Job Summary

The Executive/Senior Executive oversees the Integrated Facilities Management (IFM) Strategy, ensuring optimal performance of outsourced FM services while maintaining cost efficiency, compliance, and tenant satisfaction. This role involves strategic planning, procurement, contract administration, and performance management of the Managing Agent (MA) and outsourced FM vendors.

Key Responsibilities

1. Strategic Planning & Portfolio Oversight

  • Develop and implement IFM strategies aligned with the Owner's long-term asset value goals.
  • Conduct facility audits and benchmarking to ensure best practices.
  • Plan lifecycle maintenance, asset upgrades, and Capex Budgeting.

2. Procurement & Vendor Management

  • Lead tender processes for procurement of consultants, contractors, term contractors and other service providers.
  • Negotiate and manage SLA-driven contracts with MAs and FM vendors.
  • Monitor vendor performance, ensuring KPIs (uptime, cost control, tenant satisfaction) are met.

3. Managing Agent (MA) Oversight

  • Act as the primary liaison between the Owner and the MA.
  • Review MA reports and ensure accountability.

4. Financial & Budget Control

  • Prepare and mange OPEX & FM budgets across the portfolio.
  • Track cost variances and implement corrective actions.
  • Optimise energy efficiency and sustainability spend (e.g. Green Mark compliance).

5. Compliance & Risk Management

  • Ensure all facilities comply with local regulations.
  • Mitigate risks related to contractual disputes, safety lapses, or non-performance.

6. Stakeholder & Tenant Relations

  • Address escalated tenant complaints related to facility issues.
  • Work with MA to improve tenant experience and retention.
  • Collaborate with the team on handovers and fit-outs.
Requirements
  • Bachelor's degree in Facilities Management, Real Estae, Engineering, or related field.
  • Proven experience in a developer/owner's role managing IFM portfolios.
