• Mid-Career Leadership Track (MCLT)

The Public Service values the experiences of mid-career entrants outside of the Public Service and is interested to groom talents with the heart to serve. The Public Service will be introducing the "Mid-Career Leaders Track" - a central gateway for mid-career entrants with the potential and aspiration to serve in Public Service leadership.
Key Features of MCLT:

• Central gateway for mid-career entrants to for Leadership Programmes in the Public Service
- Candidates may be considered for the PSLP Sectoral Phase (SP) or the Administrative Service (AS), where they would be supported in deepening their competencies either within a sector (PSLP SP) or across 2-3 sectors (AS).
- Candidates can without needing to choose to join the AS/PSLP or any specific government agencies. Successful candidates will be placed onto the appropriate leadership programme, where their past work experiences will be taken into account when curating relevant postings / developmental opportunities, based on the assessed calibre, readiness and seniority.
- The AS aims to develop multi-sectoral leaders with whole-of-government perspectives and capabilities, to formulate and implement policies that will improve the lives of Singaporeans. The career path of the AS can be found here.
- The PSLP aims to develop sectoral leaders for key leadership positions within the Public Service. There are 2 phases in this talent development programme. • Structured job placement and onboarding support to support mid-career officers' transition to the Public Service
- For their first one or two postings, officers on the MCLT will select from a list of curated jobs that provides developmental exposure while having adjacencies to their previous work experience. This allows officers to leverage their expertise and experiences in making substantive contributions, while supporting their learning and transition into the Public Service. Officers can look forward to a meaningful career journey across a variety of postings such as job roles in policy-operations as well as stakeholder mobilisation and engagement, which will tap on officers' knowledge, skills and perspectives.
- A tailored onboarding experience with structured and personalised onboarding process to support officers' transition on the MCLT. This is especially for working professions without any prior experience working in the Public Service.

What you will be working on:
Join a team of changemakers on a mission to redesign the motoring experience – creating a future where transactions happen effortlessly, touchpoints are thoughtfully designed, and where every interaction in a delight. You will be part of a team to reinvent the One Motoring platform, building new capabilities to enable real-time billing, personalised dashboards, and intuitive user flows.
As Deputy Director, Partnerships, you’ll lead high-impact collaborations with motoring ecosystem partners. You’ll tap on your industry expertise and your network of senior leaders across payments, automotive, insurance, and mobility sectors, to shape the future of motoring.
What You’ll Do
Shape Partnership Vision: Define a partnership strategy to build synergies with vendors and industry partners, nurturing a portfolio of partners across payment and motoring providers, aligning business ambitions with digital transformation goals.
Secure High-Impact Partnerships: Identify, assess, and prioritise opportunities – spearheading negotiations and structuring commercial agreements to secure partnerships with key sector players.
Own the Change: Provide change management leadership, securing the buy-in of the different user segments and ensuring that industry partners and the everyday motorist are confident in using the new systems and understand how to seek help.
Relationship Management: Serve as the senior liaison to strategic partners, maintaining strong trust, alignment, and executive sponsorship across these relationships.
Influencing for Success: Work with industry and government partners to push the digital motoring agenda, influencing partners to advance LTA’s policy and technology positions.
Foster & Lead a High-Performing Team: Build a partnership and change management team, instilling a culture of excellence, strategic thinking, and execution rigor.
What we are looking for
At least 12 years of experience in strategic partnership or business development for automotive, mobility, or related digital industries, with at least 5 years in a leadership role.
Proven success in leading and scaling high-performing teams, fostering talent, and instilling a culture of critical thinking and execution excellence.
You have an extensive network of senior leaders and decision-makers in the industry, with a track record of leveraging relationships to drive large-scale partnerships.
Possess exceptional commercial acumen, with expertise in contract negotiations, deal structuring, and managing multi-million-dollar partnership agreements.
Highly influential and articulate, capable of engaging senior government officials, industry leaders, and business executives with clarity and authority.
Excel at navigating cross-sector dynamics, aligning diverse stakeholder interests, handling conflict, and managing multi-faceted partnership portfolios.
Proven experience in change management, working at different levels of an organisation to engage, build awareness, and nurture desire for change execution.
Familiarity with legal principles in contract law, government approval frameworks, and public-private partnership mechanisms is a significant advantage.
