As a Utilities Expert, you will play a pivotal role in ensuring the smooth operation of our manufacturing facilities.
Key Responsibilities:
• Provide technical support to the team for daily routine and repair work orders as assigned.
• Ensure all routine maintenance works are carried out as scheduled and align with Engineering standards and procedures.
• Respond on-call for maintenance/service breakdowns and support ongoing operations.
• Lead or perform troubleshooting and Root Cause Analysis of equipment breakdowns and carry out repairs.
• Coordinate and supervise vendors/service providers' activities for routine utilities and maintenance work to ensure equipment is maintained in full operational status.
• Manage operations and maintenance and spares.
• Perform regular equipment inspections to provide feedback on status.
• Supervise repairs or upgrading works to enable smooth handover and minimize disruption to production schedules.
• Apply for and close work permits with Area/System Owners for vendor/service providers.
• Maintain all site utilities in optimum condition in compliance with Good Manufacturing Practice (GMP) and EHS requirements.
• Ensure all GMP documentation related to maintenance activities is completed accurately and processed to full completion.
• Communicate with Supervisor/Manager when encountering non-compliance issues, including work delays, breakdowns, missing parts, etc.
• Share knowledge and train Engineers and Utility Technicians on utilities systems to improve their expertise.
• Implement preventive maintenance programs by reviewing operations, quality control, and maintenance reports and statistics, and inspecting operating equipment and systems for conformance with operational standards/cGMP for utilities services.
• Participate and lead, when required, in all investigations (contaminations, observations, deviations, and discrepancies) related to audits, manufacturing processes, and propose CAPA.
• Perform system evaluations and performance reports to ensure all utility equipment is operating efficiently and downtime is limited to scheduled maintenance.
• Analyze technical problems in the utility and manufacturing areas and develop both short-term and long-term recommendations for their correction.
• Lead or assist cross-functional teams in finding solutions to technical problems.
Requirements:
• A Bachelor's degree and/or Diploma, preferably in a bioscience-related field.
• Related cGMP working experience in the biotech/pharma manufacturing sector, which will be highly advantageous.
• Expertise in troubleshooting site utilities issues in a manufacturing plant setting.
• At least 10 years of experience in utilities management/equipment optimization.
• Strong communication (verbal and written) and interpersonal skills.
• Outstanding attention to detail and strong problem-solving skills.

- Provides coordination of construction of the project t pertaining to the utilities.
- Ensure the project needs are met without compromising the reliability of the utility system
- Ensure all utility documents are properly submitted and filed
- Conduct routine site inspections to ensure adherence to relocation plan
- Review project documentation from consultant for compliance with all relevant regulations, codes, guidelines and policies
- Schedules and attends all necessary and related pre-construction conferences for utility relocations
- Reviews utility relocation plans as compared to project construction plans to identify and correct potential utility conflicts prior to construction
- Coordinate with engineering and design consultants in order to find the best solution cost-frame time
- Liaise with construction manager to ensure that the utility work supports construction sequencing and respective deadlines are met and on schedule
- Resolve site inquiries, attending site meetings and performing site inspections during construction

Position Overview
The CQV Engineer (Utilities Qualification) is responsible for the commissioning, qualification, and validation of critical utility systems such as Water for Injection (WFI), Purified Water, Clean Steam, Compressed Dry Air (CDA), HVAC, and other facility support systems. The role ensures that all systems are installed, tested, and qualified in compliance with cGMP, regulatory requirements, and project-specific standards.
Key Responsibilities
- Lead and execute commissioning and qualification activities for utilities (WFI, Purified Water, Clean Steam, CDA, HVAC, and related systems).
- Develop and execute lifecycle documents including URS, DQ, FAT, SAT, IQ, OQ, PQ protocols and reports.
- Perform risk assessments, system impact assessments, and component classifications in accordance with ASTM E2500 and USP.
- Coordinate with vendors, contractors, and internal stakeholders during commissioning and qualification activities.
- Conduct and document sampling, testing, and verification of utility systems (e.g., TOC, conductivity, microbial testing for water systems).
- Support troubleshooting, deviation management, and implementation of corrective and preventive actions (CAPAs).
- Ensure all activities comply with GMP, GDP, safety, and environmental standards.
- Assist in audits, regulatory inspections, and client reviews by providing documentation and technical expertise.
- Contribute to continuous improvement initiatives and knowledge sharing across project teams.
Required Qualifications
- Bachelors Degree in Engineering, Life Sciences, or related discipline
- 10 years experience in CQV for utilities systems in the pharmaceutical / biotech industry.
- Strong knowledge of GMP guidelines, USP/EP, ISPE Baseline Guides, ASTM E2500, and Annex 15.
- Hands-on experience with water systems, clean steam, compressed gases, and HVAC qualification.
- Familiarity with laboratory testing and monitoring equipment (TOC analyzers, conductivity meters, microbial sampling).
- Strong problem-solving, documentation, and stakeholder communication skills.
- Ability to work independently and as part of a cross-functional project team.

- Execute predictive, preventive maintenance work, including breakdown maintenance and facility and utilities modification.
- Conduct and document daily inspections and regular maintenance (both scheduled and unscheduled of all plant facilities/equipment.
- Coordinate and supervise vendors/contractors for installation, repairs, or maintenance works of facility and utilities.
- Contribute to and execute utility qualification.
- Responsible for facility and utilities instrument calibration.
- Execute plant automation, digital manufacturing & Industry 4.0 initiatives.
- Manage BMS.
- To lead utilities failure investigation, root cause analysis, and initiate necessary corrective and preventive action (CAPA) to avoid future failure.
- Responsible for spare parts and consumables inventory management and updating spare part master data.
- Managing facility CAD/AutoCAD drawings.
- Ensure compliance with GMP, regulatory requirements, ISO standards, EHS standards, and other business systems and company policies.
- Ensure workplace safety and support all EHS and quality initiatives and targets.
- Support plant Cost Improvement Project (CIP).
- Any other duties and responsibilities as assigned by the Manager.
Requirements:
- Minimum Bachelor's in Civil/Mechanical/Electrical/Mechatronic with working experience in Engineering.
- Minimum 3 years of related experience in Manufacturing industries.
- Boiler Attendant Class 2 certification is a must.
- Well-versed in GMP.
- Fluent in both spoken and written English.
- Good communication and interpersonal skills.
- Systematic and able to work under pressure.
- Excellent analytical and engineering problem-solving skills, workload resource planning, and prioritization skills.
- Demonstrated ability to work in a team.
- Candidate with experience in the Industrial 4.0 plant will be an added advantage.
