Job Duties and Responsibilities:

The Senior Manager of IT Procurement is responsible for overseeing the procurement and contract management processes within the IT Department, ensuring compliance with Corporate Procurement, Finance, and Legal policies. This role ensures all procurement activities are completed promptly, and key documents are properly secured through trackers, meetings, or other monitoring mechanisms. The Senior Manager also supports the IT teams in liaising with internal and external stakeholders and provides advice when needed.

Procurement

  • Establish monitoring mechanisms to  oversee the completion of all IT procurements.
  • Work with Corporate Procurement department to improve efficiency and transparency for IT procurements.
  • Guide IT teams through procurement activities and preparation of documents such as approval paper and tender specifications.
  • Maintain weekly communications with the IT teams to discuss about the procurement items and action plans.
  • Maintain and review key vendor relationships in terms of service delivery and performance.
  • Drive cost saving initiatives within IT to ensure Mandai technology spends are within industry best practices.
  • Helps to establish and facilitate strategic relationships with key suppliers of IT to ensure strong partnership and continual support from these suppliers.

Contract Management

  • Guide IT teams in preparing the Standard Terms and Conditions (STC) after award approval is obtained.
  • Ensure compliance with Legal policies on reviewing contracts and/or other legal documents.
  • Assist IT teams in amending STCs based on Legal's review points or comments.
  • Review commercial terms in contracts and highlight concerns to the IT teams for discussions.
  • Establish processes to oversee the retention of contracts and key procurement documents within a central repository.

Compliance

  • Maintain and improve IT Procurement and Finance processes to be compliant with relevant corporate policies and audit requirements.
  • Identify and record non-compliances within IT Procurement and Finance function.
  • Acts as point of contact for any procurement-related audits.
  • Give periodic trainings to IT department on procurement updates and key non-compliances.

Job Requirements:

  • Bachelor's degree in Business, Accountancy or a related field.
  • 10+ years of experience in IT procurement, preferably in large and complex organizations.
  • Strong understanding of procurement activities, legal contracts and industry standards. A good understanding of IT setup and operations is preferred.
