What you will be working on
Co-led by Sport Singapore, High Performance Sport Institute (HPSI) and Singapore Sports School, you will be part at the forefront of the journey to support the vision for the next bound of Singapore's High Performance Sport development to build new ecosystem capabilities and better integrate our policies and programmes to strengthen support for the ecosystem and our stakeholders.
In this role, you will contribute to the development of long-term strategy and policies that seek to directly impact Singapore's sporting trajectory by establishing robust systems that enable sustained international success while uniting the nation through sporting achievement.
Conduct scenario planning, horizon scanning, and predictive analysis initiatives to inform strategic decision-making, to build transformative systems and enhanced ecosystem capabilities, as well as to engender a future ready ecosystem;
Develop/ Review national policies, programmes and processes, with the aim of optimising government's investment and support for the ecosystem and stakeholders;
Establish holistic and systematic implementation and engagement plans to align and synthesise complex information from diverse stakeholders into coherent policies and processes.

The ideal candidate should possess:
- Demonstrated experience in policy development and writing within the Public Service, including experience in secretariat functions;
- Strong analytical skills with the ability to synthesise complex information from diverse stakeholders into coherent policies and processes;
- Proven capability in developing evidence-based policies using both qualitative and quantitative data, with experience in translating strategies into operational plans;
- Excellent communication skills, with the ability to articulate complex ideas clearly in both written and verbal forms;
- Ability to see the big picture and also a keen eye for detail.

What the role is:
The officer’s key role is to enhance operational effectiveness and efficiency, and user experience, through the use of appropriate tech and AI tools, in particular, Robotic Process Automation (RPA). What you will be working on
As a CSB BA, you will: Work with multiple internal and external stakeholders and act as the main touchpoint between them, vendor and policy teams
Manage and prioritise system changes with inputs from the business stakeholders and customers
Establish project framework and action plans, identify working groups and responsibilities, plan for activities and keeping track of progress to ensure timeliness
Play a pivotal role in translating business needs into systems changes and ensure that the implementation of systems changes meet policy intent as well as new initiatives / processes changes recommended by WPD's business transformation teams
Provide system information such as program logic and flow, business rules, statistics and rules of existing data types
Work with vendor on possible IT solutions and review with business stakeholders of implementation
Review UAT plan, conduct UAT briefing to prepare users to develop test scenarios and conduct batch testing
Track and monitor project activities, progress and feedback to the project workgroup and various stakeholders
Work with various tech teams, business departments and external agencies on interface changes and testing
Ensure systems are functioning correctly for new changes implemented and work with vendor to identify resolution and systems changes, if necessary
Support WINS development by ensuring that WINS and current IT systems are synchronised and can effectively co-exist
What we are looking for
Tertiary education in any field or relevant experience in software engineering, IT and/Business Analysis
At least 2 years of experience working as a Business Analyst, IT trained will be preferred
Exposure in Project Management and Business Analysis
Have exposure in data query tool and able to extract data require for investigation and post monitoring after system changes made
Preferably with experience working with Agile development process and environments
Possess good analytical, creative thinking and problem-solving skills
Good communication, writing and interpersonal skills
Candidate must have experience in communicating with business users and technical development team
