What The Role Is

What You Will Be Working On
Strategic Planning: Collaborate with senior management and business divisions to define and articulate IRAS' long-term transformation objectives aligned with IRAS' vision, mission, and corporate values. Manage and coordinate strategic resources, corporate initiatives, processes, and operational plans, including with other Ministries or government agencies, to ensure alignment with overall strategies. Represent Singapore internationally on Digital Transformation in the context of tax administrations.
Futures Planning: Apply foresight and futures methodology techniques, such as scenario planning, trend analysis and environmental scanning, to identify and assess emerging trends and external factors to ensure robustness of transformation plans and prepare for future uncertainties.
Innovation and Project Management: Identify opportunities for innovative advancements and drive strategic initiatives in collaboration with business divisions to achieve transformation outcomes. Facilitate cross-functional collaboration and interdisciplinary thinking to address challenges and foster innovation. Evaluate the feasibility and potential impact of innovative initiatives, scaling successful experiments for broader implementation.
Organisation Design: Identify opportunities in the future of work, workforce, and workplace, and apply tools and frameworks to review the organisation design and strategic workforce planning needs of the organisation.
Stakeholder Engagement: Facilitate senior management strategic planning sessions and workshops to envision alternative futures, assess the implications of different scenarios on business strategies and operations. Advise and collaborate with business divisions on stakeholder engagement and change management plans.
Corporate Secretariat: Provide executive secretariat support to the IRAS Board, including preparing board papers, coordinating board meetings, and ensuring compliance with governance requirements. Prepare and coordinate briefs for senior management in relation to corporate planning.

Tertiary qualification in any discipline.

About The Role

This role is responsible for shaping Singtel Singapore's overall strategy and transformation agenda, with a strong focus on AI transformation as a core national priority, alongside strategic planning, corporate finance, and high-impact execution.
As part of the CEO's office, the Director plays a critical role in embedding AI into Singtel SG's business model as part our of AI-first telco ambitions. The Director provides thought partnership to the leadership team, delivers analysis to support critical decisions, and drives cross-functional execution of strategic and AI-enabled transformation initiatives. The role also brings a corporate finance and M&A perspective to inform growth, partnership, and AI investment priorities.
We are seeking an ex-consultant (Engagement Manager equivalent) with a proven record in strategy and corporate finance, ideally with expertise in AI strategy, data-driven operating models, and telecoms.

Make An Impact By

Strategy Development & Planning

  • Support the Head of S&T in defining and refining Singtel Singapore's strategy, including AI28 transformation roadmap and AI adoption across functions.
  • Conduct robust, data-driven analysis (leveraging AI tools for forecasting, scenario planning, and competitive intelligence) to inform strategic choices.
  • Develop CEO- and Board-level materials highlighting AI initiatives, value pools, and productivity gains.

Corporate Finance & Transactions

  • Develop an inorganic growth strategy to build strategic complement capabilities in telco, digital platforms, and AI-driven services.
  • Evaluate acquisitions and partnerships in AI platforms, AI-enabled infrastructure, and adjacent digital ecosystems.
  • Build investment cases quantifying AI synergies (e.g., automation savings, customer experience uplift, new revenue streams).

Transformation & Strategic Initiatives

  • Drive execution of enterprise-wide transformation programs, with focus on AI use cases in networks (autonomous ops), customer experience (personalisation), and enterprise solutions (5G APIs, AI-enabled platforms).
  • Define KPIs and track delivery of AI business impact (e.g., cost savings, productivity uplift, AI-driven revenue).
  • Identify and embed external best practices by benchmarking against leading global AI-telco peers.

Business Planning & Performance Management

  • Lead the AOP and quarterly reviews with explicit inclusion of AI adoption targets, AI productivity gains, and workforce reskilling metrics.
  • Translate AI28 strategy into measurable objectives for each business line.
  • Act as a trusted advisor to senior executives on AI adoption priorities, AI workforce upskilling, and responsible AI governance.
  • Build alignment across BUs, Group, regulators, and ecosystem partners to position Singtel as a national leader in applied AI

Skills to Succee

  • Degree in Business, Economics, Finance, or related field.
  • MBA or equivalent advanced degree preferred.
  • 8–10 years total experience.
  • Minimum 4–5 years in top-tier management consulting (Engagement Manager level, McKinsey/BCG/Bain or equivalent).
  • Corporate finance and M&A experience: transaction evaluation, financial modelling, due diligence.
  • Sector experience in telecoms, AI, technology, or digital infrastructure.
  • Track record of delivering strategic initiatives and enterprise-wide transformation.
  • Strategic problem solving and structured communications.
  • Advanced financial modelling and valuation.
  • Strong project management and transformation governance.
  • Proficiency in data analysis and visualisation tools (e.g., PowerBI, Tableau).

  • Review existing engagement strategies and develop plans to enhance the engagement strategies.
  • Engage stakeholders in the community to drive collaboration to tap on each other assets and platforms to support the seniors' needs.
  • Review and develop care pathways and determine follow up actions post engagement, so that SGAs and DLs can triage the needs of the seniors and follow up with the partners
  • To lead and develop new engagement modalities such as tele engagement and digital engagement.
  • To develop partnerships with different stakeholders to advance SGO's knowledge in tele and digital engagement.
  • To develop and review engagement questionnaires that are suitable for tele and digital engagements, and to develop and plan for the care pathways and follow up actions.
  • Review existing policies develop new strategies to recruit, retain and recognize SGAs.
  • Develop new pipelines to recruit more SGAs and develop initiatives to embed the SGAs within the existing curriculum or the working hours.

Job Requirements

  • Minimum 8 years of working experience, of which at least 2 years in a managerial capacity
  • Strong project management, planning, coordination and facilitation skills
  • Good in writing, presentations, data and numbers
