Job Description

A highly qualified and experienced Health, Safety and Environmental (HSE) Officer who will be responsible for ensuring the highest standards of health, safety and environment practices on our construction sites. This role requires a Registered Workplace Safety and Health Officer (WSHO) with substantial experience in managing safety on construction sites similar to our projects.

Role Responsibilities:

  • Preparation and implementation of HSE Program
  • Develop, implement and review safe work procedures and Risk Assessment at project requirements
  • Participate and involve in ISO system implementation and audit
  • Establish WSH training matrix and programs for staffs
  • Promote and conduct safety & environmental Awareness sessions to all Staff and workers regularly
  • Ensure all work practices comply with company safety policy, statutory legislation and requirements
  • Assist in scheduling of HSE meetings such as committee, mass tool box etc
  • Able to lead fellow colleagues and inculcate them towards a safe working culture
  • Compile all relevant report and records, carry out daily safety inspection
  • Prepare and submit weekly safety report as required by management and clients
  • Investigate workplace accidents and injuries and establish corrective and preventive actions
  • Point out and discuss environmental health irregularities such as mosquito and fly breeding, rodent infestation, noise/ dust/water pollution, poor housekeeping, earth littering, poor refuse management, poor maintenance of sanitary facilities, etc. with the occupier of the construction site and recommend measures to rectify such irregularities;
  • Report and submit a Site Environmental Control Report to relevant stakeholders once every monthly
  • Organize campaigns, training courses and other activities to develop and sustain the interest of workers in maintaining good environmental health standards in the construction site.
  • Evaluate WSH non-compliance, unsafe work conditions and practices to identify WSH performance gaps.

Role Requirements:

  • Bachelor's Degree / Diploma in Engineering or related with minimum 5 years of relevant experience in construction industry
  • Minimum 5 years of practical experience in WSH Officer relevant work in construction sector
  • Proficiency in Microsoft Application
  • Location: Toa Payoh project site

Responsibilities
To support EHS Manager to ensure the compliance and continuous improvement of all EHS operations at workplace to comply with workplace safety and health, environmental and other legal requirements.
Monitor the implementation and performance of EHS programs and work activities in order to advice management so as to improve on any deficiencies and WSH Act, environmental and other legal non-compliances.
Conduct necessary risk assessment and assist preparation of method statement

Conduct site environmental, health and safety induction and training where necessary.
Assist in the maintenance of all EHS management system documentation.
Coordinate and monitor compliance with ISO 14001, ISO 45001,and risk management program requirements.
Conduct regular site EHS inspections and the reporting of all safe and unsafe conditions, including the follow-up actions until closure.
Direct the issuance of Notices of Non-Compliance to contractor/subcontractors found in violation of EHS rules & regulations, and follow-up to ensure compliance.
Ensure all lifting gears, appliances, electrical equipment are inspected and records are up to date
Assist with the training and competencies of the emergency response teams
Requirements
Diploma in Engineering/Occupational Safety/Health or GCE 'O' Levels/GCE 'N' Levels or equivalent
2 to 5 years experience in construction industry, preferably in Facilities Management/Data Centre/M&E Projects
WSQ Advanced Certificate in Workplace Safety and Health (Level B) or equivalent qualification recognized by MOM
Keen eye for detail on site work activity to eliminate hazards and risk
Detailed understanding and knowledge of WSH Act, environmental and other legal requirements
Has a good safety mindset and displays good WSH behaviour.
