What The Role IsWith the increasing use of digital technology, and as we build our Smart Nation ambitions, there is a critical need to ensure that our digital domain is safe, secure and resilient. The threat surface has expanded significantly (including hardware systems, software infrastructure and services, and media), and both citizens and businesses are increasingly exposed to cyber risks, outages and service failures, malicious online harms like scams, and the risks that come with emerging technologies, such as AI and quantum computing. There is also greater complexity in the international space, given the ongoing technological contestation between the US and China, and growing concerns about the impact on national security.
The Security and Resilience Division (SRD) identifies and assesses these risks to our digital domain, and works with both government and private-sector stakeholders to drive how we will strengthen our security and resilience. It is organized to cover three key areas – combatting online scams, addressing the security of critical and emerging technology, and upholding the resilience of Singapore’s digital infrastructure.
What You Will Be Working OnYou will need to work with a wide range of government stakeholders (within and outside MDDI), private-sector partners (e.g. banks, tech companies), and international entities to develop strategies and policies that enhance Singapore’s digital resilience and security. For example, you may work with Infocomm Media Development Authority to assess resiliency risks in our digital connectivity infrastructure, or with the Cyber Security Agency of Singapore to assess the security implications of emerging technology such as AI and quantum. You may also work with the Ministry of Home Affairs to drive the development of anti-scam strategies and policies, in support of the Inter-Ministry Committee on Scams, and collaborate with the private sector (e.g. banks, telcos, online platforms) to disrupt scam operations and prevent fraudulent activities. You may also be involved in assessing geopolitical risks and proposing international collaboration opportunities in the digital security and scams space. The job holder is expected to have strong policy acumen, write well, and have strong stakeholder engagement skills.
What We Are Looking For- Candidate should have experience in policy formulation and be familiar with issues related to threats in the digital space. Background in Digital and Cyber Security, or Information Technology is preferred but not essential.
- At least 4 years of working experience, preferably in policy making.
- Ability to adopt a systems-level approach to issues.
- Willingness to learn and take on a diverse range of work; able to operate in ambiguous and unstructured work environments.
- Ability to write and communicate well.

- Develop and maintain a comprehensive cybersecurity GRC framework, policies, and procedures.
- Lead enterprise-wide risk assessments and recommend mitigation strategies.
- Oversee compliance with industry standards and regulatory requirements (e.g., ISO 27001, NIST, GDPR, SOC 2).
- Manage internal and external audits and support remediation initiatives.
- Provide strategic guidance on third-party/vendor risk management.
- Lead incident response planning and ensure post-incident evaluations are documented and actionable.
- Drive cybersecurity awareness and training programs across the organization.
- Collaborate with stakeholders to align cybersecurity strategies with business goals.
- Prepare executive-level reports and presentations on risk and compliance metrics.
- Bachelor’s degree in Cybersecurity, Information Technology, Computer Science, Telecommunications, or a related field.
- 5+ years of professional cybersecurity experience, preferably with exposure to telecom or critical infrastructure.
- Strong expertise in cybersecurity principles, including policy development, security architecture, risk management, and incident response.
- Understanding of data security best practices, secure data collection, and handling methods.
- Familiarity with telecom protocols and environments is a plus.
- Knowledge of relevant standards and regulatory frameworks (e.g., ISO 27001, NIST, GSMA guidelines).
- Experience with GRC tools (e.g., Archer, ServiceNow, MetricStream).
- Knowledge of cloud and hybrid infrastructure security practices.
- Ability to influence, coach, and build consensus across business unit.
- Preferred certifications:
- Certified Information Systems Security Professional (CISSP)
- CompTIA Security+
- CISA
- AWS Security Specialty or Azure Security Engineer Associate
- GIAC certifications (GSEC, GPEN, GCIA)
- Strong analytical and problem-solving skills.
- Clear communicator with the ability to work cross-functionally.
- Detail-oriented with excellent documentation and organizational skills.
