Our client is a world leading tank storage company. They are looking for Safety Manager.
The role of the Safety Manager includes:
· Serve as the primary authority on all Safety, Health, and Environmental (SHE) matters, providing strategic leadership and guidance to SHE teams across all terminals
· Partner with Management to design, formulate, and execute SHE policies, shaping the overarching SHE strategy for the organization
· Lead the rollout and execution of the SHE strategic plan across all relevant areas
· Establish annual SHE objectives, action plans, and key strategic priorities for each terminal, ensuring clarity of roles and responsibilities
· Conduct regular evaluations with terminal SHE leaders to assess the relevance and effectiveness of ongoing SHE initiatives
· Advise management on improvement areas, preventative strategies, and corrective actions to address SHE-related challenges
· Align local practices with corporate SHE programs and support their implementation across terminals
· Promote and maintain a strong, proactive safety culture
· Provide expert guidance to management during emergencies or crises, including overseeing the development and maintenance of Crisis and Emergency Response Plans
· Ensure full compliance with relevant safety, health, environmental, and security regulations through systematic reviews, updates, and audits
· Take prompt corrective actions to address non-compliance and enhance regulatory performance
· Oversee the implementation and renewal of the safety case, ensuring all necessary requirements are met
· Manage the SHE risk assessment process, including identifying, reviewing, and mitigating risks
· Monitor the closure of all actions arising from risk assessments, audits, and inspections
· Ensure thorough incident management, including root cause investigations and the implementation of preventive measures
· Coordinate and supervise scheduled SHE audits and assessments
· Track and drive the completion of improvements identified through incidents, inspections, near-misses, and audit outcomes
· Champion continuous improvement initiatives aimed at enhancing safety standards and operational effectiveness
· Serve as the main liaison with government agencies and mutual aid partners on all SHE matters
· Ensure internal alignment among key stakeholders before initiating engagement with external parties on strategic SHE topics
· Foster strong relationships with both internal teams and external stakeholders
· Support and develop SHE capabilities among terminal staff and contractors, ensuring high performance through mentoring, coaching, and motivation
· Lead SHE teams at the terminals to deliver excellence in SHE performance and culture
Requirements:
· Possess a minimum of 15 years of experience in safety, health, and environmental (SHE) management, including at least 5 years in a leadership or managerial capacity
· Holds a degree or equivalent qualification in Engineering or Safety, Health, and Environmental disciplines
· Preferably certified at WSH Level C or higher
· Well-versed in Singapore's safety legislation, including the Workplace Safety and Health (WSH) Acts, regulations, and standards, with the capability to interpret, analyze, and apply regulatory frameworks and industry best practices
· Strong analytical skills, particularly in data interpretation to identify improvement areas and drive enhancements
· Solid understanding of maintenance, operational processes, safety systems, and product knowledge
· In-depth familiarity with SHE standards and procedures
· Proven ability to lead teams effectively and manage personnel
· Excellent communication skills and adept at managing relationships with stakeholders in a positive and constructive manner

Process Safety Manager - Singapore
We are seeking an experienced Process Safety Manager to lead and oversee the implementation of Process Safety Management (PSM) across Leeden Group's gas operations in Singapore, Malaysia, and Batam. The role will also provide support for regional and global PSM initiatives when required. The successful candidate will drive a strong safety culture, ensure regulatory compliance, and deliver excellence in process safety performance.
Responsibility :
- Lead and implement PSM programs across all gas-related operations within the Group.
- Develop, promote, and sustain a strong Safety Culture across the Gas Division.
- Serve as Management of Change (MOC) Leader and Pre-Startup Safety Review (PSSR) Leader.
- Drive the development, implementation, and compliance of best practices for process safety and performance within Leeden Group companies and engineering teams.
- Partner with Department Managers and employees to ensure process safety awareness, alignment, and compliance with PSM standards.
- Conduct and oversee Process Hazard Analyses (PHA) including HAZOP, What-If, FMEA, and LOPA. Ensure recommendations are documented, tracked, and completed.
- Develop and provide oversight for audits, inspections, and risk assessments.
- Ensure effective inspection, testing, and preventive maintenance programs for critical safety systems (e.g., pressure vessels, relief devices, control systems).
- Conduct site inspections, safety training, and safety meetings to assure compliance with PSM requirements.
- Oversee and conduct incident reporting, investigations, and continuous improvement actions related to process safety.
- Perform employee performance reviews and implement continuous improvement programs.
- Ensure adherence to all applicable quality, environmental protection, health, and safety policies and procedures.
- Exercise authority to stop work in case of unsafe acts or conditions and ensure compliance with HSE regulations.
- Perform any other duties as assigned.
Requirements:
- Diploma or Bachelor's degree in Engineering or related discipline.
- Minimum 8 years of supervisory experience with strong leadership skills.
- Preferably more than 8 years of relevant working experience in the oil and gas industry.
- Strong knowledge of Process Safety Management (PSM) principles and regulatory requirements.
- Demonstrated experience as a facilitator for MOC, HAZOP, PSSR, and LOPA.
- Strong business acumen with the ability to balance safety and operational need

- To inform the Project Safety Manager if the corrective actions agreed upon following a workplace inspection are not implemented by the specified date.
To support the Project Safety Manager in ensuring that investigations are conducted for all incidents, including near-misses, and that the findings are documented on the appropriate forms.
Requirements:
- Must be a registered Workplace Safety and Health Officer with MOM.
- At least 5 years of relevant experience in the construction industry preferably 3 years with developer/main Contractor.
- Has obtained certificate in development of a Risk Management Implementation Plan (bizSAFE Level 2) or equivalent.
- Relevant experience in Aviation / Aerodrome sector is preferred.
