As a member of the OCBC Group Operational Risk Management (ORM) Governance & Central Programme team, you will play a pivotal role in ensuring alignment and consistent application of Operational Risk methodologies such as risk and control self-assessments, operational risk event reporting, which supports management and regulatory reporting. What You Do

You will be part of the Operational Risk Governance & Central Programme team, a team within the Operational Risk Management Department and Group Risk Management Division. You will work closely with the Operational Risk Partners across Business Units and our subsidiaries Operational Risk Management team.

  • Manage the requirements for Operational Risk Events (ORE) reporting, to support management and regulatory reporting. Provide advisory support to the Business as well as subsidiaries.
  • Manage the Bank’s financial lines insurance in support of the Group’s business strategies. Facilitate the Bank’s insurance claims handling process.
  • Provide support to specialist functions in review of policies and oversight over the policy lifecycles to ensure compliance with GRM Risk Policy requirements.
  • Work with Group Human Resources Learning & Transformation to develop ORM related training to upskill and future proof the Bank’s employees.
  • Facilitate Working Group discussions among stakeholders across various teams and Business Units.

Who You Are

  • You have proven experience of 5 to 8 years in operational risk management. This can be supplemented with experience in risk consultancy/ audit/ compliance roles.
  • You are analytical, inquisitive, tenacious and resourceful. Able to draw linkages across different operational risk domains and an adept problem solver.
  • You possess excellent communication and interpersonal skills, enabling effective engagement with stakeholders at all levels.
  • Candidates with relevant experience on managing risk and governance reporting systems or insurance claims handling will be advantageous.

Responsibilities

To support the implementation and enhancement of the Bank’s Operational Risk Management Framework (ORMF) as part of the Line 2 risk function. The role focuses on operational risk reporting, facilitation of Risk and Control Self-Assessments (RCSA), oversight of the New Product Approval Policy, and secretariat duties for the Bank’s Operational Risk Committee.

Operational Risk Reporting

  • Develop and maintain timely and accurate operational risk reports to senior management, committees, and regulators.
  • Identify and highlight key operational risk themes, emerging risks, and significant incidents.
  • Track and report operational risk metrics, such as KRIs and loss data, and support scenario analysis exercises.

Risk and Control Self-Assessment (RCSA)

  • Guide business units in planning and executing RCSA exercises in accordance with Bank standards.
  • Review and challenge RCSA outputs to ensure risks and controls are properly assessed and documented.
  • Monitor the implementation of action plans arising from identified risk/control gaps.

Secretariat Role – Operational Risk Committee

  • Act as Secretary for the Bank’s Operational Risk Committee.
  • Prepare and circulate meeting agendas, materials, and minutes.
  • Track and follow up on matters arising and action items from committee meetings.
  • Ensure governance standards and documentation requirements are met for committee operations.

Other Responsibilities

  • Support internal and external audits, and regulatory reviews related to operational risk.
  • Promote operational risk awareness and training across the organisation.
  • Contribute to the enhancement of operational risk tools, systems, policies, and procedures

Requirements

  • Minimum bachelor’s degree or equivalent.

This role is responsible for overseeing the day-to-day management of Operational Risk in the APAC region, which includes managing all aspects of risk, proactively identifying and mitigating risks, and improving risk processes. Job Responsibilities:

This is a regional HQ role, and the person will work as an individual contributor, reporting into the Operational Risk Governance team with ARMO-ORM (Risk Management Office for Asia – Operational Risk Management). The person will be responsible for supporting overall operational risk governance enhancement to realise effective 2nd line oversight to regional branches in APAC (excl. Japan and China).   • Support APAC branches including Singapore Risk & Control Self Assessment (RCSA) and Controls Testing exercise by partnering 1st line and providing effective review and challenge
  • Support overall issue management framework (Self-Identified Issue) focusing on review, consolidation and reporting of Operational Risk issues in the Bank to enhance 1st line risk ownership and strengthening 2nd line risk oversight
  • Support in organising Singapore branch and regional Risk Committee reporting materials, including analysis on thematic/emerging risk trends and providing 2nd line commentary
  • Manage and execute Risk culture initiatives which includes publication of external events report, ORM newsletter, ORM eLearnings

Second Line of Defence for Operational Risk Management will include but not limited to;

Operational Risk Governance and Strategy

  • Develop, review and maintain the Operational Risk Management Governance frameworks, processes and methodologies in line with regulatory requirements, MUFG policies, and industry best practices
  • Support the roll-out of regional standards to APAC branches to uplift the branch operational risk management, enabling branches to manage operational risk in a standardized and systematic manner
  • Support to develop and implement region wide initiatives to embed sound risk culture

Risk Management and Audit

  • Monitor open issues (incl. regulatory and audit issues, SII), identify high risk issues, review remediation actions and report to management and key committees
  • Conduct ongoing review and challenge as 2nd line, through review of operational risk metrics (KRIs), RCSA, risk event, incident to identify systemic/thematic risk concerns that warrant deeper analysis and escalation to senior management
  • Work with 1st line / relevant Function Units / APAC branches to implement necessary operational risk management tools and provide regular training and education
  • Ensure proper operational risk system implementation and adherence to reporting rules and guidelines
  • Support in organising and preparing the presentation for Singapore branch and regional risk management committee

Job Requirements:

  • At least 2 years of hands-on experience in operational risk management especially in the area of RCSA, Controls Testing and Issues Management.
  • Experience in using Governance Risk Compliance System (GRC) IBM Open Pages.
  • Experience in Operational Risk System Infrastructure implementation (OpenPages) for various Operational Risk modules; KRIs, Risk Control Self-Assessment (RCSA), Issue Management of Self-Identified Issues (SII).
  • Experience in using advance excel – Pivot table, Vlookup and basic formulas
  • Good understanding of KRIs, risk metrics development and operationalization
  • Good knowledge of relevant operational risk regulations in the Asian region and understanding of industry trends/best practices and knowledge of operational risk standards

**Job Responsibilities:**
This is a regional HQ role, and the person will work as an individual contributor, reporting into the Operational Risk Governance team with ARMO-ORM (Risk Management Office for Asia - Operational Risk Management). The person will be responsible for supporting overall operational risk governance enhancement to realise effective 2nd line oversight to regional branches in APAC (excl. Japan and China). Main job responsibility includes but not limited to;
+ Manage and support the roll out of Operational Risk Infrastructure/System; Open Pages in the APAC region
+ Support and manage Open Pages data migration and entity set up for various Operational risk modules; Risk & Controls, Issues & Actions across APAC branches
+ Coordinate and conduct Open Pages training to all business users in APAC region
+ Collaborate with regional stakeholders (including ASO) on the set up and maintenance of Open Pages in APAC
+ Support APAC branches including Singapore Risk & Control Self Assessment (RCSA) and Controls Testing exercise by partnering 1st line and providing effective review and challenge
+ Support overall issue management framework (Self-Identified Issue) focusing on review, consolidation and reporting of Operational Risk issues in the Bank to enhance 1st line risk ownership and strengthening 2nd line risk oversight
+ Support in organising Singapore branch and regional Risk Committee reporting materials, including analysis on thematic/emerging risk trends and providing 2nd line commentary
+ Manage and execute Risk culture initiatives which includes publication of external events report, ORM newsletter, ORM eLearnings
**Second Line of Defence for Operational Risk Management will include but not limited to;**
**Operational Risk Governance and Strategy**
+ Develop, review and maintain the Operational Risk Management Governance frameworks, processes and methodologies in line with regulatory requirements, MUFG policies, and industry best practices
+ Support the roll-out of regional standards to APAC branches to uplift the branch operational risk management, enabling branches to manage operational risk in a standardized and systematic manner
+ Support to develop and implement region wide initiatives to embed sound risk culture
**Risk Management and Audit**
+ Monitor open issues (incl. regulatory and audit issues, SII), identify high risk issues, review remediation actions and report to management and key committees
+ Conduct ongoing review and challenge as 2nd line, through review of operational risk metrics (KRIs), RCSA, risk event, incident to identify systemic/thematic risk concerns that warrant deeper analysis and escalation to senior management
+ Work with 1st line / relevant Function Units / APAC branches to implement necessary operational risk management tools and provide regular training and education
+ Ensure proper operational risk system implementation and adherence to reporting rules and guidelines
+ Support in organising and preparing the presentation for Singapore branch and regional risk management committee
**General**
+ Support in executing necessary training on policies and standards
+ Work in partnership with Head Office, various branches and departments to support the implementation of global, regional and local projects
+ Provide advisory for various operational risk management activities
**Job Requirements:**
+ At least 2 years of hands-on experience in operational risk management especially in the area of RCSA, Controls Testing and Issues Management.
+ Experience in using Governance Risk Compliance System (GRC) IBM Open Pages.
+ Experience in Operational Risk System Infrastructure implementation (OpenPages) for various Operational Risk modules; KRIs, Risk Control Self-Assessment (RCSA), Issue Management of Self-Identified Issues (SII).
+ Experience in using advance excel - Pivot table, Vlookup and basic formulas
+ Good understanding of KRIs, risk metrics development and operationalization
+ Good knowledge of relevant operational risk regulations in the Asian region and understanding of industry trends/best practices and knowledge of operational risk standards
+ Good communication skills to build effective partnership with key stakeholders through various collaboration / negotiation
+ Ability to work effectively in a team environment, and takes initiatives to collaborate and challenge status quo, and adaptable to embrace new changes
+ Self-driven individual with good attention to detail and accuracy
+ Proficient in MS Office (Excel, PowerPoint)
