Job Description
We are seeking a skilled procurement specialist to oversee all purchasing activities and processes for assigned vessels and the organisation.
The ideal candidate will ensure that all purchasing activities are carried out in accordance with the organisation's purchasing policy and procedures, sourcing and evaluating technical and operational spares/stores/services required for vessels and organisational operations at the right quality and competitive prices.
- Liaise with Superintendents and vessels regarding routine services and arranging specialised services and repairs.
- Monitor vessels movement and ensure timely procurement and forwarding of provisions, stores and spares to the vessels.
- Advise vessels on delivery schedules and arrangements of supplies.
Key Responsibilities:
- Purchase technical and operational spares/stores/services required for vessels and organisational operations.
- Ensure purchases are within budget set, highlighting any over-spending to the Superintendents/requestors.
- Evaluate the performance of suppliers and conduct periodic appraisals/assessments.
Qualifications and Skills:
- Degree in Procurement/Marine/Engineering or equivalent certifications.
- 1 year of relevant working experience in similar capacity preferably in Marine/Bunkering industry.
- Excellent communication and negotiation skills.
- Hands-on experience with purchasing software.

What you will be working on
To manage, negotiate and measure performance of Direct Material (DM) & Indirect Material (IDM) suppliers
To execute the strategy to achieve the Department KPIs in the following areas
DM & IDM % cost reduction
Inventory Management
To perform purchasing function to ensure compliance to SOP & Internal Control Compliance (SOX)
To identify and drive new projects relating to green procurement & continuous improvement
To co-work and collaborate with Parent companies on common interest
To work cross-functionally with fab users on projects to meet company goals
Responsibilities
Responsible for direct material (production & test wafer) and indirect material (reticle) purchases
Develop purchasing and sourcing strategies for DM & IDM for continuous cost reduction, supply assurance & business continuity plans
Responsible for presenting and recommend to Management on any matters related to the commodity
Identify suppliers that meet SSMC’s needs and form cross function team with end users to jointly select & develop suppliers
Review and manage the supplier base to ensure consistency with the sourcing strategy developed
Perform regular performance review with supplier to drive continuous improvement from suppliers
Prepare and lead negotiation contractual agreement with suppliers
Responsible for implementation of contract and guidelines for users on how to deploy contract
Identify and initiate program for continuous improvement for cost reduction & supply continuity
Develop and manage inventory to meet company business objectives
Ensure on-time material supply for wafer starts
Ensure zero supply chain interruptions on all materials to the fab
Review SOPs and update on annual basis
Review and approve of Purchase Requisitions and Purchase Orders
Managing on-going long-term contracts with suppliers
To provide guidelines for users to deploy contract
To drive improvement projects (Cost, Productivity and Quality)
To handle audits (Internal and external) to ensure compliance
More about you
Degree in Engineering / Science
Preferably 1-2 years purchasing experience
Preferably 5 years purchasing experience in a frontend semiconductor plant for Senior Position
Fab Operations experience is a bonus
Proficiency in MS Excel
Highly flexible and adaptive to fast past environment
Strong understanding of SAP system
Conversant in both English and Mandarin
Able to analyze financial reports
Analytical and possess strong understanding of global market knowledge
