Roles & Responsibilities

Primary Objectives:

  • Responsible for the timely recruitment and retention of the highest quality people in support of the overall rail business operation.
  • Ensure compliance with and facilitate proper administration of HR policies and procedures.
  • Ensure effective delivery of HR services across the rail business.

Main Responsibilities:

  • Develop and implement effective recruitment strategies aligned with the organization's goals and growth plans.
  • Accountable for providing business partnering support to internal stakeholders in Talent Acquisition activities including staff recruitment and facilitate staff movement within the organization.
  • Collaborate with Shared Services (Talent Acquisition & Attraction) to enhance the organization's employer branding to attract top talents.
  • Work in partnership with Organizational Development (OD) on staff emplacement including attending interviews and administer proposal recommendation for emplacement.
  • Work in partnership with Centre of Excellence (COEs) and Shared Services for all matters pertaining to employee services and staff movement matters, achievement manning targets, pay clarifications, staff benefits, claims and leave matters.
  • Conduct pre-screening tests including but not limited to technical assessments, colour deficiency test, written test, psychometric test, etc.
  • Conduct reference checks and background checks including liaising with approved background screening company on verification proof of qualification.
  • Administer salary proposal recommendations and acting appointment recommendations.
  • Prepare appointment letters and required documents.
  • Involved in onboarding by preparing 1st day induction kit and conduct induction briefing.
  • Ad-hoc projects when assigned.

Requirements

  • Degree in any discipline with a Graduate Diploma in Human Resource Management
  • At least 2 years relevant experience in talent acquisition
  • IHRP Certified preferred
  • Wiling to travel to various depots for work purposes

About the Role:

The Talent Acquisition Manager will play a strategic and hands-on role in scaling the company's talent pipeline, designing recruitment strategies, and positioning the employer brand as an employer of choice in the tech-financial landscape.

Key Responsibilities:

  • Lead the full recruitment lifecycle for Singapore and regional roles (tech and corporate).
  • Partner closely with hiring managers to define manpower needs, job scopes, and candidate profiles.
  • Design and implement sourcing strategies across platforms (LinkedIn, referrals, headhunting, agencies).

  • 7+ years of recruitment experience, including 2–3 years in a managerial capacity.
  • Strong track record in volume and niche hiring within technology, fintech, or banking.
  • Excellent stakeholder management and communication skills.
  • Data-driven mindset with experience using ATS and recruitment analytics tools.

Preferred Qualifications:

  • Employer branding and campus recruitment experience.
  • Regional recruitment exposure across APAC.

Our Talent Acquisition Partner will be supporting recruitment, selection, placement support and direction to assigned client groups. Ensures adequate diverse pool of qualified candidates to meet client needs. Consults with managers to develop recruiting plans and programs to achieve business goals.
**What You'll Do**
+ Maintains effective working relationships with all levels of company management to ensure staffing coverage of human resource needs.
+ Develops and implements, under general supervision, recruiting/sourcing strategies and processes to support the hiring and business needs of the corporation.
+ Recommends qualified candidates to hiring managers and HR Generalists for regular professional and administrative/support positions after interviewing candidates and assessing strength of qualifications against job requirements. May extend job offer and negotiate terms.
+ Monitors staffing processes to ensure regulatory compliance. Supports internal job posting and transfers program. Coordinates the implementation of recruitment advertising.
+ Recommends process enhancements based on analysis of quarterly staffing summary reports.
+ Verifies pre-employment hiring documentation and reviews hiring decision. Evaluates and adjudicates pre-employment background checks.
+ Counsels and trains managers and employees on staffing processes, regulatory compliance and career planning. Develops, updates and administers programs (e.g. Internships and Career Day).
+ Identifies and develops sources for qualified candidates by establishing relationships with placement agencies, colleges, universities, technical schools, diversity community agencies, etc.
+ Performs other duties as assigned.
**What You'll Need**
+ At least 3-5 years of recruitment experience, ideally someone with inhouse experience will be preferred
+ Familiar with high volume hiring
+ Independent, flexible and motivated individual who loves the challenge of finding and converting extraordinary talent into hires.
+ Expert level knowledge of new and innovative search methodologies and tools which include sourcing beyond LinkedIn.
+ Ability and drive to continually explore/test/maximize sourcing strategies.
+ Ability to juggle multiple requisitions at one time, manage a high-volume workload and deliver results in a fast-paced, demanding growth environment.
+ A sense of urgency to deliver for the business while effectively working together as part of a team.
+ Excellent verbal and written communication skills with the ability to build rapport, develop relationships and proactively keep stakeholders informed.
