Oversees the design, planning and implementation of telecommunications system capacities in StarHub’s submarine cable systems. This includes marine surveys/permits, sea-corridors, landing sites, beach-man-hole, RIO/CDN leasing, cable landing station space & power, capacity/entitlement allocations.
Procurement activities for submarine cable systems within the submarine cable consortium, collaborating with global telecommunication companies to advance StarHub’s interest.
Engage with suppliers and partners to implement and/or enhance new technologies that improve the performance and efficiency of submarine cable systems.
Responsible for the negotiation and agreement on the investment and cost sharing mechanisms within the submarine cable consortium.
Formulate and manage financial budgets for the submarine cable projects and capacity upgrade projects, ensuring the budgets and project timelines are well kept within.

Qualifications

As part of the Infrastructure and Cybersecurity Resilience senior leadership team, this executive will shape the Network 2030 strategy, establish the design authority, and lead a distributed engineering organization delivering an AI-enabled, Zero-Trust network platform that underpins all GIC business workloads.
Strategic Leadership
- Define and execute the multi-year Network Blueprint aligned with enterprise technology and business strategies.
- Represent ICR at enterprise-level committees, translating technical strategy into risk-adjusted value outcomes.
- Influence long-term investment, sustainability, and innovation priorities for the infrastructure domain.
- Focus on building security and stability within the engineered builds rather than as an afterthought. Work closely with the Global Command Centre (GCC) and SRE teams to enhance the security and stability posture for the Networks and Data Centre teams in GIC.
Architecture & Engineering
- Chair the Network Design Authority; standardize architectures across SD-WAN, SASE/SSE, IPv6, ZTNA, private 5G edge, and other technologies.
- Establish automation frameworks using Infrastructure-as-Code (Terraform, GitHub, Ansible) and enforce policy-as-code for security and compliance.
- Embed observability (AIOps, Prometheus, Grafana, OpenTelemetry) and quantum-safe crypto standards.
- Architect a "Secure by Design" and "Reliable by Design" global platform, incorporating Zero-Trust principles and SLO-based management.
- Establish the technical vision for the future of end-user computing (Next-Gen Wi-Fi, Zero-Touch Deployment, Secure Access Service Edge - SASE).
Data Centre & Hybrid Cloud Fabric Engineering
- Oversee global data-centre lifecycle: capacity, sustainability, colocation partnerships, and interconnect topology.
- Deliver low-latency, high-availability connectivity for trading, analytics, and enterprise systems.
- Implement FinOps-for-Networking to manage cost and environmental performance.
- Develop Blueprints & Engineered Packages: Create standardized, version-controlled blueprints (using IaC) for all infrastructure components, with embedded security, compliance, and observability baselines.
- Engineer for Self-Service: Build a golden-path platform that enables development teams to consume infrastructure through automated, self-service workflows, reducing friction and time-to-market.
Operations & Resilience
- Work closely with IT Operations teams and Application support teams to improve the stability and resilience of Networks.
- Meet service targets: ≥ 99.99% availability; ≤ 30 min MTTR (P1); ≤ 0.001% packet loss.
- Deploy AIOps for predictive fault detection and closed-loop remediation, working closely with ITCC and SRE teams. Design systems where telemetry data from production automatically triggers improvements in the engineering blueprints and deployment pipelines (e.g., automatic capacity scaling, security patch deployment).
Risk & Compliance
- Integrate security engineering into delivery pipelines; maintain zero regulatory findings and aim for zero audit points.
- Ensure full compliance with MAS TRM, NIST CSF, PCI-DSS v4.0, SOX, GDPR.
- Maintain the Network RCSA and publish monthly KRI dashboards to the Board Risk Committee.
Financial Management
- Work with Vendor governance teams to negotiate enterprise-wide vendor agreements (Cisco, Palo Alto, AWS, Azure, GCP) delivering ≥ 20% TCO savings.
- Partner with FinOps to build a granular chargeback model to reflect true business costs to the business.
People Leadership
- Build and scale a global team of engineers, cultivating inclusion, performance discipline, and continuous learning.
- Coach emerging leaders; embed SLOs, post-mortems, and innovation sprints as team rituals.
Innovation & Partnership
- Pilot frontier technologies—AI-RAN, photonic switching, confidential computing—aligned with IT Strategy.
- Partner with hyperscalers and academia to advance GIC's technology leadership agenda.
- Promote the use of AI and Agentic across all engineering and operations/SRE, driving an automation and AI agenda to automate and make everything self-service.
- Drive data-driven decision-making by leveraging an API-first approach.
What qualifications or skills should you possess in this role?
- Bachelor's degree in Computer Science / Engineering (required); Master's preferred.
- Minimum 15 years of progressive experience in global network engineering.
- Proven track record as Global Head / Director in a regulated financial institution or technology enterprise.
- Advanced knowledge of SD-WAN, SASE, BGP, IPv6, Zero Trust architecture, and multi-cloud interconnects.
- Proficiency in Infrastructure-as-Code and automation tools (Terraform, Ansible, Python, GitLab CI).
- Strong regulatory and risk governance background (MAS TRM, NIST CSF, PCI-DSS v4.0).
- Professional certifications: CCIE, CISSP, AWS/Azure Architect, TOGAF preferred.

The SVP, Network Engineering & Data Centre Lead provides leadership for GIC’s global connectivity and secure infrastructure portfolio.
