We are seeking a seasoned Sourcing Manager to join our dynamic Asia Pacific team on a permanent basis. As part of the Global Department, you will be responsible for building and managing relationships with internal clients and vendors across the Asia Pacific region.
You will develop and execute supply strategies for multiple categories, with a main emphasis on Facilities Management, Capex works, Marketing, Human Resources, and Professional Services. Your goal will be to ensure stakeholders receive what they need, when they need it, at the best value possible.
- Determine specifications and requirements for products and services through communication with internal stakeholders and the department's strategic plan
- Lead local Japan sourcing opportunities, including RFPs, direct negotiations, etc., and use market research from internal and external sources to drive sourcing decisions
- Ensure adherence to policies and thresholds set by the Chief Procurement Officer
- Negotiate and implement contractual agreements in partnership with the internal customer and our Legal department
- Manage the vendor base to ensure contractual compliance and financial efficiency
- Continuously review strategic plans with the Sourcing Team to better serve the company as a whole
- Build strong and lasting relationships with internal clients and the associated vendor base
- Provide support to the rest of the team to deliver first-class customer service
- Minimum 7 years' experience in a procurement and/or sourcing role, with indirect category exposure such as Facilities Management, Capex works, Marketing, Human Resource Services, and Professional Services etc.
- Experience in commercial and contractual negotiations, competitive market analysis, and ongoing supplier performance management/scorecards in a commercial environment
- Business proficiency in English and Japanese to support strategic sourcing in the Japan market
- Bachelor's degree or degree-equivalent qualifications, CIPS or combination of education and work experience
- Proven experience in project management
- Strong contractual knowledge and negotiation skills- Understanding of and experience in contract law and applicable legislation
- Strong decision-making ability

The key function of the Strategic Sourcing Manager is to provide leadership and strategic direction in a highly collaborative environment, to ensure a world class supplier partner network such that all quality, delivery, cost, innovation and launch objectives are achieved across raw material, tolling, private labeling, warehousing, and freight optimization projects.
Principal Duties and Responsibilities:
- Manage strategic sourcing in the assigned region in terms of raw material, products, services, warehouses, and freight

- Combine all spend information into yearly plans and long-term forecasts for costs, savings targets, and planned projects

Required / Desired Knowledge, Experiences and Skills:

- Project management and business transformation execution leadership experience

JOB SUMMARY
Supply Chain Management (SCM) is responsible for the overall commercial management of how the bank engages and spends money with its external third-party suppliers. The SCM Global Technology Team is looking for a candidate with strong experience in sourcing / procurement and the gravitas to engage stakeholders within business functions to support key priorities. - Deliver Effective and pro-active stakeholder management of key leaders across assigned business functions by setting out clear strategies, developing strong partnerships and innovative approaches to sourcing and vendor management aligned to the needs of their unique portfolio.
- Executing sourcing deals in alignment with Technology category strategies, objectives, and supply chain targets
- Key accountability of collaborating with SCM internal team in reviewing the pipeline, focussing on longer term value creation (18+ months) and ensuring that deals are constructed in a commercially sound, scalable manner.
- Take accountability of end of end onboarding of vendors, including but not limited to taking lead on managing/engaging stakeholders in relevant risk functions.
- Fosters teamwork with the rest of SCM to ensure optimal support and service is provided to the assigned business functions.
- Contribute to the strategy and overall achievement of functional objectives of SCM, particularly in the areas of Commercial Value, Third Party Risk Management (TPRM), Sustainability.

KEY RESPONSIBILITIES
Strategy
- Ensures that the relevant sourcing strategies are kept updated and current, focusing on commercial value generation and risk profile in line with the Bank's strategy and business plans.
- Support, Optimise management of end-to-end supply chain, increasing deal commercial value, managing risks in a way that gets to market quickly and in line with the Bank's priorities.

- Establish and maintain effective stakeholder engagement demonstrating value to the assigned businesses through joint innovation on efficiency, supplier risk, sustainability, and compliance matters
- Influence the buy decisions.
- Lead complex deal negotiations, including Outsourcing.
- Manages complex competitive sourcing events (RFx, eAuction etc.) without supervision.
- Influences the internal and third party decisioning regarding contracts. Plays a lead role in brokering the parties to reach an agreement. Fronts discussions regarding strengths and weaknesses of the agreement as applies to commercial elements.
- Leads the contract negotiations with the suppliers, accurately interprets contractual terms into risks, and supports the closing of contractual blockages through to completion.
- Work with Global Category Managers and Technology Contract owners / senior Technology Stakeholders on implementing the outputs from the Technology Category Strategy Uplift. This programme is looking to reduce the tail number of technology vendors as well as look across all areas of Technology spend to identify areas for consolidation, exit and demand management.
- Meets or exceeds save targets.

- Ensure that supplier partnering strategies incorporate the needs of the assigned stakeholders, leveraging existing suppliers as appropriate to reduce lead-times.
- Work collaboratively with the wider SCM team to ensure effective and efficient service delivery for the business.
- Embed the Sustainability agenda into contracts as appropriate.
- Ensures Strategic vendors are managed in accordance with the Vendor Management process and needs of the assigned functions and stakeholders.
Risk Management
- Support and execute necessary actions and deliverables to meet existing and new regulatory requirements that relate to the assigned supplier base.
- Support risk reviews for SCM and implement corrective actions as required.
- Ensure effective escalation for all blockages, risks, issues or non-adherence to Group Policies.
- Comply with the highest standards of regulatory and business conduct as defined by internal and external requirements.
- Understand and ensure compliance with, in letter and spirit, all applicable laws, regulations and guidelines including those governing securities activities, company law, anti-money laundering, terrorist financing and sanctions; the Group's policies and procedures; and the Group Code of Conduct.

- Manage cases of non-compliance with due regard to the risks involved.
- Provide counsel and leadership to stakeholders across the business functions within the region in support of procurement, vendor management, outsourcing and contract management and other SCM related queries.
Skills and Qualifications
- Academic or Professional Education/Qualifications: Degree or equivalent qualifications in Procurement, Supply Chain Management, Engineering.
- Possess strong relationship-building skills, with an ability to work effectively with peers and senior stakeholders across multiple regions
- Agile and comfortable with dealing with complex datasets.
- Effective verbal and written presentation and exceptional communication skills
- Strong project management and problem-solving skills
- Self-starter and resilient
- Strong cognitive ability to design meaningful dashboards to drive key management decisions.

Requirements
Minimum undergraduate degree in Engineering or Aviation-related discipline; postgraduate qualifications in business or law a plus.

Strong relationship management skills, with an ability to engage at all levels.
Deep understanding of aircraft and engine economics, and strong analytical skills.
Strong track record of leading cross-functional teams, driving continuous improvement initiatives.

Responsibilities
Develop plan, and execute strategic sourcing and procurement initiatives to identify, evaluate, and qualify suppliers supporting organizational growth.

JOB SUMMARY
Supply Chain Management (SCM) is responsible for the overall commercial management of how the Bank engages and spends money with its external third-party vendors. To meet increasing business and efficiency, the SCM team is looking for a candidate with strong experience in sourcing / procurement and the gravitas to engage stakeholders within business function to support key priorities. The successful candidate will be responsible for influencing and executing sourcing activities in collaboration with various business function and related support teams and must be able to demonstrate excellence in negotiating favourable commercial outcomes.
Sitting within the Professional Services (PS) Team, the Global Category Manager – PS (Asia) is responsible for the overall pro-active stakeholder and commercial management of assigned areas of spend within the Professional services category (incl. ManCon, Legal, Insurable Risk etc).
RESPONSIBILITIES
Strategy
Liaise with the business functions leads to produce a needs assessment that is aligned to their business plans
Feeds into the category management strategy that focuses on supplier cost reduction, alignment to sustainability aspirations, through needs assessments, consolidation and expense / demand management
Performs the role within the operating model
Execute sourcing strategies to ensure continuity of cost-effectiveness and quality of supply
Collaborate with country teams to align preferred channels and suppliers
Business
Creates and builds function level senior management stakeholder relationships, influences on the ground decision making to ensure that sourcing is managed in compliance with Standards
Maintains engagement level stakeholder relationships to advise and guide the stakeholder through the Sourcing process
Guides Business Stakeholders through the procurement decision-making process.
Ensure the intrinsic business value of the SCM category management framework is communicated and understood by the business.
Provides guidance on SCM process, systems, policy and procedure
Assist stakeholders in achieving their strategic objectives through careful sourcing of relevant suppliers to fulfil their needs
Commercials and Contracting
Influences the buy decisions
Lead complex deal negotiation including fees at risk models
Manages complex competitive sourcing tender with high deal value without supervision
Proactively looks for opportunities to create value in the organisation, leveraging cost optimisation
Carry out effective negotiations and contracting which contribute to sustainable commercial advantages for the business and best in class commercial terms
Influences the internal and third party decisioning regarding contracts completion, plays a lead role in brokering the parties to reach complete the agreement. Fronts discussions regarding strengths and weaknesses of the agreement as applies to commercial elements.
Leads the contractual negotiation with the supplier, accurately interprets contractual terms into risks, and supports the closing of contractual blockages through to completion
Meets or exceeds saves targets
Project Management
Identifies and mitigates risks that would impact the overall project success/failure.
Ensures projects are prioritized and delivered against agreed timelines
Supports, leads and executes sourcing initiatives.
Cross Functional Engagement
Work in a highly effective Supply Chain Management (SCM) team that will deliver commercial agreements that exceed stakeholder and client expectation.
Keeps open channels of communication to ensure high level of engagement
Contribute to process improvement initiatives
Risk & Governance
Plays a key role in working with the Business and Supplier to minimise identified risks through the engagement
Assist in effective governance and controls for supplier risk management across the bank
Operate in compliance with mandated sourcing processes, policies and procedures
Key Stakeholders
Key stakeholder interactions are senior stakeholders across the business, including Legal, Corporate Institutional Banking, Retail Banking and SCM management teams, country heads of SCM, Vendor Managers, Suppliers
SCM management team, SCM regional teams; Regional Heads, Regional Category Managers, In country sourcing managers
Cross functional teams during category management development and during strategic sourcing events. This include, but not limited to, Business stakeholders, Legal, Compliance, Tax and Finance
QUALIFICATIONS
Academic or Professional Education/Qualifications; Educated at undergraduate level
Licenses and Certifications/accreditations; CIPS or similar
Professional Memberships; CIPS or similar
EXPERIENCE
At least 10 years’ working experience in strategic sourcing procurement in Technology or Corporate Services categories (including Business Process Outsourcing, HR, Professional Services, Consulting, Banking Operations, Brand and Marketing, Property, Travel) and project management.
Previous experience of working within the Financial Services or technology sector is an advantage
Relevant experience in stakeholder management (i.e. practices, leadership, effectiveness).
Specialized knowledge or skills required
Essential to work with China and Taiwan market related projects.
Able to use ERP systems such as SAP, Ariba and Microsoft Office Excel.
Good working knowledge of contracts & familiar with legal agreements
Advanced commercial knowledge in procurement and project management.
Advanced business management skills including stakeholder management, commercial judgment and process improvement.
