MANAGER / SENIOR SYSTEM ANALYST, CITIZEN SYSTEMS

(What you will be working on)

We are seeking a candidate with business analysis experience in Customer Relationship Management (CRM) for the next generation Enterprise Feedback Management System (EFMS). The role involves contributing to the development of public feedback and resolution processes using AI, integration with asset management system/external agencies systems.

(What we are looking for)

• Knowledge in IT, Computer Science, Engineering or a related field

• At least 5 years' experience in IT project/contract management

• Excellent in writing papers, tender specifications, contracts and etc

• Working experience in software testing methodology and tools

• Experience in government procurement processes is a plus

• Knowledge of at least one Customer Relationship Management (CRM) and/or unified workflow management system(s) such as Salesforce, ServiceNow, Microsoft Dynamics, Pega, Appian, OutSystems, and/or equivalent system.

• Evaluate and perform feasibility study of multiple CRMs and/or unified workflow management system that utilizes AI to automate tasks, route cases using AI and GIS/Geospatial/location data, streamline processes, and improve customer experiences.

• Draft clear and actionable user stories, supporting effective communication between business and technical teams.

• Experience in service journey exercise and design thinking will be an added advantage

• Ability to work collaboratively with diverse stakeholders and adapt to a dynamic, fast-paced environment.

Summary of the Role:

The Systems Analyst serves as the critical interface, bridging the gap between complex business requirements and robust technical solutions within systems delivery projects.

Reporting to the Project Manager, the Systems Analyst will collaborate closely with business stakeholders and project team to understand their needs, then meticulously translates them into detailed system requirements, functional specifications, and crucial non-functional requirements such as performance, security, and scalability.

Key Responsibilities:

• Responsible for creating comprehensive project documentation, including Systems Requirements documents, Technical Specification documents, User stories, and Process flows, all designed to effectively communicate project requirements to development teams.
• Facilitate seamless communication among business users, technical teams, and project managers, adeptly resolving any ambiguities that may arise.
• Collaborate closely on Solution Design, and conduct business-technical alignment.
• Participate in troubleshooting efforts, ensuring smooth execution and minimal disruption to operations.
• Actively contribute in technical-related discussions with development teams.
• Actively support User Acceptance Testing (UAT) to ensure delivered software precisely aligns with defined requirements.
• Involve and contribute to change management and broader project administration.
• Analyze the technical impact of proposed changes on existing systems/solutions, documenting revised specifications, and contributing to project planning, and risk identification for system-related aspects.

Requirements:

• Candidate must be a Singapore Citizen .
• Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, or a related field.
• Minimum of 3 years of demonstrable experience as a Systems Analyst in IT systems delivery projects.
• Knowledge and experience in the following technological areas will be advantageous:

- J2EE-based solution & development for WebSphere/Weblogic Application Servers and Oracle/MSSQL Database Servers.

- .NET based application development, including thick client C# application development.

- Understanding of event-based architecture and microservices.

- CI/CD practices and tools.

- Domain Knowledge in National ID Cards, E-Passports, Biometrics, Smart Cards, Immigration Clearance Gates.

• Proven experience working on enterprise-level projects with complex business processes and integrated systems.
• Ability to conduct technical assessments, analyze system architectures, and translate business needs into technical specifications.
• Ability to work independently and as part of a highly collaborative team in a fast-paced, dynamic environment.
• Ability to work under a tight timeline, in a complex customer environment, preferably in mission-critical, 24/7 environments with significant customer-facing responsibilities.
• Strong analytical and problem-solving abilities with keen attention to detail.
• Strong understanding of Software Development Life Cycle (SDLC) and various methodologies
• Strong communication (written and verbal), presentation and interpersonal skills

We are looking for a Network & Systems Engineer with a strong focus on network infrastructure to join our team. In this role, you will directly engage with clients, manage vendors, and support the design, implementation, and maintenance of network solutions. You will be responsible for analysing business requirements, ensuring network performance, and coordinating with vendors to deliver reliable IT services. This role is ideal for candidates with 1–3 years of experience in system/network analysis or engineering.

Job Description:

1. Systems Administration & Support

• Analyze, configure, and support enterprise systems (ERP, Microsoft 365, SharePoint).
• Troubleshoot system/application issues and provide Level 2/3 support.
• Prepare and maintain technical documentation, including workflows, network diagrams, and system configurations.
• Provide end-user training and post-implementation support.

2. Network & Cyber Security Management

• Administer LAN/WAN, switches, routers, wireless access points, and firewalls.
• Monitor and optimize network performance (speed, availability, and security).

• Assist in the implementation of IT security policies and compliance controls.

3. Cloud Services & Virtualization

• Support cloud migration projects and optimize resource usage.
• Ensure cloud and virtualization environments are secure, scalable, and cost-efficient.

4. Client & Vendor Engagement

• Work directly with clients to gather requirements, provide technical consultation, and propose suitable system/network solutions.
• Manage vendors and service providers to ensure SLA compliance and timely delivery.
• Support the design, configuration, and deployment of IT and network solutions for projects.

5. Integration & Process Improvement

• Ensure seamless integration across ERP, HR, Finance, and Project systems.
• Continuously review and optimize IT infrastructure to improve efficiency and reliability.
• Provide data analysis and reporting to support decision-making and process improvement.

6. IT Infrastructure & Asset Management

• Maintain an up-to-date inventory of IT hardware/software assets.
• Manage IT procurement and coordinate with vendors.
• Support commissioning and decommissioning of IT resources.

Job Requirements:

• Diploma/Degree in Computer Science, Information Technology, Network Engineering, or a related field.
• 2–5 years of experience in IT systems/network analysis, network engineering, or related fields.
• Hands-on experience with routers, switches, firewalls, wireless access points.
• Strong knowledge of TCP/IP, DNS, DHCP, VPN, VLAN, and network monitoring tools.
• Proficiency in Microsoft 365, SharePoint, ERP/HRMS systems.
• Experience with Microsoft Azure, Active Directory, virtualization (VMs).
• Familiar with backup, recovery, disaster recovery, and cloud security practices.

What You'll Be Doing

Network Engineering

• Design, implement, and maintain LAN, WAN, WLAN, VPN, and firewall systems

• Configure and deploy network appliances, routers, switches, and load balancers (e.g. Cisco, Fortinet)

• Conduct vulnerability assessments and support remediation across network layers

• Troubleshoot network performance issues and ensure minimal downtime

• Work closely with clients and teams to generate system specs and present architecture solutions

System Engineering

• Plan, execute, and monitor IT infrastructure setup and upgrades (on-prem and virtualised)

• Manage and maintain Windows, Unix/Linux servers, virtual machines, and databases (e.g. SQL Server, Oracle)

• Perform routine preventive maintenance and respond promptly to system alerts and issues

• Support operational systems to meet SLA requirements

• Participate in change management, disaster recovery, and patch management processes

What You Should Know or Be Eager to Learn

Preferred Technical Skills (not mandatory)

• CCNA certification is required; CCNP is a strong advantage

• Familiarity with Microsoft Windows Server, Linux/Unix OS, and VM environments

• Basic database knowledge (e.g. SQL Server, Oracle)

• Hands-on experience with networking devices (e.g. Cisco routers/switches, firewalls, VPNs)

• Understanding of system hardening, patching, and ITIL-based operations
