Under the Talent Management arm of the team, we formulate scholarship policies and oversee talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.

(Specific Job Responsibilities)

Responsibilities

Reporting to the Senior Assistant Director (Talent Management), you will lead a team of scholarship officers to support and facilitate the Public Service Commission’s work in securing and developing top-tier talent through PSC scholarships and maintaining oversight on scholarships throughout the public service. Your team will be responsible to:

  • Ensure all-rounded development of scholarship holders. This would include advising scholarship holders on their developmental plans and career options, and counselling those who are not coping well.
  • Oversee the day-to-day management of scholarship administration including finances (e.g. budget, plan and review various expenditures such as maintenance allowances, onboarding, settling-in), legal agreements, university relations and other forms of sponsorships such as Gap Year and internships
  • You will also provide consulting services to the Ministries on scholarship administration.
  • Plan and execute high-signature scholarship events/ceremonies and other development programmes for scholarship holders and information sessions for students in pre-tertiary and tertiary institutions.
  • Network with partners such as local and overseas tertiary institutions, as well as engage pre-University and tertiary students, their parents and teachers.
  • Implement the branding and outreach efforts across multiple platforms (including social media) to enhance the PSC scholarship value proposition to key stakeholders and manage media and international relations.
  • Manage the Scholarship selection exercises.
  • Stay abreast of external practices to recommend leading practices that can be adapted for use in the civil service. Build knowledge management and promote sharing of information and best practices in scholar development methodology and scholarship administration.
  • Oversee and prepare reports for stakeholders and public’s information on the work of the PSC (e.g. Annual Report), as well as for Senior Management when required.

Key Responsibilities


Some of the specific job responsibilities are listed below:

Collaborate with key stakeholders and other teams in PSD to drive workforce transformation initiatives within their agencies.• Policy-Operations Integration: Provide insights on agencies’ operational needs and constraints to inform and shape HR policies, thus ensuring that these policies can be effectively implemented and are aligned with agency realities.• Public Service Governance: Serve as a trusted advisor and secretariat to group of senior leaders on HR matters, facilitating informed decisions through comprehensive analysis and recommendations.• Manage Stakeholder Engagement: Address and resolve queries and feedback from members of the public and ex-public officers in partnership with agencies and PSD’s Quality Service Manager. Job Description

What the role is:

The Corporate Services (CS) cluster provides key support services for PSD, including Finance, Procurement, Registry and Officer Administration. CS manages PSD’s budget to ensure financial accountability, fiscal sustainability and the effective & efficient use of public resources. It also oversees the implementation of procurement strategy and policies within the organisation, and ensures that the key principles governing procurement are adhered to. In the area of Knowledge Management, CS formulates internal policies and best practices to ensure the retention of knowledge and records across PSD. CS also ensures that officers enjoy a conducive, productive and safe office environment.


What you will be working on:

The Corporate Services (CS) cluster has 4 main functions: (i) Finance manages PSD’s annual budget and makes recommendation on allocation of financial resources; (ii) Knowledge Management oversees the registry and documentation of the thinking of the past and helps with our decision for new ideas and future policies; (iii) Procurement provides advice on procurement matters and reviews procurement submissions for compliance; and (iv) Admin oversees the day-to-day operations in PSD.
Specific Job Responsibilities:
As part of the admin unit, your key responsibilities include maintaining a conducive and sustainable work environment. You will ensure that operations are always conducted effectively and efficiently within Government Instruction Manual Regulations and PSD internal guidelines. Your responsibilities will include the following:

  1. Develop, review and implement internal policies and processes related to workplace, service delivery and facilities management.
  2. Develop and implement initiatives to increase organisation’s awareness on sustainability and promote practices within the organisation to reduce water consumption, increase energy efficiency and resource conservation.
  3. Undertake the entire procurement lifecycle to procure goods and services needed to support the organisation’s operations.
  4. Undertake the monitoring and management of the unit’s budget.
  5. Establish, maintain and review the business continuity plan and ensure contingency plans are in place for activation during times of crisis.

  3. (Administration Management) Ability to supervise and contribute to complex administrative and support initiatives and projects (e.g. review of work processes).
  4. (Business Continuity) Ability to develop and enhance business continuity framework for building resilience with capability for an effective response. This includes managing the execution of emergency exercises and plans.
Personal Traits:
  1. Meticulous with an eye for details and able to handle work in an organised manner.
  2. Self-starter who is both a team-player and an independent worker who can work well under pressure.
  3. Able to manage and resolve issues involving multiple parties and stakeholders.
  4. Embraces design thinking, data analytics and leverage on digital technology to streamline work processes.
Work Experience Required:
  1. Prior work experience in administration, developing and implementing sustainability initiatives and business continuity planning is an advantage.
