Overall Job Purpose

We are seeking applicants to join the Architecture & Land Planning Division to assist in developing urban design strategies and architectural scopes for urban infrastructure systems for the Greater Sentosa Master Plan (GSMP) and related projects.

This will include conceptualisation & delivery of urban planning strategies, urban design guidelines and architectural scopes to coordinate and execute urban infrastructure, transportation systems, pedestrian & cycling corridors, utility corridors & green infrastructure as part of an integrated streetscape and public realm. Part of the role involves coordination with planning & technical agencies to ensure that the planning intent is in line with the broader Greater Southern Waterfront plans, managing of stakeholder engagements, regulatory approvals, budget unlocking, experience-driven implementation, execution of tender processes & assisting in the project management for the infrastructure enablers required for the implementation the masterplan vision.

Key Responsibilities

Infrastructure Planning & Urban Design

  • Develop Urban Design strategies and Architectural scopes for urban infrastructure & transportation systems integrated with delightful, attractive & inclusive public realm and streetscape as part of the Greater Sentosa Master Plan (GSMP).
  • Coordinate with planning & technical agencies on infrastructure planning works for GSMP with the broader GSW as well as national planning policies.
  • Develop comprehensive plans for the implementation of car-lite strategy with phased execution plans to facilitate market acceptance and support urban mobility goals.
  • Develop & implement experience-driven urban mobility strategies with public cool nodes to turn transportation rides and green connectors into curated experiential journeys.
  • Plan, coordinate and execute key transportation systems, pedestrian & cycling corridors, utility corridors and green infrastructure as part of an integrated sensitively designed streetscape and public realm with supporting amenities & open space as infrastructural enablers for the various phases of the GSMP, including rejuvenation of Sentosa and bringing in of the next game changer attraction for Pulau Brani.
  • Contribute to the development and evaluation of Urban Design & Architectural Guidelines to guide infrastructure integration with ongoing and future developments across the various character zones in the GSMP.

Integrative Design Development & Implementation

  • Establish, coordinate and implement development plans in tandem with infrastructure readiness taking into consideration strategic goals, appropriate development densities, attractive tourism strategies, sustainable transport, district & infrastructural enablers, sensitivity towards built & natural heritage, green & blue spaces, sustainability efforts, coastal protection efforts, placemaking strategies and phasing timelines.
  • Work with internal cross-functional teams, precinct & environmental architects & planners, conservation architects, infrastructure & transport engineers to ensure seamless integration of common infrastructure across the various character zones in the GSMP.
  • Coordinate and manage phasing timelines for common urban infrastructure supporting long time developments as well as short term activations and interim uses.
  • Coordinate with internal and external stakeholders, obtaining necessary planning, technical agencies and statutory clearances, and driving execution strategies for urban infrastructural approvals.
  • Prepare & execute of tender packages and project management of consultancy and development contracts to implement the urban infrastructure in support of the master plan and ensure urban design consistency across the various phases.
  • Conduct research on emerging trends and challenges in urban infrastructure design policies for urban planning, urban design and infrastructure coordination for the GSMP and related projects.

Job Requirements

  • Degree in Architecture, Urban Design, Urban Planning, or related field with minimum relevant 5-years experience.
  • Experience in transport-related development works, urban planning & design processes will be preferred.
  • Registration with Singapore's Board of Architects (BOA), or Singapore Institute of Planners (SIP) will be preferred.
  • Proficiency in software such as AutoCAD, BIM, rhino, sketch up Photoshop, and ArcGIS.
  • Proactive and creative approach, with a passion for urban infrastructure development.
  • Strong understanding of Singapore's urban design framework and conversant with local building codes & regulations.
  • Ability to work collaboratively with experience in stakeholder management and engagement in multi-disciplinary environments.
  • Strength in analytical & problem-solving abilities, project management & organisational skills.
  • Strong written & verbal communication abilities.
