how to improve efficiency of processes or reduce operating costs
  • Management and compliance of Workplace Health and Safety Act
  • Other tasks assigned by the site manager

Requirements:

  • Registered Class 2 Steam Engineer with Singapore Ministry of Manpower/ Singapore Poly
  • Familiar with FMEA, HAZAOP and Job Hazard Analysis methodologies
  • Good interpersonal, management and decision-making skills
  • Strong innovative and analytical skills and problem-solving skills
  • A registered First-Aider Certification is an added advantage

Purpose

Vaccines M&S is preparing its future through an ambitious program named Modulus. The Modulus Project is at the cornerstone of Sanofi strategy as it aims at creating a new manufacturing concept consisting of a new generation of evolutive multi-product facilities, modular, adaptable, and agile, leveraging new disruptive technologies, to better address vaccine business challenges.

As a Senior Utilities & Sustainability Engineer to take up Utility and HVAC systems from Mechanical completion phase and ensuring the efficient and reliable operation of utility systems essential for the manufacturing process. Your responsibilities encompass the testing, commissioning, qualification, Operation and maintenance of various utility and HVAC systems critical for the production and distribution of vaccines. This role demands a strong understanding of engineering principles, particularly in the realm of utilities within pharmaceutical manufacturing environments.

The Senior Utilities & Sustainability engineer will report to Clean Utilities and Sustainability Manager.

Key Area 1: Operation and Maintenance of utility systems

  • SME for operation and maintenance of Clean and Black utility systems, and infrastructure services. (Chilled water system, Compressed Air system, Water systems, Steam system, Waste management, RO water, Water for injection, clean gases and solvent systems).
  • Coordinate and supervise the operation team to operate all the utility system by 24 X 7 continuous system operation to support plant activities without any interruption.
  • Lead for all the trouble shooting of Utility and facility systems.
  • Ensure all operation and maintenance activities are meticulously documented to demonstrate compliance with regulatory requirements.

Key Area 2: Operation and Maintenance of HVAC systems

  • SME for operation and maintenance of HVAC systems, and infrastructure services. (AHU, FCU, Cold-room, DX units, Dehumidifiers) Lead for all the trouble shooting of HVAC systems. In charge for all the clean room operation and testing.
  • Ensure all operation and maintenance activities are meticulously documented to demonstrate compliance with regulatory requirements.

Key Area 3: People Management

  • To oversee and manage the utility team/Technicians.
  • Manage 24X7 hrs. Utility and HVAC operation with Utility team.
  • Prepare and provide coaching/Training to utility team to improve personal and professional career development.
  • Overall supervising the External/Internal integrated facility management team.
  • Review and update the operation support documents like SOP, PM plan, Training matrix.
  • Lead investigations and root cause analysis of repetitive problems and investigate equipment failures as part of deviation investigation and CAPA.

Key Area 4: Sustainability Management

  • Responsible for design and implement the sustainability initiatives.
  • Utilize quality systems to ensure compliance with regulatory requirements.
  • Coordinating with statutory authorities for relevant approvals.
  • Achieve financial objectives through efficient utility operation, cost improvement actions and optimal cost options.
  • Collaborate on interdisciplinary projects and initiatives to optimize operations and drive continuous improvement.
  • Conduct site energy conservation audits to identify and implement the Energy conservation measures on utility systems.
  • Manage site energy management and water efficiency management systems and prepare reports for submission to statutory agents.

Pre-requisites

Knowledge, Skills And Competencies

  • Proficiency in engineering design software and tools, as well as familiarity with regulatory requirements such as FDA, EMA, HSA regulations and cGMP.
  • Proficiency in maintenance and reliability systems, including design, installation, testing, and troubleshooting.
  • Excellent verbal and written communication skills for interacting with internal teams, clients, and stakeholders.
  • Strong analytical and problem-solving skills to diagnose complex technical issues and implement effective solutions.
  • Familiarity with relevant industry codes, standards, and safety regulations

Qualification/Requirement

  • Mechanical/Electrical Engineering Degree from an accredited technical institution.
  • Minimum 8 years’ experience in Utility and Facility system operation and maintenance management, preferably with plant operations in engineering field, preferably with pharmaceutical manufacturing experience.
  • Minimum of 3 years’ experience in Environment and sustainability engineering.
  • Preferred with Singapore Certified Energy manager and Boiler Competence certification. Previous experience in sustainability engineering within the pharmaceutical or biotechnology industry, with specific experience in vaccine manufacturing highly desirable.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively across multidisciplinary teams.
  • Commitment to quality, safety, and compliance in all aspects of utility system operation and maintenance.
  • Operational standby for emergency system breakdown.

  • Familiarity with SAP computerized maintenance management systems is advantageous.

What you'll do:

As a Technical Expert, you will serve a pivotal function in guaranteeing the smooth operation of our manufacturing facilities. You will:

  • Provide technical support to the team for daily routine and repair work orders as assigned.
  • Ensure all routine maintenance works are carried out as scheduled and align with Engineering standards and procedures.
  • Respond on-call for maintenance/service breakdowns and support ongoing operations.
  • Lead or perform troubleshooting and Root Cause Analysis of equipment breakdowns and carry out repairs.
  • Coordinate and supervise vendors/service providers' activities for routine utilities and maintenance work to ensure equipment is maintained in full operational status.
  • Manage operations and maintenance and spares.
  • Perform regular equipment inspections to provide feedback on status.
  • Supervise repairs or upgrading works to enable smooth handover and minimize disruption to production schedules.

  • Maintain all site utilities in optimum condition in compliance with Good Manufacturing Practice (GMP) and EHS requirements.

  • Communicate with Supervisor/Manager when encountering non-compliance issues, including work delays, breakdowns, missing parts, etc.
  • Share knowledge and train Engineers and Utility Technicians on utilities systems to improve their expertise.
  • Implement preventive maintenance programs by reviewing operations, quality control, and maintenance reports and statistics, and inspecting operating equipment and systems for conformance with operational standards/cGMP for utilities services.
  • Participate and lead, when required, in all investigations (contaminations, observations, deviations, and discrepancies) related to audits, manufacturing processes, and propose CAPA.
  • Perform system evaluations and performance reports to ensure all utility equipment is operating efficiently and downtime is limited to scheduled maintenance.
  • Analyze technical problems in the utility and manufacturing areas and develop both short-term and long-term recommendations for their correction.
  • Lead or assist cross-functional teams in finding solutions to technical problems.
  • Carry out any other duties and responsibilities as assigned by Supervisor/Manager, including but not limited to the above.

Our ideal candidate is highly committed and diligent, with a proven track record in troubleshooting utilities in manufacturing plant setting. You should have:

  • A Bachelor's degree and/or Diploma, preferably in a bioscience-related field.

  • Expertise in troubleshooting site utilities issues in a manufacturing plant setting.
  • At least 10 years of experience in utilities management/equipment optimization.
  • Strong communication (verbal and written) and interpersonal skills.

Digital Utilities are foundational digital services provided by the Government, which enable our citizens and businesses to transact seamlessly in a trusted and secure way in the digital economy.

As part of the Sectoral Transformation Group in IMDA, the Digital Utilities Programme Office (DUPO) is looking for a Product Strategist to drive adoption and utilisation of existing Digital Utilities and develop new Digital Utilities that can give Singapore enterprises a competitive advantage to capture value for Singapore in the digital economy.

What You Will Be Working On

  • Formulation of the overall product and go-to-market strategy for Digital Utilities
  • Conducting of (domestic and international) studies, analyses opportunities and development of strategies; to drive adoption and utilisation of existing Digital Utilities, as well as facilitate development of new greenfield Digital Utilities
  • Engagement of industry partners and stakeholders to clearly understand digital needs and landscape to identify opportunities for digitalisation trials
  • Collaboration with multiple stakeholders, including internal IMDA divisions, government agencies and industry partners to develop strategies and execute plans to enhance our Digital Utilities
  • Critical oversight of Digital Utilities, including but not limited to product management, data analysis, tracking of deliverables, and enhancement of product & go-to-market approach, where necessary


What We Are Looking For

  • At least 5 years of working experience, preferably in public policy making and/or product management in technology related fields
  • Strong analytical skills, critical thinking, clarity of thought and at ease in navigating uncertainties in greenfield areas
  • Good understanding of enterprise needs, the tech sector, macro-economic landscape, technology trends and public policy/ administration
  • Outcome rather than process driven. Comfortable with complexity, adaptable and proactive in attitude; able to work independently in a fast and fluid environment, with sound project management skills
  • Excellent writing, communication, interpersonal and presentation skills
