Responsibilities:
Manage the project delivery and network assurance strategy to generate project plan, scope and identify risks in advance and organize resources to delivery in time. Guarantee network stability and responsible for the project business results achieved and customer satisfaction:
· Lead end-to-end project lifecycle management for telecom/enterprise initiatives (e.g., 5G deployment, network modernization, IoT integration, solution deployment for local company), ensuring alignment with business objectives and PMI/PMP standards.
· Develop comprehensive project plans using PMP methodologies, includingWork Breakdown Structure (WBS),Critical Path Analysis,Gantt charts, andresource allocation matrices.
· Define and document project scope, objectives, and deliverables throughscope statementsandProject Charters, ensuring alignment with stakeholder expectations.
· Integrate subsidiary plans (schedule, cost, quality, procurement) into a cohesive project management plan.
· Establish and maintain ascope baseline, managing changes through a structuredChange Control Process(CCB approval, impact analysis, documentation).
· Proactively prevent scope creep by conducting regular scope validation sessions with stakeholders and updating scope documentation.
· Develop detailedproject budgetsusingbottom-up estimation techniques, incorporating CAPEX/OPEX, labor costs, and contingency reserves.
· Monitor budget performance via company tools and reports, addressing variances through corrective actions.
· AddressSOC (Statement of Compliance) from clients, ensuring alignment with contractual and industry standards , which based on Company product, solution and RAT list.
· Performrisk identification,qualitative/quantitative analysis, andrisk response planning(avoidance, mitigation, transfer, acceptance).
· Maintain a dynamicRisk Register, prioritizing risks based on probability/impact matrices, and implement contingency plans for high-priority risks.
· Conduct biweekly risk reviews and update mitigation strategies to address emerging technical, regulatory, or supply chain risks.
· Map stakeholders usingpower/interest gridsand develop tailoredStakeholder Engagement Plansto address communication needs and influence levels.
· Facilitate regular steering committee meetings with senior leadership, clients (e.g., telecom operators), and vendors to align expectations and resolve conflicts.
· Build trust with key stakeholders (e.g., CTO teams, network engineers, procurement) through transparent reporting and proactive issue escalation.
· Design and implement aCommunication Management Planspecifying frequency, channels (e.g., Slack, Teams), and formats (status reports, dashboards) for internal/external updates.
· Chair daily stand-ups for Agile tasks and deliver executive-level presentations on project health (SPI, CPI, RAID logs).
· Ensure seamless cross-functional collaboration between R&D, engineering, and operations teams across geographies.
· As the owner for the network stability, responsible for the coordination of customer resources during accident recovery, and customer care after accident recovery;
· Cooperate withKAD to make sure the high-risk issues closed in time, Responsible for results of the closing;
· Approve the network change plan, manage the plan of cooperation, responsible for the result of network change;
· Identify major issue and customer complaint, start management escalation and work with customer to implement the solution in time, responsible for satisfaction of high-level customer;
· Manage project team members (including short-term support staff) to comply with the red-line of network quality and network security, ensure the project delivery with safety and compliance;
· Assure the revenue in time, properly approve project labour hours, Responsible for achieving the project’s business target;
· Communicate with Key customers (operation and maintenance supervisor /CXO, etc.) routinely to present service value and target to be achieved.
Requirements:
Bachelor’s degree in Telecommunications, Computer Engineering, or related field; PMP certificationis preferred.
Min. of three years of experiences in Telco industry or enterprise industry.
Must be a responsible person, pro-active and customer-oriented.
Exceptional negotiation skills to manage vendor contracts and SLA compliance.
Adaptive leadership style to navigate matrixed organizations and multicultural teams.
Must be hands-on person and with good leadership skill.
Proficiency in Mandarin is essential to ensure effective communication with the Chinese-speaking stakeholders, including head office, business counterparts, and customers based in China.
Excellent team player with good initiative and ability to perform under pressure and work in fast paced environment. Flexible in work time arrangement as this role may require performing night duty as per job request.

We are seeking a seasoned Project Manager (PM) to assist to manage the end-to-end process of a building construction project. He/She will be assigned to the Project Team handling either the Building or the Lab project. He/She is expected to oversee all aspects of the projects and account for:
