Individual is responsible for supporting Operational Excellence (OE) initiatives in continuous improvement, problem solving, developing and implementing CI system initiatives. As a secondary responsibility, the role will build and manage a training system that ensures Plant employees learning initiatives are aligned with operational needs, standards and business goals.
Your responsibilitiesOperational Excellence (OE/ CI)
1. Continuous Improvement System Deployment Support
- Support the execution of deployment plan and readiness of function
- Support deployment and post deployment of initiatives with close collaboration with functional representative
2. Training and Coaching
- Support the development and delivering of training materials
- Support and facilitate CI related workshops
- Train employees on operational excellence principles and tools
- Guide teams in applying CI applications in roll-out
3. Performance Monitoring and Optimization
- Implement monitoring systems to track Site performance
- Track and maintain CI performance
- Continuously evaluate system and provides recommendations for improvement
Learning & Development (L&D)
- Design, build and implement a structured training system in the Plant that includes onboarding, upskilling and certification processes
- Build and maintain role-specific skill-matrix, training, competency models and skill progression pathways
- Develop standardized tools and documentation such as training modules, SOPs and work instructions in collaboration with department leaders
- Train and support on-the-job function trainers in delivering consistent and effective training
Education
- Diploma/ Degree in Engineering
Experience
- Minimum 5 years of working experience in minimum 2 years’ in operational excellence related or similar
- Experience in training and development is an advantage
- Experience in supporting deployments will be an advantage
- Experience in design and building of system will be an advantage
Skills
- Strong analytical and problem-solving skills, Lean Six Sigma/ Total Production Maintenance
- Knowledge and experience of Operational Excellence System
- Knowledge and experience in Learning & Development system will be an advantage

- Lead the pioneering initiative to transform blood collection and banking services through strategic partnerships with private sector vendors

Key Responsibilities
This role reports to the Singapore Hub team, and looks at strengthening hub performance through continuous improvement and quality service delivery.
In this role, you will lead a team and work with stakeholders to drive cost management programs and service improvement programs across all the ground handling units in Singapore. Adopting Lean Six Sigma methodology, build a culture of continuous improvement within the business, as well as to achieve productivity gains and operational excellence. You are expected to:
- Design, lead, and drive the development and full implementation of group-wide continuous improvement and operational excellence programs aligned with the company's strategic objectives.
- Drive process improvement initiatives across all functional areas in Singapore Hub to enhance productivity, efficiency, and quality.
- Conduct regular reviews of operational processes and procedures to identify opportunities for improvement, drive growth and performance.
- Conduct deep dives of defects in operations and drive performance through thorough diagnostic investigation and effective solutioning to resolve issues at root cause.
- Challenge the status quo, develop, and execute strategies to improve operational efficiency and effectiveness through simplification or elimination.
- Adopt a problem-solving approach with active change management
- Leverage productivity metrics and performance measurements to achieve operational delivery at the highest standards, fulfilling customer satisfaction and SLAs, and ensuring adherence to company standards, industry standards, regulatory standards, and compliance requirements.
- Create and implement Key Performance Indicators (KPIs) and build data dashboards to monitor, report and review operational performance, for timely informed business decisions.
- Foster a culture of continuous improvement, as well as ownership of performance and processes, right down to the individuals on the ground.
- Develop a skilled pool of Continuous Improvement (CI) resources across functions.
- Lead and mentor cross-functional teams in the adoption of Lean, Six Sigma, and other operational excellence tools, including mentorship of Yellow Belt and Green Belt projects.
- Align with local, regional and global best practices and programs, and the group's business strategies.
- Be proficient in project management, able to manage multiple projects simultaneously and deliver results on time and on budget.
Key Requirements
- Master / Bachelor Degree in Engineering, Science or relevant discipline
- 10 years of experience in a leadership position in an operations related field and/or process engineering
- Proven experience in a similar role and setup, with focus on operational excellence, process improvement and change management. Knowledge of either service/processing/manufacturing/aviation industry will be advantageous
- Strong knowledge and well versed in the application of Lean Management, Six Sigma, Value-Stream Mapping, Kaizen and/or other Operations Excellence tools (certified Lean Six-Sigma Black Belt or higher is highly desirable).
- A team leader with proven track record in conceptualisation, devising strategies and roll-out of company-wide Operations Excellence programs.
- Demonstrated excellent leadership and team management skills, preferably with experience in building up and/or developing new team.

As Deputy Director (Risk Management, Operational Excellence and Compliance), you will work closely with Senior Management and stakeholders, you will partner with business units to identify, assess and mitigate risks effectively, whilst strengthening HPB’s risk governance framework and business continuity plans. The role requires you to balance strategic oversight with practical implementation to ensure risk management practices align with HPB’s organisational objectives and risk appetite. As a key thought leader, you will enhance and advance risk monitoring, reporting, and mitigation strategies whilst building strong partnerships across divisions to embed effective risk management practices. Your leadership will be crucial in cultivating a risk-aware culture, enhancing monitoring capabilities, and embedding robust risk management practices that contribute to the organisation's long-term resilience.

What An Ideal Candidate Looks Like (job Requirements)
- Relevant University qualifications; Professional certifications in risk management or related fields would be advantageous
- An experienced risk management leader with at least 15 years of progressive experience in enterprise risk management, consulting, or audit roles within large organisations. Expert knowledge in risk management governance, processes, and the monitoring of risks using Key Risk Indicators.
- Have a proven track record in:
- Implementing and enhancing Enterprise Risk Management (ERM), Operational Risk Management (ORM), and Business Continuity Management (BCM) frameworks
- Applying international standards including ISO 31000, ISO 22301, and COSO frameworks
- Developing and deploying risk assessment methodologies, scoring models, and risk appetite frameworks
- Leading organisation-wide risk management initiatives and driving cultural transformation
- Managing complex stakeholder relationships across all organisational levels
- Possess strong business acumen, excellent analytical capabilities, and demonstrated ability to lead, influence and drive change, coupled with experience in driving change and building risk culture, will be essential.
- Ability to build relationships and partner with stakeholders to deliver on shared objectives.
- Confidence in decision-making in highly matrixed, complex & ambiguous situations.
- Analytical thinker with strong quantitative skills and demonstrated experience in developing actionable insights.
- Strong project and process management skills; Proven ability to handle multiple priorities simultaneously.

- Analyse and interpret operational data to identify operational issues and provide solutions which optimise service levels, efficiency and overall process flows

- Proficient in Microsoft Office tools, especially Excel
- Able to perform analysis independently and present professionally

The successful candidate will play an integral role within the IT Service Management Ops leadership team. Armed with a strategic focus and experience in application infrastructure resiliency as well as operational stability the candidate is expected to lead the swift service recovery from complex incidents and managing disaster recovery ensuring high service availability and customer satisfaction in IT service delivery. This position is crucial in ensuring operational stability, which includes leading improvements through process review/transformation and implementation of new initiatives and tools.
Key Responsibilities:
- Take ownership of critical incidents, facilitating resolution with the parties involved, and conducting thorough root cause analyses and post-incident reviews to boost system resilience.
- Transforming and driving operational excellence and system resilience by proactively preventing defects and eliminating inefficiencies in current processes.
- Continuously review the governance and processes of IT Service Management, proposing improvements or new methods to maintain operational agility and stability.
- Providing technical leadership and training to ITSM teams, including offshore resources, and mentoring them in their professional development.
- Align ITSM ITIL practices with various IT teams to prepare them for operational readiness, and managing changes and incidents to maintain efficient service delivery and system resilience.
- Develop technical talent and leadership in the team through upskilling programs and continuous feedback.
- Take accountability for service delivery performance, meeting customer expectations, and driving future demand.
- Possess a degree in Information Technology or related fields with Infrastructure Library (ITIL)/Service Integration and Management (SIAM) certification
- At least 8-10 yrs of relevant experience in IT Infrastructure Operations and IT Service Management inclusive of at least 3 years in leadership role
- Proven proficiency in utilizing Agile methodologies for operations management.
- Certification in Business Continuity Management (BCM) is preferred but not mandatory
- Knowledge and hands-on experience with the ServiceNow Platform are preferred, with certifications in ITSM CAS, CAD, or CIS considered a bonus.
- Familiarity with network and cloud technologies (public, private), including Linux, Wintel, VMware, and DevOps.
- Proficiency in collaboration tools such as Microsoft Teams, Sharepoint, JIRA, and Confluence, and monitoring/orchestration platforms like ScienceLogic, Splunk, and APM.
- Ability to:
- Provide strategic direction and leadership to the service management team and influence management decisions with technical insight.
- Building and leading teams to maximize strengths and identify development areas, integrating automation and AI capabilities/solutions.
- Thrive in independent and team-based, hybrid environments with a mix of insourced and outsourced operational delivery
- Engage stakeholders as an advocate for operational resilience, excellence, and standards, driving best practices across work streams while incorporating automation and AI.
- Balance and manage multiple priorities in a fast-paced, growing environment, ensuring effective balance and prioritization in a fast-paced, rapidly growing environment.
- Navigate and escalate complex, multifaceted customer requests or initiatives, demonstrating agility and problem-solving skills
- Demonstrate leadership in overseeing Operations (on-premise and Multi-Cloud), including Major Incidents, IT Operations Command Centres, CAB Change Management, and Service Desk management, coordinating hybrid teams for stability and service excellence.
- Adaptive and responsive to dynamic environments.
- A proven track record in managing IT service delivery Command Centre and ServiceDesk operations, and addressing infrastructure support escalations (e.g., network systems, storage).
- Excellent communication skills across organizational levels, including executive management, supported by strong interpersonal skills, a positive outlook, flexible and adaptable approach.
