**Responsibilities:**
+ Supervise daily production and non-production activities of chemistry and immunoassay benches to ensure smooth operations and adherence to quality standards.
+ Monitor the quality and accuracy of testing services delivered by team members to meet client expectations and regulatory requirements.
+ Schedule and assign appropriately trained personnel to match workload demands and ensure adequate staffing coverage.
+ Oversee non-production responsibilities such as equipment validations, surveys, and documentation in accordance with SOPs.
+ Support the department manager in fulfilling operational goals and act on their behalf during absences when delegated.
+ Ensure compliance with regulatory and accreditation standards through performance monitoring and reporting of quality metrics (PT, QC/PM, Internal/External QC).
+ Provide supervision and guidance to staff, including technical troubleshooting and performance counseling as needed.
+ Communicate clearly with staff regarding performance expectations, procedures, and any departmental changes.
+ Support client audits, visits, and inquiries by ensuring thorough documentation and compliance with requirements.
+ Recruit, train, and contribute to retention and development of technical staff through mentorship and ongoing training initiatives.
+ Assist with employee performance evaluations and development plans in collaboration with the department manager.
+ Collaborate with sales and marketing teams to address specific client needs and requests for testing services.
+ Perform testing of patient samples within areas of competence as required.
**Requirements:**
+ Bachelor's degree in biomedical science, life sciences, or related field from an accredited institution.
+ Minimum 6 years of relevant laboratory experience, including supervisory or team lead responsibilities.
+ Strong technical knowledge of laboratory operations, quality control, and regulatory compliance.
+ Proven leadership skills with the ability to mentor and motivate team members effectively.
+ Experience with audit preparation, validation processes, and CAPA management is a plus.
+ Excellent communication, organizational, and problem-solving skills.
+ Able to manage shifting priorities in a fast-paced, service-driven environment.
+ Committed, responsible, and meticulous with a positive and proactive work attitude.
+ Able to work independently and collaboratively across departments.
+ Willingness to work extended hours, weekends, or public holidays when operational needs arise.

Quality Functions:

  • Responsible for the operations of the Quality Control Lab.

  • Perform Analytical Method Validation and Cleaning Method Validation

  • Participate in the investigation of product complaint in evaluation of returned goods relating to product quality.
  • Perform supplier qualification.

Job Description

**Key responsibilities**
+ Directly manage each lab staff in Singapore to improve/sustain a world-class level Quality, Delivery, Cost and Inventory performances in the market.
+ Supervise lab supporting functions (logistics, service admins) to operate with high level of lean performance and seamlessly integrate into core operation functions including repair and MVS (Multi- Vendor Services)
+ Continuously using/applying company BUSINESS SYSTEM in every corner of the OPS team. Improve the performance and capabilities of current repair and calibration operations, both within the Service Depots and at customer sites.
+ Holds the team accountable for achieving deliverables by maintaining an enterprise mindset and developing an organizational culture that confronts issues and disagreements within immediate team and cross functionally, to deliver results that benefit the greater organization.
+ Proactively drive the operation excellence to improve Customers satisfaction (both internal and external customers), business growth and margin.
+ Maintain a fully compliant quality assurance and control system based on company's quality manual, ISO9001/17025 and unique customer requirements.
+ Work with local and global engineering team and quality team to develop and deploy local service policies, test/calibration processes, and metrology to improve customer satisfaction, increase competitive advantage, and expand service capabilities to cover broader sets of equipment.
+ Accelerates development for high potential and promotable employees by understanding and supporting their personal goals of developing new skillsets and career aspirations within Tektronix/Ralliant.
+ Leads employee engagement actions through soliciting, listening, and actioning feedback that is received to drive year over year improvements.
+ Creates an inclusive environment by soliciting alternative views from the team and understanding the right mix of skillsets, backgrounds, viewpoints, and capabilities to proactively improve organizational design and leverage talent to deliver results
**Job requirements (education or experience and skills required to be able to perform this job):**
+ Bachelor's degree in Engineering.
+ Minimum 5 years solid operations management background with demonstrated success in daily management in lab environment, ideally including working with service teams in a similarly sized organization
+ A strong believer of "Winning as A team".
+ Driven to improve processes and tools, which enable service engineers to enhance the customer experience.
+ Highly organized, flexible, and a self-starter who has excellent problem-solving and inter-personal skills.
+ Must have demonstrated success in leading significant change in organizations and managing to strict budgets and performance metrics.
+ Experience with metrology / calibration is preferred.

About Us

The National Cybersecurity R&D Lab (NCL) is established in 2015 and funded under the National Cybersecurity R&D (NCR) Programme. Our aim is to provide support to the Singapore cybersecurity R&D community in terms of their research experimentation and testing requirements. NCL offers computing resources and controlled experimentation environments to facilitate collaborative research among academia, government bodies, and industry. The infrastructure comprises a cluster of 300+ nodes with diverse provisioning mechanisms, security data, and security services.

National Cybersecurity R&D Laboratories (NCL) is hiring a Software Engineer to develop new applications and maintain existing ones for the labs. Successful candidates will be offered a renewable 2 years contract.

Job Description
  • CTF Challenges Development: Design and develop challenge and question for intermediate level CTF event.
  • Scenario Development : Design and develop pentesting and IoT scenarios for intermediate to professional learners.
  • Tool Improvement: Enhance tools and scripts for automated provisioning using Ansible, Vagrant, and Linux Bash.
  • IT-OT System Development: Assist in the development of IT-OT systems and their digital equivalents.
  • Documentation: Produce technical and user documentation for all related changes.
  • Application Development: Develop new technical applications and maintain existing ones.
  • Cloud Infrastructure Setup: Set up open-source cloud infrastructure using tools such as OpenStack, VCenter, ESXi, or VirtualBox.
  • Infrastructure as Code (IaC): Deploy infrastructure as code using Vagrant and Terraform.
  • Environment Provisioning: Provision environments using Ansible, Chef, Puppet, or Bash scripting.
  • Web Services Development: Develop web front end (HTML, CSS, JavaScript) and backend (Java and Python) service for integration with cloud service APIs or CLI.
  • Scripting and Debugging: Use Java, Python and Bash for debugging and simple scripting purposes.
  • CI/CD Environment Setup: Set up CI/CD DevOps environments, e.g., Bamboo, Jenkins.
  • IT Security: Ensure proper IT security implementation and protection of services.
Qualifications
  • Experience: 1+ years of relevant work experience is advantageous. Candidates with no experience or Diploma holders (Software Development) are welcome to apply
  • Education: Candidates with no experience or diploma holders in Software Development are welcome to apply.
  • Virtualization: Experience with virtualization technologies (VMWare, VirtualBox, KVM, etc.).

  • Experience of participating intermediate level CTF event.
