This role seeks to drive the implementation of post-18 disability programmes which are being piloted. This includes working with the appointed service partners for the Enabling Services Hub (ESH) and community partners to help the ESH pilots achieve the key objectives and outcomes.
Duties and ResponsibilitiesPlay a crucial role in supporting the AD (Service Management and Partnerships) to (i) oversee partnership management and engagement; and (ii)Project and Service Management.
Key duties include:
Partnership Management and Engagement
- Account manager for appointed service partners with responsibilities covering regular engagement on strategies, challenges and issues in meeting KPIs / outcomes.
- Track, monitor and evaluate the service delivery, performance and outcomes of pilot programmes, analyse the data and generate monthly progress reports.
- Responsible for identifying, engaging and cultivating partnership opportunities to foster collaboration with the appointed service partners, enhancing programme or service offerings which is aligned with the pilot objectives.
- Oversees and maintain accurate records, documentation and communication of stakeholders' engagement and collaboration plans.
Project and Service Management
- Project management, including overseeing end to end procurement process, from preparation, evaluation to award, ensuring compliance with organizational policies and procedures.
- Support the team in service management planning efforts such as developing and enhancing operational processes, workflows, guidelines and resources to support the appointed service partners.
- Provide secretariat support and undertake other duties, support additional projects as required.
- A good degree in relevant disciplines with at least 5 years of relevant experience in service management, stakeholder engagement or have run new programmes / pilots
- Possess good project management and problem-solving skills
- Strong ability to navigate and respond to shifting priorities, emerging challenges in dynamic working environment
- Resourceful and a proven ability to multi-task effectively
- Comfortable to collaborate and work with all levels of internal and external stakeholders
- Proficient in MS Outlook, Word, Excel, PowerPoint

The Disability Support and Services Division is reviewing and enhancing the continuum of services to better support adult persons with disabilities and their caregivers.
One key project will be to develop and implement a new Proof-Of-Concept (POC) with service providers running day activity centres and sheltered workshops.
We are seeking a highly motivated and experienced Assistant Director to drive the implementation of this POC from pilot to steady state.
The successful candidate will be responsible for overseeing the Enabling Skills for Life Programme (ESLP) POC, working closely with partners and appointed service providers to equip adult persons with disabilities with practical skills to live, learn, work, and play in the community.
Duties and Responsibilities
Provide Leadership in Programme Management
Provide strategic direction and oversight for the ESLP POC, ensuring alignment with organisational goals
Develop and implement plans to achieve the goals of ESLP and monitor the progress against KPIs, including not but limited to:
Lead a team to carry out project management of the ESLP POC. working closely with service providers, MSF and other stakeholders
Engage and work with appointed service providers to uphold the required service standards for ESLP
Monitor and assess the implementation of the POC, and carry out progress reporting to MSF/SGE management
Co-create solutions with stakeholders
Programme Evaluation and Improvement
Develop a data collection and evaluation plan to assess the effectiveness of the POC, and provide recommendations for mainstreaming the POC
Design and implement improvements to programme design with service providers, based on data analysis
Develop suitable output and outcome indicators to track and measured desired outcomes, based on theory-of-change
Review KPIs and resourcing with MSF to ensure alignment with programme goals
Stakeholder Engagement and Partnerships
Engage and partner relevant stakeholders, including service providers, MSF and other government agencies, to support the implementation of the POC
Foster strong relationships with stakeholders to ensure effective collaboration and communication
Team Management
Oversee the team in matters relating to programme management (e.g., progamme fidelity, funds disbursements)
Provide guidance and support to team members to ensure they have the necessary skills and resources to perform their roles effectively
Qualifications, Knowledge And Experience
Minimum 8 years of relevant experience in planning, service or programme development, preferably in a leadership position
Experience in programme evaluation and/or data analysis is highly desirable
Good degree in relevant disciplines
Possess strong analytical and problem-solving skills
Strong team player with excellent communication and interpersonal skills, and the ability to work with diverse stakeholders
Self-driven, adaptable, resourceful and able to multi-task
Strong project management skills, including stakeholder engagement

Primary responsibility is to ensure that students have appropriately written individual education plans and that these plan are being implemented in all school settings.
Pans must be developed following a process that reviews and considers all relevant factors including assessment data curriculum-based measurements and input from all team members.
Is also responsible to monitor the plan to ensure program compliance: that required timelines are being observed; that direct services, accommodations, modifications and other services indicated on the plan are being implemented in all school settings; and that the student is benefitting from the services provided.
