A JOB SUMMARY

1 Procurement

• Review specifications, and other relevant documentation

• Liaison and confirmation with overseas supplier/counterparts on materials (quantity, specs)

• Monitor and manage procurement activities to ensure timely delivery of materials and services.

• Prepare and update P&M Manager on material shipment/delivery status.

• Assist & work with P&M Manager in project scheduling to align procurement and cost management with project timelines.

• Maintain accurate and organised documentation of procurement processes, contracts, and cost records.

2 Facility and administrative works

• Perform inspection on campus premises and ensure all essential facilities or services are well maintained as per SOP.

• Perform asset tagging and audit for centres.

• Submission of grants to ECDA under new centre projects

• Attend to the facility management, general maintenance, upkeep and repair of equipment and fixtures and fittings.

• Provide proper maintenance and updating of property contracts.

• Assist in getting quotation and confirmation of renovation & maintenance works for all assigned locations.

• Ensure the proper maintenance of P&M documents / drawings

• Assist in the sourcing of fixtures and fittings and construction materials required for the new sites by identifying new suppliers, agree terms and negotiate supply agreement where appropriate.

• Process payments and invoices according to Company's financial policies and procedures.

3 Adhoc

• Support and assist the Head of the Department and Consultant with the following:

a. to set up and/or streamline department's systems, Standard Operating Procedures (SOP) policy documents, files, manuals, guidebooks and handbooks.

b. to improve documents management, reporting and claims submission.

c. Monitor and track contractor performance before and after each service to ensure compliance (e.g., air conditioning services). Consolidate the performance metrics in a spreadsheet for reporting purposes and maintain records for management.

• Undertake any other adhoc duties or projects as assigned by Manager.

Minimum ITE or Polytechnic Diploma in Facilities Management, MEP/Construction or any other relevant background.

Overview

Performs and understands a variety of tasks associated with servicing customer product. Learns and applies developing knowledge of department and individual performance metric relationships, basic product design principles, data analysis, and operation cost components.

Responsibilities

• Services customer product, including evaluating and validating customer complaint information, repair history, troubleshooting, and contract entitlement.
• Creates work instructions, check sheets, or other process documentation.
• Develops familiarity with a larger subset of products and processes, repair tasks that require specific skills learns and basic product design principles; follows general work instructions for

• Trains associates in basic work assignments and shares information with the team in regards to new learnings.
• Complies with all required safety practices, and regulations; participates in safety meetings, committees, and/or audits.
• May perform activities to calibrate tools and maintain equipment.
• May obtain certification as an emergency responder.
• May obtain training in other areas of safety (i.e. fire extinguisher use).

Qualifications

• Working closely with a team of maintenance colleagues to ensure all jobs are performed safely, to a high standard of workmanship, and according to the specifications and SOPs
• Monitor and oversee the servicing and maintenance work carried out by external contractors to ensure works are completed according to specifications
• Possess hands-on experience and having a hands-on approach to getting work completed in the repair and maintenance of cold room systems, equipment, machinery, building fixtures and fittings including electrical works
• Conduct daily facility inspections and identify any defects or potential issues Perform maintenance and repair with machinery equipment Etc., Refrigerant Systems indoor/outdoor units, compressor, evaporator, condenser, cooling tower

Key Responsibilities

Lead and control outsourced operation, maintenance and service team to follow up on preventive and reactive work orders. Ensure timely execution and completion to work orders. - Work with engineers to drive optimisation of the allocation of resources for the maintenance activities. - Align with all site EHS requirements and participate actively in EHS site wide program (e.g. work permit, LOTO, safety inspection). Active participation with partners to address safety concerns. - Work with Facility Engineer to establish maintenance procedures, maintenance service contracts and maintenance programs to maintain compliance with regulatory codes, corporate and budgetary requirements, and to sustain safe, reliable and efficient operation. - Ensure safe and quality service of all building MEP and process utility equipment include but not limited to HT/LV switch gears, MSBs and downstead electrical panels, Transformers, UPS, ATS, STS, Generators, VSDs, Chillers, Cooling Towers, Pumps, AHUs, MAUs, FFUs, FCUs, PCW, UP/DI/RO Water Plant, Wet Scrubber, CDA, PVAC, Special Gases, Waste Water System, Fire Protection, Lighting Control System, BMS and AV equipment. - Establish effective service contracts/agreement with vendors with the necessary spare part list and effective inventory level to ensure maximum equipment uptime. - Thoroughly review maintenance service reports, preventive maintenance checklists, repair log sheet and equipment downtime to improve the Utilities and Facility systems. - Proactively attend to complaints or abnormalities and resolve the issues timely. Lead/Participate in Root Cause analysis and Safety Incidents, implement corrective & preventive measures and drive records for timely closure to prevent recurrence. - Work together with Facility engineer to plan and complete annual power shutdown maintenance without causing impact to live cleanroom operation. - Partner with soft services and project team to drive/support initiatives to meet Places department and site goals. PROJECT COORDINATION - Responsible to coordinate with partners to avoid causing unplanned interruption to business operation due to ongoing infrastructure upgrading projects, labs and office building expansion. - Partner with project team to plan, complete, and track construction activities in strict compliance with drawings, specifications, construction plans, schedules, procedures, and other applicable guidelines. - Engage with consultants, subcontractors and suppliers, understand scope of project works and coordinate with internal partners to ensure all project works are being completed smoothly. - Partner with soft services team to facilitate movement of business units before and after construction activities begin / complete.
