Roles & Responsibilities

Key Responsibilities:

Project Management & Execution

  • Manage full lifecycle of retrofit and upgrade projects from technical proposal and contract award through design, procurement, installation, commissioning, and handover.
  • Oversee project scope, schedules, resources, and financial performance to meet budget and delivery targets.
  • Lead coordination with internal teams (engineering, procurement, field service, logistics) and external vendors/subcontractors.
  • Ensure compliance with company's global standards on safety, quality, and environmental performance.
  • Conduct project risk assessments and implement mitigation plans.

Technical & Engineering Support

  • Work closely with global engineering centers to define technical solutions, including dual-fuel conversions (LNG, methanol, ammonia), emission control retrofits, and automation upgrades.
  • Review engineering drawings, installation plans, and technical documentation.
  • Support troubleshooting, commissioning, and performance verification at customer sites.

Customer & Stakeholder Management

  • Act as the primary contact for customers in the Asia Pacific region throughout project execution.
  • Provide transparent updates on progress, risks, and variations; ensure customer satisfaction at all project stages.
  • Collaborate with Sales and Technical Support teams to identify and develop new retrofit opportunities.
  • Represent the company at technical meetings, site visits, and regional industry events.

Commercial & Strategic Contribution

  • Support proposal development by providing cost estimates, resource plans, and schedules.
  • Contribute to annual business planning, sales forecasts, and profitability analysis for the Retrofit & Upgrades segment.
  • Drive continuous improvement in project management processes, vendor performance, and cost efficiency.
  • Promote the company's sustainability goals through customer advisory on low-carbon retrofit solutions.

Qualifications & Experience

  • Bachelors degree in Mechanical, Marine, Electrical, or Process Engineering (or equivalent).
  • 710 years of relevant experience in project management or engineering, preferably within marine propulsion, power generation, or heavy engineering sectors.
  • Proven track record managing multi-disciplinary retrofit or upgrade projects.
  • Knowledge of two-stroke and four-stroke engines, control systems, or emission technologies is a strong advantage.
  • Strong commercial understanding and contract management skills.
  • PMP / PRINCE2 certification preferred.
  • Willingness to travel regionally for site supervision and client meetings.

Job Scope:

  • Develop and manage the full suite of procurement documentation for demolition and earth works, including tender specifications, evaluation criteria, and cost estimates.
  • Ensure all procurement activities comply with the Government Instruction Manual on Procurement including adherence to proper approvals, tenderingprocedures, and evaluation frameworks.
  • Coordinate with technical officers, consultants, and relevant regulatory authorities to ensure that demolition proposals meet all statutory and safety requirements.
  • Manage contract implementation to ensure adherence to contractual obligations, Workplace Safety and Health (WSH) standards, and environmental regulations.
  • Monitor project milestones, process variation orders, and administer payments in accordance with Government contract management protocols.
  • Ensure all procurement and contract decisions are properly documented and auditable.

Requirements:

  • A recognised degree in Civil Engineering, Building, Construction Management, Quantity Surveying, Accountancy, or a related discipline.
  • Proven experience in contract and procurement management, with the ability to lead end-to-end tender processes and contract administration in compliance with the Government Instruction Manual on Procurement.
  • At least 5-7 years of relevant working experience in project management, contract administration, or asset/decommissioning works is preferred.
  • Strong professional expertise in demolition and earthworks, including knowledge of demolition methodologies, soil excavation, ground reinstatement, and management of underground utilities.
  • Sound understanding of regulatory and safety requirements, including familiarity with the WSH Act and regulations, as well as environmental compliance in areas such as waste management, noise and dust control, and construction by-product disposal.
  • Financial and governance acumen, with experience in budget preparation, cost control, verification of contractor claims, and alignment of demolition outcomes with fixed asset accounting and disposal requirements under the Government Instruction Manual on Finance.
  • Strong project and risk management skills to ensure that the project progresses on schedule and the contractor puts in place proper plans, documentation and processes to mitigate risks such as geotechnical instability, site contamination, and hazardous materials.
  • Effective stakeholder management and communication abilities, to coordinate with consultants, contractors, and multiple regulatory agencies, and to present complex technical and contractual matters to management, if required.

Working Hours: Monday – Thursday, 9am to 6pm, Friday – 9am to 5.30pm

(Hours may vary depending on the task requirements)
