Job Title: Operational Risk Management Specialist

We are seeking an experienced Operational Risk Management Specialist to join our team. The successful candidate will be responsible for managing and enhancing existing operational risk management frameworks to meet new regulatory requirements in APAC.

• Manage and enhance existing Operational Risk Management frameworks to meet new regulatory and operational requirements in APAC.
• Work closely with stakeholders in the 3LoDs to implement appropriate risk governance/oversight, design/determine/establish metrics like KRIs, implement controls and promote best practices that drive operational risk management, resilience and regulatory compliance.
• Implement Operational Resilience framework in APAC and work with key stakeholders to leverage on the enhancement and integration of existing frameworks (eg. Technology Risk Management, Third Party Risk Management, Business Continuity Management) and process to enhance resilience in operations, particular critical operations.
• Coordinate operational risk management efforts and manage Governance, Risk and Compliance (GRC) activities across the APAC.
• Communicate technical concepts to non-technical audience and senior management and lead efforts to cultivate and promote a strong operational risk culture and ensure adherence to operational risk management policies, procedures and standards.

The successful candidate will be responsible for:

• To work with important stakeholders to implement a new regional operational resilience framework in APAC.
• To review, monitor and analyse Operational Risk Events (OREs) and Key Risk Indicators (KRIs) for reporting at risk management committees/meetings.
• To review new product applications and risk reporting (eg. Risk Register, Risk Incident/Issue in GRC system) from Operational Risk management perspective.
• To perform regular review of regional and local operational risk related policies and procedures.
• Organize and conduct operational risk management-related meetings and training.
• Cultivate and promote a strong operational risk culture.

The ideal candidate will possess:

• Good knowledge of Operational Risk Management-related regulatory requirements and industry standards.
• Familiarity with ICAAP, RCSA, operational resilience concepts (eg. Business Continuity Management, Disaster Recovery planning) and non-financial risk management (eg. Technology Risk, Third-Party Risk) will be favorably considered.
• Minimum 2-3 years of experience in operational risk management, preferably in banking or financial services.
• Good project management skills and experience.
• Ability to perform gap analysis of operational risk management policies and processes against new regulatory requirements and guidelines.
• Self-starter and a critical thinker.

• Maintain and review Branch wide operational risk management,internal control, and delegation of authority management policies, procedures, standards, guidelines, methodology and related work plans;
• Monitor the bank-wide operational risks as the second line of defences via Key Risk Indicators (KRI), Risk and Control Assessment (RACA), Operational Risk Event (ORE) and Loss Data Collection (LDC), including analyzing, measuring, and assessing the results derived from the operational risk systems, seting up the related monitoring models and parameters and conducting review in a timely manner;
• Guide the various departments to identify, assess and mitigate the operational risks via KRI, RACA, ORE and LDC;
• Provide guidance and review for interpreting and implementing relevant requirements on internal and external fraud risk management, monitor trends in external fraud incidents, analyze data and report to management and MAS as required.
• Review and investigate on the internal controls alerts generated by the ORM system.
• Prepare operational risk management related reports and data analysis for regulatory and/or management reporting.
• Other BAU work: Branch wide training, ORM Advisory, Head Office and MAS reporting; and
• Any other matters as instructed by Supervisor(s)/Line Manager(s).

• At least 3 years of Compliance / Operational Risk Management related working experience.
• University Degree Holder.
• Professional Certification would be advantageous.
• Familiar and possess in-depth understanding of the Operational Risk Management / Internal Controls / Compliance MAS requirements on relevant incident reporting, notices, guidelines in banking industry. Familiar with banking products.

Responsibilities

To support the implementation and enhancement of the Bank's Operational Risk Management Framework (ORMF) as part of the Line 2 risk function. The role focuses on operational risk reporting, facilitation of Risk and Control Self-Assessments (RCSA), oversight of the New Product Approval Policy, and secretariat duties for the Bank's Operational Risk Committee.

Operational Risk Reporting

• Develop and maintain timely and accurate operational risk reports to senior management, committees, and regulators.

Secretariat Role – Operational Risk Committee

• Act as Secretary for the Bank's Operational Risk Committee.
• Prepare and circulate meeting agendas, materials, and minutes.
• Track and follow up on matters arising and action items from committee meetings.
• Ensure governance standards and documentation requirements are met for committee operations.

Other Responsibilities

• Support internal and external audits, and regulatory reviews related to operational risk.
• Promote operational risk awareness and training across the organisation.
• Contribute to the enhancement of operational risk tools, systems, policies, and procedures

Requirements

• Minimum bachelor's degree or equivalent.
• Minimum 3 years of relevant experience in operational risk, internal audit, or compliance within the banking or financial services industry.
