The role leads a team accountable for design, planning, implementation, operation & maintenance of StarHub’s submarine cable systems in terms of building and/or upgrading of submarine cable systems
Oversees the design, planning and implementation of telecommunications system capacities in StarHub’s submarine cable systems. This includes marine surveys/permits, sea-corridors, landing sites, beach-man-hole, RIO/CDN leasing, cable landing station space & power, capacity/entitlement allocations.
Procurement activities for submarine cable systems within the submarine cable consortium, collaborating with global telecommunication companies to advance StarHub’s interest.
Engage with suppliers and partners to implement and/or enhance new technologies that improve the performance and efficiency of submarine cable systems.
Responsible for the negotiation and agreement on the investment and cost sharing mechanisms within the submarine cable consortium.
Formulate and manage financial budgets for the submarine cable projects and capacity upgrade projects, ensuring the budgets and project timelines are well kept within.
Oversee procurement of submarine spares required for the continuous operation of the submarine cable.
Act as Maintenance Authority (MA), overseeing the operation, repair and maintenance of the submarine cable systems. This includes coordinating closely with the cable stations, outplant team, consortium partners and Network Operation Centre (NOCs) to ensure smooth operations of the cable systems.
Ensure the safety and functionality of the power feeding system for the submarine cable system.
Coordinate land cable diversion project with the stakeholders to ensure minimal disruption during the cable diversion.
Co-ordinate with supplier and partners on submarine cable systems fault repairs and related matters which requires to be on 24 x7 standby.
Oversee permit related matters for the implementation, planning, diversion and repair of submarine cable systems.
Manage contractual matters and Agreements relating to the planning, implementation and operation & maintenance with legal, regulatory, suppliers and partners. Including submarine cable crossing with other cable systems within the sea segments.
Qualifications
Bachelor of Engineering in Electrical, Electronics, Communications
More than 10 years working experience in the relevant field
Experience in Fibre Optic communication and Submarine Network
Strong knowledge of submarine cable technologies, system design, and operational maintenance practices.
Good Project management & communication skills
Familiar with contractual laws and Agreements
Knowledge in other submarine cable systems within the region and its operational specifications will be an advantage.
Past experience in working with different telecommunication carriers from different region is necessary.
Experience in working in multi-national and multi-cultural environments is necessary.

- Lead a high-performing team of supply chain and industrial engineers, partnering with data scientists and logistics experts.
- Foster strong cross-functional partnerships with supply, manufacturing, planning, IT, distribution, and commercial teams.
- Drive a culture of collaboration, innovation, agility, and operational excellence across the supply chain network.
- Educational Background: Bachelor’s or master’s degree in Industrial Engineering, Supply Chain Management, or a related field.
- Experience: 10+ years of experience in supply chain network design, logistics engineering, or industrial engineering.
- Scalable Supply Chain Models: Expertise in designing scalable and agile supply chain models to enhance efficiency and network capacity. Experience in network design, capacity planning, and inventory optimization.
- Data Analytics & Flow Modeling: Strong background in leveraging data analytics and flow modeling to optimize material flow and supply chain performance. Hands-on experience with network simulation tools, predictive analytics, and optimization algorithms.
- Supply, Manufacturing & Logistics: Proven track record in supply chain network design and planning, particularly within manufacturing and logistics environments. Deep understanding of end-to-end supply chain processes, including sourcing, production, distribution, and fulfillment.
- Collaboration & Stakeholder Engagement: Ability to work cross-functionally with key stakeholders, including supply, manufacturing, planning, IT, and distribution teams. Strong communication and influencing skills to align supply chain strategies with broader business objectives.
- Leadership & Change Management: Experience building and leading high-performing teams in complex, global supply chain environments. Proven ability to drive large-scale transformation initiatives that enhance supply chain agility and operational resilience.
- Development and execution of a world-class, scalable, reliable, and future-ready supply chain network.
- Improved availability, asset utilization, and predictable capital deployment while reducing end-to-end costs through optimized network design.
- Enhanced resilience and risk management, minimizing supply chain disruptions.

Individual pay decisions are based on a variety of factors, such as the candidate’s geographic work location, relevant qualifications, work experience, and skills.
At Resmed, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current base range for this position in the United States is: $175,000 - $265,000 USD .
