Job Description

Job Title: Safety Management Specialist

We are seeking a skilled Safety Management Specialist to join our team. The successful candidate will be responsible for coordinating risk management implementation and facilitating hazard identification and risk assessments.

  • This role involves leading the Risk Management team and coordinating with Quality, Planning and Design (QPD) teams to prepare documentation for civil design safety and submission to the Land Transport Authority (LTA).

The ideal candidate will have a strong background in civil engineering or a relevant field and hold a Design for Safety Professional (DFSP) certification. A minimum of 8 years of experience in civil/infrastructure/construction work is required.

The Safety Management Specialist will also be responsible for preparing and delivering method statements and risk assessments for projects, as well as maintaining risk registers and liaising with external Risk Management Facilitators (RMFs) on hazard management.

Key Responsibilities:
  1. Liaise with various government authorities and external agencies to obtain necessary approvals;
  2. Maintain risk registers;
  3. Facilitate hazard identification and risk assessments for preparation of safety submissions;
  4. Prepare and deliver all necessary method statements and risk assessments for projects;
  5. Coordinate with QPD and Internal Design teams to prepare documentation for civil design safety and CNSS submission to LTA;
  6. Lead Risk Management team and coordinated Risk Management implementation.
Required Skills and Qualifications:
  • Bachelor's degree in Civil Engineering or a relevant field;
  • Design for Safety Professional (DFSP) certification;
  • Minimum 8 years of experience in civil/infrastructure/construction work;
  • Familiarity with project management principles and practices.

**Job Description**
+ Implement and oversee the Safety Management Plan, ensuring compliance with health and safety requirements, including client's project safety standards and programmes.
+ Collaborate with the Client's Corporate QHSE Manager/Officer and JV company representatives on reporting, audits, and site visits.
+ Proactively demonstrate and promote the correct safety culture across the project site.
+ Review and approve Safe Work Method Statements (SWMS) and Job Safety Risk Assessments (JSRA) submitted by contractors.
+ Coordinate and conduct health and safety audits, including those performed by the Contractor's WSHOs and WSHCs, to ensure compliance with Client requirements and the Safety Management Plan.
+ Maintain accurate health and safety records, including safety statistics, lead and lag indicators, and ensure correct reporting of data.
+ Develop and deliver basic health, safety, and environment (HSE) training to project team members and workers.
+ Lead investigations into incidents and near misses using the ICAM Incident Investigation Process, ensuring proper reporting and closure.
+ Log all safety incidents and near misses into IndustrySafe and notify the AECOM SHE Manager as required.
+ Monitor and submit weekly and monthly Safety Joint Inspection reports, incorporating observations from AECOM-appointed sites and field-based staff.
+ Provide technical leadership and guidance to ensure regulatory standards and safety requirements are enforced at the Project Site.
+ Be available for work rotation, including extended working hours, Sundays, and public holidays as required.
**Qualifications**

Qualifications & Work Experience
