JOB PURPOSE
The Medical Laboratory Technologist role involves analysis of specimens from patients for the purposes of diagnosis, prevention, prognosis, and treatment of disease. The specimens include blood, urine, other body fluids, and tissue. The Medical Laboratory Technologist supports Junior Medical Laboratory Technologists, Senior Medical Laboratory Scientists, and pathologists in the total test process (pre-analytical, analytical and post-analytical).
MAJOR DUTIES & RESPONSIBILITIES
Specific
i. Perform, verify and validate testing of specimens from patients.
ii. Perform calibration, validation, and preventive maintenance on laboratory analysers and other laboratory equipment.
iii. Perform and certify quality control of laboratory analysers, including point-of-care testing devices (where applicable). Perform testing of specimens from quality assurance programme surveys.
iv. Maintain inventory according to lean management practices.
v. Obtain information from medical history (including previous laboratory investigations) relevant to interpretation of current test results.
vi. Ensure that processing of specimens is performed in compliance with protocols, accreditation standards and regulatory requirements.
vii. Provide training, competency assessment, and supervision of junior medical technologists, medical technologists, and phlebotomists (where applicable).
viii. Assessing patient needs, reviewing patient history, and determining the reason(s) for drawing blood.
ix. Preparing specimens for transportation, including labelling of sample tubes vials accurately.
x. Coordinate initial orientation, training and competency testing for all new phlebotomy staff.
xi. Perform specimen reception, order entry and other duties in laboratory, as assigned.
General
i. Perform duties in a professional manner, commensurate with academic and technical skills and training.
ii. Adhere to laws, regulations, and hospital procedures and policies.
iii. Uphold the visions and practices of Woodlands Health.
iv. Fulfil continuing medical education requirements.
v. Participate in quality improvement programmes.
JOB REQUIREMENTS
Education, training and experience
i. Bachelor’s degree in biomedical science or equivalent

Overview*
To manage and supervise phlebotomy and pre-analytical laboratory processes in the outpatient laboratory, ensuring high-quality patient care and efficient laboratory operations. This role combines technical expertise with leadership skills to oversee daily operations, perform and supervise blood collection, maintain high quality standards, support staff development and handling administrative tasks.
Job Responsibilities*
Primary Responsibilities and Duties (80%)

Navigate the hospital system to perform specimen collection according to tests ordered
Navigate Laboratory Information System to perform functions such as order entry (only if required), sample receipt, result query and result entry.
Collaborate with all relevant stakeholders (ie Lab, Nursing, Clinicians, admin) to improve workflow and processes of the section.
Perform laboratory test or POCT if assigned. Perform all procedures in accordance with laboratory protocols. Alert appropriate personnel of critical values with relevant documentation
Perform quality control procedures, interpret and review of QC results when necessary. Implement corrective actions and investigations as required.
Undertake preventive maintenance on laboratory instrumentation and safety equipment. Notify appropriate personnel when these instruments malfunction.
Oversee and management of lab supplies inventory.
Report any adverse incidents to senior member of staff. Assist in the investigation and documentation of adverse incidents.
Handle customers’ query, concern and feedback professionally. Assist with investigation and documentation of feedback as required.
Perform shift duties as required.
Keep current with new advancements in area of assignment.
Comply with good laboratory practice as set out by the laboratory Accreditation Programme of the College of American Pathologist and Singapore regulatory agencies.
Comply with all requirements of the Laboratory Safety Manual
Comply to DLM Workplace Etiquette in line with NUHS Core Values.
Promptly carry out instruction(s) of senior staff with regards to work procedures and duties.
Conduct in-service education and continuing education classes.
Assist with planning of staff roster as required.
Coach/ train trainees and new staff if assigned.
Assist RO in monitoring of staff performance and identify their training needs.
Conduct staff total performance management reports for the team.
Monitor and track all quality assurance activities under the area of purview.
Secondary Duties and Responsibilities (20%)
Improve, identify and implement changes in the work process of the phlebotomy service
Undertake back-up procedures in the event of emergencies such as downtime.
Participate in evaluation and procurement of laboratory supplies when required.
Participate in routine laboratory administrative work such as filling, processing of deliver order, invoices etc.
Any other duties as assigned by RO and/or Section Leader.
Drafting and updating laboratory protocols when required.
Participate and contribute to project teams and department meetings.
Liaison with LIS (laboratory information system) team for IT related issues and work plan
Assist with the preparation of annual workplan.

The Medical Laboratory Technologist is responsible for performing product manufacturing and interpreting product quality assurance testing results in the department. He/She is also responsible to undertake related laboratory activities in order to ensure smooth operation and provide quality laboratory services to our customers, both internal and external.
Responsibilities
Primary Responsibilities and Duties (80%)
Participate in the reception of cellular products and rejection of those that are unsuitable for further processing.
Perform all procedures in accordance with laboratory protocols.
Ensure that unsatisfactory values are reported to appropriate personnel.
Resolve queries from customers.
Report procedure deviations and adverse incidents to the supervisor.
Perform, record and interpret results of internal and external quality assurance procedures and take corrective action where indicated.
Undertake simple preventative maintenance of laboratory instrumentation and perform simple troubleshooting in the event of malfunction.
Comply with laboratory inventory management procedures. Notify appropriate laboratory personnel when test kits, reagents or other supplies should be re-ordered.
Comply with good laboratory practice as set out by the International Laboratory Accreditation Program and Singapore regulatory agencies such as the Medical Audit & Accreditation Unit.
Comply with all requirements of the Institutional as well as Departmental Safety Manual.
