The Public Affairs team seeks to position, project, and protect the Temasek brand and reputation. We adopt an agile and multidisciplinary approach to communicate and engage with our stakeholders as well as deepen their understanding of Temasek – what we do and why we do the things that we do. This work includes proactive reputation, media and issues management.

Responsibilities

This is a leadership role within the Public Affairs (PA) team that will provide strategic counsel to our internal and external stakeholders on Media and Issues Management, Brand Building, as well as Reputation Management. It will also involve formulating and executing effective communications strategies and programmes. The candidate will be one of the senior team leaders within the PA team and is expected to have strong people management experience.

The candidate will be expected to develop a deep understanding of Temasek and its portfolio, and the acute ability to anticipate and identify potential issues and their impact on Temasek’s reputation and provide counsel effectively. This will require a strong grasp of the global media landscape and the expertise to influence and shape public perceptions of Temasek.

The candidate must have strong media networks and be adept and comfortable interacting with media at the highest levels in Singapore, regionally, and globally. The role requires an experienced, independent, and excellent communicator with outstanding writing skills and clarity in thinking and presentation style.

Requirements
  • About 20 years of relevant work experience; past experiences in global firms across diverse cultures would be an advantage
  • Degree in Communications, Media, Business or a related field
  • Deep expertise in managing reputational issues and transactions related communications
  • Strong media relations skills and global network
  • Leadership experience in managing teams
  • Highly responsive; able to perform in a fast-paced environment and across markets dealing with the 24/7 news cycle; and can effectively meet tight deadlines
  • Able to quickly assimilate complex issues and transactions, and highly skilled in distilling the complex into relatable and impactful messages to target audiences
  • Excellent writing and collaboration skills, including a strong ability to lead juniors by example, and to engage senior stakeholders with persuasion and influence
  • An effective team player who is able to contribute towards shared goals

The Role

The Alliance is looking for a highly-driven and motivated Global Public Affairs Manager . The successful candidate will be a key member of our Corporate and Public Affairs team, responsible for engaging on existing and future public policies and their impact on the mission and operations of the Alliance.

This position reports to the Director of Global Public Affairs. The Global Public Affairs Manager works alongside the other members of the Global Public Affairs team, as well as with the Communications, Projects and Memberships teams to achieve the Alliance’s core strategic and aspirational objectives while building and enhancing the organisation’s profile and reputation amongst governments and other stakeholders. This will include supporting the CEO, Senior Leadership Team, Alliance member companies and key stakeholders, to achieve our collective ambition.

The Global Public Affairs Manager supports the development of policy engagement strategies and helps drive their implementation to uphold the public reputation of the Alliance. The Global Public Affairs Manger will be responsible for policy research, stakeholder mapping, and assisting in driving engagement with stakeholder groups, including national and local governments, intergovernmental organizations, member companies and industry associations, non-governmental organizations, and partners, to build a positive reputation for the organization and influence desired outcomes. The role is based in Singapore at the Alliance headquarters.

Key Responsibilities

Global Public Affairs Strategy

  • Support in the development and implementation of the Alliance’s global public policy strategy, including identifying, monitoring and analysing policy issues affecting the Alliance.
  • Drive the implementation of the Alliance’s global policy stakeholder engagement strategy covering national and local governments, Inter-governmental Organisations, industry, and NGOs. This will include building and sustaining relationships with stakeholders to enhance their understanding and awareness of the Alliance’s mission and operations.
  • Propose, develop, enhance, and maintain meaningful relationships with targeted government ministers and high-level government officials, intergovernmental organisations, industry associations NGOs, external partner organizations, and member companies.
  • Build and manage proactive relationships with key external stakeholders who will help to shape, promote, and protect the Alliance’s positioning, including the media (in collaboration with the Communications team), governments, and industry.
  • Clearly articulate the strategic positioning and key messaging for identified stakeholders.

Member Relations

  • Support in maintain a close connection with the public affairs teams of member companies specifically related to collaborative opportunities, messaging, and policy developments

Function Responsibility

  • Support the Alliance’s Senior Leadership Team, Director of Global Public Affairs and other senior executives of the Alliance for all engagements with government officials, policymakers, and other relevant stakeholders.
  • Execute the Alliance’s Global Public Affairs strategy with the goal of ending plastic waste in the environment.
  • Build and maintain relationships with policymakers and their staff.
  • Manage public affairs consultants to ensure coordination and strategy execution.

Qualifications / Experience / Qualities

  • Bachelor’s degree in a relevant field. Post Graduate qualifications will be an advantage.
  • Public policy professional with 8 to 10 years’ relevant experience in multinational, commercial, inter-governmental and/or non-profit organisations, working in a global or regional role.
  • Experience in public policy and strategic communications (optional), especially in efforts to reach policy makers, opinion leaders and relevant stakeholders.
  • Experience, understanding and interest in purpose, enabling positive social impact, environmental and sustainable development issues.
  • Critical thinker with the ability to engage executives and influence peers. Highly collaborative and results-driven who can work effectively to help drive consensus and progress among a varied stakeholder group with diverse priorities.
  • Willing to work across multiple cultures and time-zones
  • Willing to travel
  • Demonstrated ability to successfully implement multi-market programmes.

About the role:

The ED, Public Affairs Asia Aspiring will spearhead policy thought leadership for the Asia Aspiring cluster, staying ahead of emerging trends and aligning with cross-functional teams to drive local and regional policy priorities in Asia Aspiring cluster countries. The role entails fostering collaboration between countries, providing strategic guidance, and executing advocacy initiatives tailored to the cluster's needs. Building strong networks with stakeholders will be crucial in advancing Novartis' objectives across the region.

Major Accountabilities
  • Represent Public Affairs in Cluster LT and manage Country PA teams – taking responsibility for the complete performance management cycle.
  • Drive policy thought leadership for Novartis in Asia Aspiring cluster countries on key areas, aligned with overall APMA PA policy priorities.
  • Proactively monitor emerging geo-political, policy and regulatory topics across the cluster, including through data-driven scenario planning and provide timely, quality insights to management.
  • Partner and align with cross-functional partners (e.g. Value & Access, Patient Advocacy, Communications, Medical, Healthcare Systems) to drive Novartis policy priorities locally.
  • Align with cluster countries on local policy priorities, and interface with Asia Aspiring cluster country PA leads to calibrate local view and inputs on key policy areas and strategic country plans.
  • Align with regional PA Portfolio Advocacy lead to drive regional and local execution of advocacy activities in the Asia Aspiring cluster.
  • Build and maintain strong network and partnerships with defined stakeholders across the cluster and lead above-country trade association work for the Asia Aspiring cluster.
  • Build regional platforms to support country stakeholder engagement on key policy priorities and compile briefings for senior management.
Minimum Qualifications
  • Master Degree (e.g. MSc) / University Diploma or equivalent in relevant discipline.
  • Extensive years of progressively responsible life sciences industry experience in policy, strategy or policy intelligence roles.
  • Strong understanding of the regulatory and legislative environment and emerging legislation – especially with focus on healthcare systems funding, pricing, reimbursement processes.
  • Experience in identifying key policy uncertainties and develop predictive scenarios that inform decision-making and risk mitigation strategies.
  • Experience in conducting structured horizon scanning and data-driven scenario planning to anticipate future policy developments and their potential impact on the organization.
  • Evidence of gathering relevant intelligence, insights and information and staying informed of developing policy trends.
  • Fluency in written and spoken English.

Key Responsibilities

Strategy & Campaign Execution

  • Develop and execute strategic communication and issue advocacy campaigns for high-profile, globally recognized clients.
  • Design and implement multi-faceted communication and issue campaigns targeting key stakeholders (government officials, media, consumers, industry leaders).
  • Develop and produce compelling advocacy communications that translate complex policy issues into clear, engaging messages.

Writing & Content Development

  • Create high-quality written deliverables under tight deadlines—issue backgrounders, messaging toolkits, press materials, talking points, and social media content.
  • Draft op-eds, speeches, and thought leadership materials to position clients effectively.

Media & Stakeholder Engagement

  • Support coalition-building efforts, including stakeholder mapping, recruitment, engagement, and activation.
  • Cultivate relationships with agenda-setting media at the national, regional, and local levels.
  • Monitor industry trends and flag opportunities for client engagement.

Business Development

  • Support proposal writing, pitch deck development, and new business opportunities.
  • Conduct research and industry analysis to inform client strategies.

Qualifications & Experience

  • Three to six years of experience in public affairs, strategic communications, and issue advocacy across industries (tech, health, energy, ESG, family offices, crisis and reputation management).
  • Deep understanding and passion for Asia and experience working with global and Asian clients.
  • Interest or experience in research, intelligence, and artificial intelligence (AI).
  • Bachelor’s degree from an accredited university.
  • Strong project management skills—capable of managing multiple projects in a fast-paced environment.
  • Experience developing strategic communication plans across industries such as financial services, healthcare, technology, energy, and consumer goods.
  • Excellent writing and analytical skills—able to craft strategic and creative messaging under tight deadlines.
  • Experience with business development (industry research, proposal writing, pitching) is a plus.
  • Strong client management and interpersonal skills—able to build and maintain relationships with senior stakeholders.
  • Well-versed in global and regional current events.
