- Maintain sub-contract and material suppliers database
- Assess tender document to ensure sufficient information available to prepare tender
- Take off quantities
- Prepare and issue sub-contract enquiries and assessment of quotations upon receipt
- Prepare and issue material supply enquiries and assessment of quotations upon receipt
- Pricing of Mechanical & System Installation
- Complete tender document for submission
- Prepare specifications and / or contractors proposals
- Submit tenders and follow up
- Attend site visit and meetings when required
- Any ad-hoc tasks as assigned
Requirements
- Minimum Diploma in Mechanical Engineering
- Past experience in Mechanical costing
- Past experience in Electrical/Interior/Architectural/Structural will be an added advantage
- Good working knowledge of standard forms of measurement
- Ability to work on own initiative and with minimum of supervision
- Good working attitude, Highly motivated and able to work under pressure at times to meet target deadlines
- Good verbal and written communication skills
- Good IT skills – particularly Word, Excel and Powerpoint

The Role
We are looking for a dedicated and experienced Tender Engineer to join our team on a 6-month fixed-term contract at Loyang Crescent, Singapore. The successful candidate will provide technical support to the Proposals team, contributing to the preparation and submission of high-quality proposals.
Duties/Responsibilities
Review Tender documents received to ensure its completeness
Prepare Go/No-Go slides and clarifications pertinent to scope and battery limits
Develop PEP, Method Statement, Schedule, Technical Deliverables, storyboard drawings, technical proposal
Identify minimum vessel specifications, equipment list, manning list to commercial team
Compile relevant input for each tender submission and ensure meets client/ITB requirements
Organize / take part in bid initiation & review meeting
Ensure that technical clarifications are raised well in time to get better clarity on bid submission.
Identify the list of deliverables and administer Proposal Template (i.e. PEP, Schedule, Method Statement, etc) for each bid submission
Source for subcontractor or third-party services when necessary to meet customer requirements
Ensure completeness of Subcontract Enquiry Packages and availability of Subcontract offers well in time
Ensure Subcontractor responses are complete & tabulated accurately on a Technical Bid Evaluation spreadsheet
Perform all in-house co-ordination for preparation of bid including follow-up, collection of input from various sub-contractors or 3rd party
Ensure that bid submission requirements are fully complied with all necessary supporting information furnished
Assist Proposals Team in the identification, evaluation and ranking of risks as well as developing a strategy to manage and mitigate the risks to Company
Respond to client/vendor clarifications in a timely manner
Contribute to the Gate Assessment
Requirements
At least 4-5 years of project experience in oil & gas industry related specific to EPCI/ T&I for floaters, SURF, subsea installation, decommissioning etc
Excellent knowledge of Microsoft Office Suite and Adobe software, MS Project, AutoCAD
Ability to prioritize with good time management
Able to work independently with minimum supervision
Attention to detail together with the ability to work and solve problems independently
Ability to work in a team and take constructive criticism with open mind
