SUMMARY OF THE PROJECT
The Southeast Asia Gender-Based Violence (GBV) Prevention Platform is a pivotal initiative supported by a AUD20 million investment from the Australian Government over five years (2024 to 2029). The Platform aims to enhance GBV prevention efforts across Southeast Asia by fostering collaboration among governments, civil society organisations, international bodies, and other stakeholders. We are guided by the principles of being locally driven, evidence-based, inclusive and diverse, survivor-centred and trauma informed, adaptable, collaborative, minimizing harm, accessible and innovative. We seek to build capacity, amplify evidence, and innovate in the prevention of GBV.
SUMMARY OF THE POSITION
The Senior Project Officer for the Facilitate Pillar will be responsible for supporting the Facilitate Pillar Lead in developing, co-creating, and implementing the Platform’s capacity strengthening strategy, which is focused on enhancing the expertise and capacity of key GBV prevention practitioners and policymakers to design and deliver effective GBV prevention programming and policies. Reporting to the Facilitate Pillar Lead, the Senior Program Officer will work closely with women’s rights organisations, constituency-based organisations, policymakers, and other partners to facilitate capacity exchanges around designing and implementing high-quality, evidence-based primary prevention initiatives.
KEY RESPONSIBILITIES
Technical:
- Provide support to the Facilitate Pillar Led in designing, co-creating and implementing capacity strengthening strategies for practitioners (primarily women’s rights organisations) and policymakers, focusing on evidence-based primary prevention.
- Work collaboratively with women’s rights organisations and constituency-based groups to gather inputs to inform the development of GBV prevention instructional materials – courses, training manuals, facilitation guides.
- Provide technical support to women’s rights organisations in designing and implementing evidence-based primary prevention interventions such as the RESPECT Framework.
- Support the design and implementation of a learning program to be hosted through an online Learning Management System (LMS), which is designed to create and deliver self-directed and facilitated group courses.
- Support content creation for the online learning program.
- Work closely with the Gender, Disability, and Social Inclusion (GEDSI), Safeguarding and Locally-Led Development Specialist in mainstreaming inclusion and safeguarding across the Facilitate pillar.
- Ensure that capacity strengthening initiatives and learning materials are accessible and that reasonable accommodations are provided to learners with disabilities where required and appropriate.
- Coordinate peer learning exchanges among GBV primary prevention practitioners at country and regional levels in collaboration with the Advocate Pillar team.
- Support the collection of both qualitative and quantitative data regarding the Facilitate pillar activities (e.g., learning interventions, peer exchanges, trainings).
- Contribute to strategic planning sessions, annual reviews, and platform-wide learning to ensure the Facilitate Pillar’s activities align with broader regional GBV prevention goals.
- Collect and analyse feedback from Facilitate Pillar’s activities and stakeholder engagements to inform adaptive programming and continuous improvement.
Planning, administration and reporting
- Work collaboratively with other key members of the Platform team, coordinating with other Platform leads and contributing to other workstreams to ensure coherence and synergy and avoid siloing and duplication.
- Work collaboratively with the Facilitate Pillar Lead and Monitoring, Evaluation and Learning (MEL) Director to ensure the Facilitate pillar activities are contributing to the achievement of the overall Platform Theory of Change.
- Actively participate in annual work planning exercises for the Platform, including developing the work plan with the Facilitate pillar team.
- Contribute to the Platform’s annual progress reporting.
- Provide ad hoc reports on the Facilitate pillar as requested by the Platform Regional Director, Steering Committee and/or Australia’s Department of Foreign Affairs and Trade (DFAT).
- Contribute to all other Platform deliverables and reports as requested by the Platform Regional Director and/or the Facilitate Pillar Lead.
- Support strategic coordination across various project implementation components, internal teams and external partners to ensure harmonised implementation of the Facilitate Pillar plans.
- Support all project management for the Facilitate Pillar including maintaining the work plan and budget, supporting with logistics and administration and coordinating with the operations team.
- Project manage grants which fall under the Facilitate Pillar, including maintaining open communications with grantees, ensuring compliance with partnership agreements and supporting grantee reporting in collaboration with the Partnerships team and Grants Officer.
- Perform any other related duties and responsibilities assigned by the Pillar Lead that are necessary to support the effective implementation of the program and the attainment of its stated objectives and outcomes.
JOB REQUIREMENTS
Education:
- Bachelor’s degree in education, educational technology, instructional design, human rights, social work, international development, or a related field. A post-graduate degree in a related field is desirable but not essential.
- Additional training and/or certification on learning theories and instructional design models is an advantage.
Experience:
- At least 5-7 years of progressive experience in designing, implementing, and monitoring capacity strengthening programs. Experience delivering gender-based violence focused programs a distinct advantage.
- Experience in implementing and managing capacity strengthening strategies (both in-person and online) utilising various methodologies such as experiential learning, adult learning, coaching and mentoring in Southeast Asia.
- Demonstrated project management skills including maintaining work plans and budgets, reporting, administration and logistics coordination.
- Experience managing partnerships and/or grants with diverse organisations.
- Strong dedication to preventing gender-based violence (GBV).
- Demonstrated commitment to safeguarding policies and principles, do no harm, child protection and protection of vulnerable groups in all their work.
- Familiarity with mainstreaming gender and/or gender-based violence in issue-specific sectors such as climate change, social protection, education will be an asset.
- Experience and ability to fostering inclusive and supportive work environments and coordinating work across different individuals and workstreams efficiently.
- Experience with a risk-based approach to program or organisational management, including undertaking and implementing risk assessments and mitigation strategies.
- Familiarity with MEL systems and tools, especially those used in evaluating capacity development or learning programs in the GBV or gender equality sector is considered an asset.
- High-level interpersonal and communication skills, with the ability to convey concepts clearly and concisely.
- Proven ability to effectively provide administrative support and to accurately report project outputs and outcomes.
- Ability to work both independently and in a diverse and collaborative team environment.
Language:
- Proficiency in English and at least one Southeast Asian language, both written and oral.

Responsibilities
Operations
- Conduct viewings and handle inquiries from potential members
- Facilitate the onboarding and offboarding processes for members
- Oversee and manage the daily operational activities of the coworking space
- Communicate with vendors to obtain quotes
- Perform any other duties as assigned by management
