Job Description
- Develop, implement & maintain Workplace Health & Safety standards and practices to comply with local statutory requirements and others such as Corporate & International Standards.
- Promote Occupational Safety and Health management in line with ARLANXEO Corporate HSE guidelines and local Singapore regulations
- Lead, assess and reduce the safety & health risk at workplace, identify and prevent Safety & Occupational health diseases at Workplace and maintain employee health database
- Develop Occupational safety & Health awareness programs in the workplace
- Identify external HSE training needs and maintain all the Safety & Health related training records and ensure it comply with local health legislation.
- Conduct Safety & Health requirements compliance audits, Risk Assessments; Accident and Incident investigations
- Develop and coordinate Occupational Health inspection program at workplace, ensure regular audits and recommend appropriate precaution or hazard control measures
- Conduct and coordinate the necessary medical examinations for employees.
- Lead and ensure the organization Occupational Health system and practices are in compliance with local legislation
- Training of employees on the Group Occupational Health policies and procedures and ensure the compliances
- Person in charge as an IMS Process Owner.
- Perform other duties as required and described by HSE Advisor and Head of HSSEQ.
Requirements
- Diploma/Degree in Workplace Safety and Health or equivalent, with at least 5 years’ of relevant experience in Oil & Gas / Petrochemical industry.
- Excellent knowledge of Risk Management, Local HSE Regulations (such as WSHA, WICA) and Singapore Standards (such as SS506).
- Familiar with PI, Microsoft Office, Project, Outlook and SAP systems.
- Self-confident and able to work independently with minimum supervision but also, a good team player.
- Good interpersonal, analytical, troubleshooting and problem solving skills.

Role Description
We are looking to hire a highly motivated and competent WSH professional to drive safety practices and initiatives in the organization. The person will be responsible for developing and implementing WSH policies, ensuring safety compliance with regulatory requirements, review risk assessment and supervise subordinates accordingly.
Responsibilities
1. Appointed as Workplace Safety & Health Officer (WSHO) for the Cogent Holdings Pte Ltd Group of companies including Health, safety and Environmental (HSE) compliance

3. Safety Case Lead for location: 1 Buroh Cresent and 15 Tembusu Crescent; to obtain MHI Certificates for both sites and be responsible for subsequent audits and renewals
4. Ensure that all HSE processes and procedures are implemented and standardized across Cogent Holdings Limited Group of companies facilities by providing leadership, training and support
5. Assist in all aspects of incident investigation including verifying the root cause and approving the implementation of preventive measures
6. Ensure that the emergency response systems, policies and procedures are in place, including CERT audits, fire drills, training and regular update of written programs/plans
7. Implement and maintain environmental health and safety programs involving hazard identification, evaluation and control, accident/injury prevention, emergency preparedness, fire/lift safety and environmental regulatory compliance including conducting regular inspection of work sites
8. Advise the operations department on work plan, Risk Assessment, Safe Work Procedures, etc. to ensure their compliance with the legal/regulatory requirements (e.g. WSH Act/Regulations, Fire Safety Act, and etc.)
9. Assist in external audits, renewal of all certifications and liaise with relevant authorities on safety related matters
Requirements
1. Diploma or Degree in Workplace Safety & Health or related field of study
2. Certified WSHO and FSM
3. At least 5 years of relevant experience, preferably in logistic industry
4. Familiar with legal requirements related to WSH Acts

- Minimum 12 years of EHS experience in the construction field, with at least 7 years in a managerial capacity for building projects.
- Strong all-rounded knowledge in EHS management (e.g. ISO9001, ISO14001 & OHSAS 18001), EHS regulations, and planning capabilities to support construction progress and operations in Singapore.
- Good experience in environmental and OSHA compliance, sustainability, risk assessment and reduction, occupational health and safety, and industrial hygiene is essential.
