Key Responsibilities

Business Analysis & Consulting
Translate operational needs into technical requirements for IT development teams.
Conduct gap analyses and feasibility studies for new aviation technologies.
Prepare business cases, user stories, and functional specifications for digital projects.
Project Management & Stakeholder Engagement
Work closely with project managers, developers, and aviation authorities to ensure successful delivery of digital solutions.
Facilitate workshops and training sessions for end-users and stakeholders.
Monitor KPIs and performance metrics to assess the impact of implemented solutions.
Compliance & Safety
Ensure all digital solutions comply with aviation safety standards and regulatory requirements.
Participate in risk assessments and incident reviews related to air traffic systems.
Qualifications
Bachelor's degree in Aviation, Engineering, Information Systems, or related field.
Prior experience as an Air Traffic Control Officer or in aviation operations is highly desirable.
Strong analytical and problem-solving skills.
Familiarity with aviation systems (e.g., radar, flight data processing, scheduling tools).
Experience with business analysis tools (e.g., JIRA, Confluence, BPMN).
Excellent communication and stakeholder management skills.
Preferred Skills
Knowledge of ICAO and CAAS regulations.
Experience in digital transformation or IT consulting projects.
Certification in Business Analysis (e.g., CBAP, PMI-PBA) or Project Management (e.g., PMP, PRINCE2).

What The Role Is
We are seeking an esteemed engineer to be part of a multi-disciplinary team to perform system integration for the next generation Air Traffic Management Systems.
You will be part of the team who is responsible for the project management and supervision of operations maintenance for our mission-critical backhaul and transmission networks and system infrastructure that support the Air Navigation Systems.
The team will also perform network and system integration for Air Traffic Management Systems. There will be opportunities to work on network infrastructures such as the Fibre network, Data Bridge and System Wide Information Management (SWIM) that are critical to ensure our Air Navigation Systems continue to meet the dynamic demands of the Air Traffic Control (ATC) operations, thereby contributing indirectly to the safety and efficient management of air traffic movements in Singapore’s Flight Information Region.
What You Will Be Working On
Manage the operations and maintenance, as well as enhancement of the network infrastructures such as the Fibre network, DataBridge and SWIM which are critical to ensure the safe provision of Air Navigation Services (ANS), in accordance to international standards and industry best practices.
Work closely with various internal and external stakeholders including operational and technical users, consultants, system owners, auditors, regulators, original equipment manufacturers, vendors and contractors throughout the entire system lifecycle from project initiation to system replacement.
Undertake project management activities including planning and budgeting, project tracking, contract variations and change request management and ensuring the overall quality and integrity of the project delivery.
Undertake network and system integration activities and Application Programming Interface (API) and network infrastructure administration and management activities.
Participate in system procurement activities including preparation of tender documentation, vendor evaluation and technical reviews.
Implementation and deployment of systems, including activities such as testing, commissioning, and software upgrade activities.
Willing and able to travel and attend local and/or overseas trainings, seminars, workshops and meetings, when required. Willing to work outside working hours occasionally for system maintenance/deployment activities and provide timely response on-site, when required.

What We Are Looking For
Trained in one of the following disciplines: Software Engineering, Electrical / Electronics / Computer Engineering/ Information Systems Management or equivalent
Possess knowledge and experience on network infrastructure design, operations and deployment, management of network switches, firewalls and use of network management tools
Possess knowledge in open standards, TCP/IP, AMQP, REST, SOLACE, DNS, Fibre Optics technology, Telecommunications standards, Linux/ Windows environment etc
Good understanding of High Availability, Resiliency and Disaster Recovery and familiar with Cybersecurity principles and IT risk management
Good understanding of relevant policies from respective Code of Practices, guidelines and best practices (e.g. IMDA’s COPIF, CSA’s CCoP and Govtech’s IM8) and be able to apply during project implementation
Self-motivated, driven, assertive and analytical
Positive work attitude and can work well in a team, as well as independently
Excellent verbal, written communication and presentation skills
Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.

Advising the project management team on risk analysis, controls, and updates to legislation related to workplace safety, health, and the environment. Monitoring and implementing risk controls to prevent injuries and damage, ensuring standards for fall protection, and promoting the saving, recycling, and reuse of resources, energy, and materials.
Handle Authorities on all spot check, feedbacks and resident / neighboring estates’ complaints / feedbacks
Collaborate with the project team to reduce disruption (e.g., noise, dust, traffic).
Maintain WSHE records and liaise with relevant authorities.
Identify training needs and conduct WSHE training sessions.
Establish WSHE programs to promote safety awareness.
Monitor and improve WSHE performance, including identifying unsafe conditions.
Advise subcontractors on compliance with safety regulations.
Conduct routine inspections and audits, ensuring corrective actions are taken.
Ensure all deficiencies observed during inspections / audits are being follow-up and rectified ASAP.
Recommend and advise project management on cessation of works that can’t be carried out in safe manner and may cause immediate danger or serious consequences to work site.
Act as secretary of the site WSHE Committee and ensure monthly committee meetings and weekly coordination meetings are conducted
Compile weekly and monthly WSHE reports to submit to corporate WSHE department, developer and consultants on a regular basis
Lead investigations into workplace incidents and recommend preventive measures.
Issue WSHE instructions, general WSHE correspondences and penalties internally as well as subcontractors
Schedule and lead WSHE promotion activities for the project sites, including emergency drills, campaigns, mass talks
Conduct WSH training to relevant personnel to ensure they are equipped with adequate knowledge and raise their safety awareness
Ensure permit-to-work system is implemented correctly and effectively
Establish and review regularly WSHE plans such as Noise Management
Plan, Public Safety Plan, Fall Prevention Plan, Lifting Plans, etc.

Mentoring of newcomers (safety personnel) and oversee various Officers
Safe Management Officers (SMO) - To get appoint as Safe Management Officers (SMO) in accordance to Safe Worksite Criteria.

To take immediate action to remedy any non-compliance found during the inspections and checks.
To keep records of inspections and checks conducted and corrective actions taken.
To review SMMs if constant non-compliance is detected.
Perform duties as Fire Safety Manager, including executing the Emergency Response Plan and conducting fire drills.
